About this file
This document is a Request for Quote (RFQ) issued by the Illinois State Toll Highway Authority (ISTHA) for the pick-up and disposal services of waste oil (Group 1) and glycol products (Group 2) from its 13 Maintenance Sites across Illinois. The contract term is for an initial period of three (3) years, with an option for the ISTHA to renew for up to an additional three (3) years. Vendors are required to provide a used oil filter recycling program and comply with all applicable environmental regulations. The ISTHA seeks quotes for the pricing per gallon that it will receive for the removal of the waste products, and the estimated quantities for the initial and renewal terms are provided. Quotes must be submitted electronically via BidBuy no later than the published due date.
Pricing shall remain firm for the term of the contract, and no price adjustments will be accepted. The ISTHA will award the contract to the responsive and responsible bidder offering the highest price per gallon, inclusive of the renewal term. Payments to the ISTHA must be made within 15 days of each pick-up, and the awarded vendor(s) must adhere to COVID-19 safety protocols as mandated by the state.
