About this file
This is Amendment #1 to Request for Proposal (RFP) 22-5387 issued by the University of Wisconsin-Madison Purchasing Services for Point of Sale and Related Systems. The amendment addresses vendor qualification requirements and client references across five procurement lots: Transaction System (Lot 1), Point of Sale System (Lot 2), Online/Mobile Ordering (Lot 3), User Account Management Site (Lot 4), and Mobile Credentials (Lot 5). The RFP encompasses comprehensive dining and retail operations technology including approximately 100,000 declining balance accounts, meal plans serving approximately 8,500 students, vending machine integration, laundry systems, and support for multiple payment methods including campus cards, credit cards, and declining balances. The amendment was issued on February 15, 2022, with a proposal due date of February 24, 2022, at 2:00 PM Central Time. The tentative award date is April 15, 2022, with contract signing targeted for May 1, 2022. Proposal prices and terms are firm for sixty days from the proposal date to opening.
The amendment modifies vendor qualification sections (4.1.2.3, 4.2.2.3, 4.3.2.3, 4.4.2.3, and 4.5.2.3) requiring proposers to provide a minimum of four references from institutions similar in size and scope to UW-Madison with documented years of system usage, submitted using the revised Attachment C: Client Reference List format rather than the state form DOA-3478. The University currently operates Transact CloudPOS (formerly Sequoia QuadPoint) as its transaction system, processes approximately 1.7 million credit card transactions annually through 12-13 merchant IDs, and maintains hardware including Elo kiosks, HP RP2 and HP RP9 registers, and Logic Controls kitchen display systems. The University intends to retain existing Elo, HP RP2, and HP RP9 hardware where possible while replacing other peripherals. Current integrations include Innosoft Fusion, Compass Group Canteen, and Cantaloupe vending systems, with future potential integration with the campus mobile Wisconsin App. The University will accept mutual Non-Disclosure Agreements for sensitive documentation including HECVAT and VPAT submissions, and all proposals must be submitted by email to bids@bussvc.wisc.edu with DocuSign-signed documents accepted.

Discounts – Are there any other cases of tax exemption or Discounts other than what is listed in the RFP?
Tax exemption: All students enrolled for credit at the University are exempt from paying sales tax on food and beverage (except alcohol) when payment is made with their campus account. The University also issues guest cards to campus departments and all purchases using these cards are exempt from sales tax as well.
Discounts: In addition to the details provided in the General Information Section 1 of the RFP, additional discounts include 5% on all Wiscard campus account purchases, 30% discount on food purchases for University Housing employees in Housing dining locations, 30% discount on food purchases for UW Connects student employees at Wisconsin Union dining locations. We also do occasional discounts for students call “Penny Promotions” to introduce them to new items. These items are automatically discounted to a penny for students. All other patrons would be charged the normal price. All of these discounts are based on using a campus account to complete the purchase.

It’s mentioned that students will be moving to more traditional meal plans rather than declining balances. Can you describe what types of meal plans will be offered?
University Housing will be implementing three tiers of meal plans for the incoming freshmen. Tier 1 - 10 meals per week, 4 meal exchanges per week, no guest meals, and $100 in dining dollars per semester; Tier 2 – 14 meals per week, 4 meal exchanges per week, 3 guest meals per semester and $200 in dining dollars per semester; Tier 3 – Unlimited meals per week; 6 meal exchanges per week, 3 guest meals per semester, and $450 dining dollars per semester. We are looking for a flexible meal plan solution due to the ever-changing restrictions and updates that happen.

Can a proposer submit a prime bid proposal while also performing as a subcontractor in conjunction with another vendor? We seek clarification because there is conflicting info in the following sections: 2.7 Multiple Proposals & Third paragraph under General Information - Scope.
The intent of the 3rd paragraph under Scope on Page 4 is to communicate if you are responding to multiple lots you only need to send one proposal. Section 2.7 is if you are submitting multiple proposals because you are providing two different solutions you’d like us to consider.
20
General
Please confirm that the Certificate of Insurance will not be needed during this first phase of the RFP process.
A certificate of insurance will be required and asked for after successful contract negotiations.
21
General
Does the University require an integrated Inventory solution for Campus F&B and Retail?
The University is interested in learning about basic inventory solutions the vendor has available to assist in managing our retail operations and to restrict overselling limited quantities of items in our dining locations (e.g. only have 50 daily specials).
22
General
Is the HECVAT Lite required for this first phase of the RFP process?
Either a HECVAT Lite or full HECVAT is acceptable. The contents of the HECVAT Lite are part of our evaluation and are required.
23

Would the University have interest in Self-Checkout Grab & Go locations for its Dining & Food Operations? For example: the University’s deli locations.
The University is interested in any/all options available to support or enhance our campus dining operations.
24
General / Attach. A
Can vendors expand on the Cost Summary attachment - if more line items are needed?
Yes
25
General
Can you expand on the Table Service operations across all dining facilities?
There are two locations that use table service for sit-down dining operations. These locations allow for the servers to take meal orders and maintain open checks, control when items are sent to the kitchen, and create separate checks for people in the group.
26
General
Will the University reimburse the vendor for travel expenses? Flight, hotel etc.
See Section 3.12.
27
Section 1.1.
You state your current credit card processor is Elavon. Is Elavon also your current P2PE gateway processor for in-person credit card transactions? If not, who is the P2PE gateway provider? Also, what is the make/model of the credit card pin pads currently being used?
The campus point of sale devices currently do not have payment terminals or pin pads and are not EMV compliant. All POS devices are on a secure PCI campus network. Cards are read by swiping the credit card through the magnetic stripe reader attached to the POS and transactions process through the Verifone payment gateway. The University intends to upgrade to EMV P2PE compliant terminals as part of this procurement.
28
Section 1.1.
It is stated that Elavon is in use as the credit card processor. Which gateway is currently in use (i.e. FreedomPay, Shift4, etc.)?
The University currently uses the Verifone payment gateway for the POS application.
29
Section 1.1.
Credentials.
· Please clarify where the HID Prox credential is used versus the mag stripe for campus card transactions. Is Prox only used for physical access? What credential is used for point of sale and other non-access use cases?
· What system is used for Wiscard card production? Is this part of the legacy Transact system? How does card data currently get imported into Transact? Do we need to price in a replacement card production system? If so, please provide the number of card production stations, number of printers including make/model and number of cameras.
· HID Prox is primarily used for physical door access into facilities. All transactions on the POS currently read the magstripe on the University ID card.
· The card production system is out of scope for this RFP. The University currently uses Entrust’s WebID as the software for creating campus cards. There is no direct connection between card production and Transact. Person data is imported into Transact from our campus Oracle directory service using an API from Transact.
30
Section 1.1.
Hardware. Can we assume any register hardware not listed in “Exhibit 1, Current Hardware” as Elo, HP RP2 or HP RP9 are to be quoted as new hardware? Do you want us to evaluate if any of the POS peripheral hardware can be reused (e.g., kitchen printers, receipt printers, barcode scanners, kitchen display system, etc.)? If so, please provide the make/model of this hardware.
The University intends to replace all hardware except for the Elo kiosks, HP RP2, and HP RP9 hardware. We also have two Logic Control model 6000 kitchen display systems that could also be included in this list.
31
Section 1.1.
Laundry. Is the existing laundry control solution proprietary Transact? If not, please provide the manufacturer and make/model.
The current laundry solution is a proprietary Transact solution.
32
Section 1.1.
Meal Plans. How are resident and non-resident (commuter, faculty/staff, etc.) meal plans purchased, billed, and changed? Is there interest in a single online portal for the purchasing, billing and change management of all meal plans assuming bill to bursar account is supported for those allowed to charge their student account, as well as other forms of payment such as credit/debit card and ACH?
Meal plans are currently only available to students that live in campus residence halls. University Housing uses StarRez to manage meal plan selection and billing.
33
Section 1.1.
Mobile Credentials.
· Since NFC mobile credentials have a strong intersect with physical access control, please provide the following information:
· Make/model of current physical access control system(s) (PACS)
· Quantity, make/model of existing door readers
· Quantity, make/model of existing door locks
· Given iOS NFC mobile credential carries a ‘100% use case’ requirement, are we to quote any/all new readers/locks required as part of our response to LOT 5 Mobile Credential?
· The University is transitioning from Andover to Lenel S2 OnGuard. The campus has approximately 4600 doors and the majority of these have HID ProxPro readers installed. The University is beginning to upgrade these devices with OSDP compliant HID Signo readers. In addition, there are also approximately 75 Schlage AD400 wireless locks.
· The door access system is out of scope for this RFP, however the vendor needs to confirm whether their mobile credential solution is compatible with the Signo and Schlage readers. It is the University’s intent to purchase the readers and locks through existing contracts with the vendor’s mobile credential encryption keys already installed.
· Vendors only need to quote mobile credential readers for the POS and transaction system. Additional readers may be acquired at a future date for other campus departments (e.g. Library, RecWell, etc.)
34
Section 1.1.
Campus Mobile App.
· We see there is a mobile Wisconsin App in the Apple and Google app stores. Does UW want the new User Account Management solution to integrate in any way with this app through either deep links or API?
This is not required as part of this RFP, however the University is interested in any efficiencies or improvements a vendor may recommend. Vendors should include these comments in the response to the specification and list costs under the Optional section in the Cost Proposal for this lot.
35
Section 1.1.
“The University has a small number of copy readers on campus that are in our campus libraries. These copiers have a Transact Campus hardware device installed to process campus card payments.” What is the quantity of these proprietary Transact devices and what credential are they reading (HID Prox or magstripe)? Are these card readers connected to proprietary Transact standalone copy readers or are they connected to the existing PaperCut or netZcore print/copy solutions?
See Exhibit 1, UW Madison Hardware and integration Needs by Location for quantity of devices needed. All copy machines are stand-alone copy machines and read the magnetic stripe.
36
Section 2.3
In section 2.3 on page 9, the RFP states that our Client Reference List is to be included in Tab 1. However, each individual Lot also requests references. If we are responding to multiple Lots, does the University wish us to provide a single set of references to cover all lots, or may we use different references for each lot, if appropriate? If we are permitted to use different references for each lot, should we simply include all references in Tab 1 and note the applicable Lot for each reference?
Vendors should provide references that are specific to each lot. These references may be included in one list if vendor clearly notes the applicable lot for each reference.
37
Section 3.1
In regard to 3.1, Entire Contract, will the contract constraints be negotiated following the intent to award the proposal? Our solution includes terms and conditions in addition to those shared by the State of Wisconsin in the RFP. There may be gaps in the language with the T&C provided in the RFP and our standard contract T&C. We want to be sure we are following the instructions in this portion of the RFP correctly.
Yes

Dining Admin Office - Housing - Deposits - what is the purpose of this device? It states to accept campus card deposits/accept student care package orders. Can the University please explain this functionality/use case in its entirety?
The Dining Administrative Office is a location that can accept in-person deposits to campus Wiscard accounts. Housing students will use these funds to pay for laundry, printing, copying, bookstore purchases, etc. University Housing also sells care packages that relatives or friends can purchase and have delivered to the student’s room. Examples of a care package could include a birthday cake, or a finals week package of treats for a student. The POS device is used to process payments for these deposits and purchases.
48
