About this file

This document is an infographic created by the Harris County Department of Economic Equity and Opportunity (DEEO) detailing M/WBE (Minority/Women-owned Business Enterprise) Trucking Procedure Compliance guidelines, specifically focusing on ensuring a Commercially Useful Function (CUF) for trucking companies. The document outlines comprehensive requirements for M/WBE trucking firms participating in county contracts, including critical operational and documentation standards.

The infographic provides detailed procedural requirements such as M/WBE firms must perform at least 30 percent of subcontract work with their own forces, own and operate at least one truck, employ their own drivers (not independent contractors), and maintain specific documentation for contract participation. Key submission requirements include providing a W-9, current insurance documents, proof of truck ownership/registration, and adhering to strict guidelines about truck leasing and driver employment. The document emphasizes preventing contrived arrangements and ensures that M/WBE firms have genuine operational involvement in contract work, with the goal of promoting equitable economic opportunities for minority and women-owned businesses.
