About this file

This document is an addendum to an Invitation for Bid (IFB) issued by the Illinois Tollway for Body Worn Cameras, Front Dash Cameras, and Software. The IFB seeks a vendor or vendors to provide these products and services for the Illinois State Police. The addendum addresses questions and responses from vendors, including revisions to the technical requirements and pricing. The revised IFB includes changes to the data storage requirements, Sierra Wireless equipment specifications, and installation timeframes. Vendors must acknowledge receipt of this addendum and the revised IFB will be incorporated.

The pricing terms allow for annual adjustments to the data storage requirements, and Sierra Wireless equipment or equivalents are acceptable. The IFB does not mention any set-asides, incumbents, or funding details. The contract term is five years, with the anticipated award date of August 7, 2023.

ADDENDUM # 1

IFB

22-0108 Body Worn Cameras, Front Dash Cameras, and Software BidBuy Reference # B-32234 Revised Bid Opening Date: As Published in BidBuy Please be advised of the following changes to the above-mentioned solicitation:

I. Questions and Answers:

The following are questions received from Vendors and responses from Illinois Tollway pursuant to the question and answer portion of the above-mentioned solicitation. The Illinois Tollway has provided its answers accordingly.

1. Question: Will this bid also be requiring cellular connectivity for the Sierra Wireless Modems?

Answer: No, the cellular connectivity will be set up through State Cellular contracts. The Tollway will supply the SIM card needed for Sierra Wireless modem.

2. Question: Is the ultimate request for 6TB total of additional storage per year (6 x IPS-SOFUDE1TB-CL1 x 5 years = qty 30) as indicated in this section? Or 4TB per year, as indicated in Section 2.1. Or, would the THA prefer pricing for 6TB for one year only (6 x IPS-SOFUDE1TB-CL1 x 1 years = qty 6) with the option to increase or decrease as needed from years 2-5?

Answer: Section 1.2.2.1 a) 5. of the IFB has been revised to 4 TB. The amount under Section 2.1 Pricing Line, Item 31 has been revised to reflect 4 TB for the first year. Vendors must provide pricing for 4 TB for the first year with an additional 4 TB per year for years two through five for a total of 20 TB. The Tollway will have the option to adjust this amount annually as needed. Please see the revisions in the revised IFB included with this Amendment.

3. Question: Can you please provide Attachment A, we’re not finding this on BidBuy?

Answer: Attachment A has been removed. Please see the revised IFB included with this Amendment.

4. Question: Is that 8/7/2023 date the expected date when a contract may be awarded from the bid?

Answer: Yes.

5. Question: Reference section 1.2.6/7/8/9 Test Phases: Initial vehicle deployments often take longer while procedures are established and kinks are worked out. Would the THA consider allowing additional days to complete the Test Phase installations to reflect possible delays inherent to a brand new project of this scope?

Reference section 1.2.10.4 Daily teams’ throughout: 8 vehicles

While our install partners would make every effort to meet the schedule set forth by THA, current personnel conditions may make it difficult to provide 2 x two-man crews on site every day for 29 working days. Provided every effort is being made to meet the established timeline/schedule, will THA work/flex with the installation team as the project moves forward, if needed? Will they also consider the slightly longer Draft Deployment Schedule and Daily Throughput below?:

· Metrics

· Two-man team expected daily installation throughput: 4

· Number of two-man teams to deploy: 2

· Daily teams’ throughput: 8

· Total project workdays: 31

· Total project weeks working: 5 plus 3 day

· Work week days: Mon thru Sat

· Draft Schedule based on Metrics above

· Week 1 (up to 18 installs, over five days, for test phase)

· Week 2 (48 installs)

· Week 3 (48 installs)

· Week 4 (48 installs)

· Week 5 (48 installs)

· Week 6 (15 installs)

Answer: The Tollway will not allow additional days for outfitting vehicles for the test phase of this contract and shall expect the number of installers required to be available to meet the project completion requirements.

6. Question: Reference section 1.2.18. Return of Goods: The contract goal for this IFB is a five-year contract, and this section requests approval to return hardware up to 90 days following the termination of the contract (potentially 5 years and 90 days after order). Panasonic does not accept hardware returns from their reseller partners at any time post purchase, and Sierra Wireless only accepts returns up to 30 days. In addition, hardware purchased at the start of the contract period is likely to be end of life/replaced with new hardware by the end of the five-year contract period. For these reasons, having the IFB reseller respondent solely responsible for a potential return at any point in a 5+ year period is an onerous ask. Will the THA consider removing this requirement?

Answer: No, the Tollway cannot remove the requirement. Items that have been received throughout the contract and have been found to be defective out of the box, will need to be replaced throughout the 5-year term of the contract.

7. Question: Will the THA accept bids for the new/current part numbers listed below.
