Summary of Measurement and Payment Document
This is a Measurement and Payment section from a construction contract issued by the Hillsborough County Solid Waste Management Department for the Northwest Transfer Station Community Collection Center Floor Upgrades project. The contract outlines 13 distinct bid items for construction work, including mobilization/demobilization, as-built survey, demolition, grading, subgrade stabilization, crushed concrete base, concrete installation, steel I-beams, metal canopy, laminated rubber dock bumpers, construction quality control, jersey barriers, and erosion and sediment control. Measurement and payment methods vary by item, with some calculated as unit prices per square yard or cubic yard, others as linear foot measurements, and the majority as lump sum payments. The contract specifies that mobilization/demobilization cannot exceed 10% of the total bid price, with incremental payment authorized only after required submittals are approved. The as-built survey requires three mobilizations (one per phase) to be completed within 0.1-foot tolerance of elevations during the second day of concrete curing periods.
The contract establishes that all unit price estimates are approximate and included solely for bid comparison purposes, with the County not guaranteeing actual quantities will match estimated quantities. Contractors must submit comprehensive documentation, including measurement and quantity computations, to support payment applications, which the Engineer will verify before authorizing payment. The Engineer retains discretionary authority to estimate pay quantities if survey data is insufficient and project conditions prevent additional data collection, with such estimates deemed final. All work items include full responsibility for labor, materials, equipment, and associated costs, with no additional payment authorized for wastage, rework, over-excavation, field modifications, or corrective work resulting from contractor operations. The estimated project cost is $2,243,136.50, with a Small Business Enterprise subcontractor participation goal of 5%.
