About this file

This is a Bidder Questions and Responses document from the State of Michigan Department of Technology, Management, and Budget for Request for Proposal No. 220000002425 concerning IT Asset Disposal Services. The state seeks contractor services for the disposal and recycling of IT assets, including Dell laptops, desktops, and other electronic devices that are commonly decommissioned across various state agencies. The hardware typically ranges from 3-4 years old and includes models such as Lenovo, Dell Latitude, Dell Optiplex, Dell Precision, Surface Pro 4, and iPhones. The state anticipated awarding the contract prior to October 1, 2022. No in-person inspection or virtual viewing of devices was scheduled. The state facility offers a loading dock and forklift availability for pickup purposes.

Bidders are required to submit a Certificate of Insurance and R2/RIOS certification documentation with their proposals, and no bid deposit is required. The contractor must provide chain of custody documentation in Microsoft Excel format and arrange pickup using Gaylord boxes without pallets. The state did not specify exact quantities of devices, as models and decommissioning requests fluctuate across agencies and are submitted as needed. Contractors must possess R2/RIOS recycling certification and any permits necessary to conduct their disposal business operations. Device condition varies, with Dell laptops potentially lacking chargers, accessories, or protective cases.
