STATEMENT OF WORK
FOR
OPEN-END CONTRACT INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ)
ARCHITECTUAL/STRUCTURAL/CIVIL (A/S/C)
ARCHITECT/ENGINEER SERVICES

BASIC PROJECT
PART I
GENERAL PROVISIONS
A. GENERAL SCOPE: The Architect/Engineer (A/E) firm shall perform all Title I Design Services and Title II Services and deliver to Air Force Research Laboratory, Information Directorate (AFRL/RI), Rome, New York complete construction documents necessary for the accomplishment of individual task orders placed under the project entitled: INDEFINITE DELIVERY, INDEFINITE QUANTITY CONTRACTS; Project Number ULDF210351, ARCHITECTURAL/STRUCTURAL/CIVIL (A/S/C) OPEN-END A/E SERVICES for Air Force Research Laboratory, Information Directorate, Rome, NY in accordance with the requirements specified herein and those set forth under the scope of work for each type of service. Construction documents shall include computer aided drafting/design (CADD) generated contract drawings (AutoCAD preferred), word processor generated specifications (MS Word preferred), design analysis, miscellaneous schedules and supplementary documentation, and electronically generated/tabulated cost estimates with period of performance estimate (MS Excel preferred), both in hard copy and in Compact Disc (to include all editable documents), as requested by the Contracting Officer.
B. DESCRIPTION OF THE PROJECT: Work on this project shall include, but not necessarily be limited to, the following:
1. Architect-Engineer (A/E) services are required for design of miscellaneous Operations and Maintenance (O&M), Additions and Alterations, and Construction and supporting services projects for Air Force Research Laboratory, Information Directorate, Rome Research Site, along with associated remote sites; Irish Hill Newport Test Site, Tanner Hill Newport Test Site, Verona Test Site and the Stockbridge Test Site.
2. Task orders (TO) will be issued as the need arises during the contract period. Design services required will be in conjunction with minor additions, remodeling and maintenance type projects, including preparation of drawings and specifications. Various types of A/E Services such as investigation, analysis, data gathering/interpretation, inspection, studies, reports, and cost estimates may also be required as related to project design. Projects will primarily focus on the various disciplines for which the A/E was chosen (i.e. A/S/C); however, projects could include various combinations of all disciplines. A minimum fee to be paid under this contract shall be the value of the first order. Firm-fixed price A/E contract (Indefinite Delivery, Indefinite Quantity) contract will be used.
3. Each TO awarded under this contract shall include a SOW tailored to the specific requirements of that effort. The Contractor shall furnish the personnel, services, equipment, materials, facilities, and other requirements necessary for, and incidental to, the performance of work set forth herein and as identified within the Statement of Work (SOW) for each TO.
Primary technical services shall be performed by, or under direct supervision of, individuals who are credentialed members of the architectural, planning, scientific, and/or engineering professions. Generally, a credentialed professional:
a) is licensed to practice in the state where a firm is located, and
b) commands the necessary expertise, in terms of knowledge and experience, to undertake the general tasks identified in this SOW and specific tasks to be identified at the TO level.
c) Services required, but not provided by, the awarded Firm, shall be subcontracted and provided as part of the A/E team.
4. Site Considerations: The A/E firm shall make a field study and investigation of the project site as required, and present solutions to the intended design problem.
DESCRIPTION OF PAST/PRESENT/FUTURE CONTRACTS:
The past, present and future architectural (A/E) work at the Information Directorate includes: new construction of research and development test site facilities, gymnasium associated renovations, technical program office relocations, mechanical system replacement, heating system conversion, installing raised floor systems, cable tray systems, renovate unused space into open break areas, building and/or renovating SCIF (secure compartment information facility) space, install shielding on perimeter walls of SCIF space and upgrade all openings to SCIF standards, upgrade mechanical and electrical systems as pertaining to associated work, develop combined open/closed office spaces based on Agile Development programming for optimizing software development, renovate/build designated server rooms, and renovate/update computer research laboratories. Services could include Code reviews, Surveying, Civil, Site, Landscape, Environmental, Structural, Architectural, Fire Protection, Plumbing, Mechanical, HVAC, Electrical, and Telecommunications. Specialties could include Electronic and Computer Laboratories, UPS systems, Generators, Sprinklers, Sound Control, Assembly spaces, and highly detailed Code Reviews. Assemble your Team to cover these potential needs.
In the past the selected A/E firm has completed structural and civil work including site investigation which includes material sampling for hazardous building materials, site surveying, and record drawing research to ensure construction drawings reflect accurate site conditions. The selected A/E firm has also performed a variety of project design ranging from site development, road design (Rigid and Non-Rigid pavement systems), structural analysis, foundation and concrete design, tower design, and general construction encompassing all disciplines. Future requirements are anticipated to be similar in scope to what we currently have in design and had designed in the past.
The A/E firm shall be expected to perform asbestos, lead, and PCB surveys on an as needed basis either inherent to an existing assigned task order or as a sole task order. Further definition of tasks associated with asbestos, lead, and other hazardous material surveys can be found below in PART III, TITLE I: DESIGN SERVICES, PARAGRAPH C - Hazardous Building Materials.
C. DESIGN CRITERIA: The A/E shall utilize and incorporate the requirements of all applicable Codes, Rules, and Regulations in the performance of their work. The UFC 1-200-01 represents the foundational document of the UFC program in providing general building requirements and overarching criteria, establishing the use of consensus building codes and standards, establishing criteria implementation rules and protocols (including core UFC), and identifying unique military criteria.
UFC 1-200-01 is the overarching document for buildings and facilities used by DoD. UFC 1-200-01 by way of reference, directs the use of the International Building Code® (IBC), the International Existing Building Code® (IEBC), Core UFC, other UFC as applicable to the building, facility, structure, or system, and Facility Criteria (FC) as they pertain to the applicable DoD Component.
AFRL/RI shall provide the A/E Firm with the most current version of the Installation Facility Standards for use with each task order.
The design shall conform to functional and descriptive data as found in the most current issues of the following publications:
1. United Facilities Criteria (UFC), Specialty Specific, most current, https://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc
2. Unified Facilities Guide Specifications (UFGS)
3. Air Force Instructions (AFIs)
4. Air Force Manuals (AFMANs)

6. All National Fire Protection Association section numbers, including but not limited to the National Electric Code (NEC), and NFPA 101.
7. The International Code Council (ICC) - International Building Code (IBC), International Existing Building Code (IEBC), and The remaining family of International Codes as referenced by the IBC, IEBC, and the UFC, including the IEEC, IPC, IMC,
8. American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE).
9. Uniform Federal Accessibility Standards, including the Americans With Disabilities Act (ADA) and the Architectural Barriers Act (ABA) Standards
10. American National Standards Institute (ANSI): American National Standard for Buildings and Facilities - Providing Accessibility and Usability for Physically Handicapped People (ANSI A117)

D. RESPONSIBILITY OF THE ARCHITECT/ENGINEER FIRM:
1. The A/E firm shall be responsible for the professional and technical accuracy/competency, and the coordination of all designs, drawings, specifications, cost estimates, and other work or materials furnished under this contract. Thoroughly review and correct all documents created by your team, before each design submission to assure technical accuracy, correct spelling, and coordination between specifications and drawings of all design disciplines. If corrections or revisions to errors, deficiencies and/or omissions in submittal documents is required, this will be completed without additional cost, time, or fee to the Government.
2. Neither the Government's review, approval or acceptance of, nor payment for, any of the services required under this contract shall be construed to operate as a waiver of any rights under this contract or of any course of action arising out of the performance of this contract. The A/E firm shall be and remain liable to the Government as a result of the A/E firm's negligent performance of any of the services furnished under this contract.
3. The rights and remedies of the Government provided for under this contract are in addition to any other rights and remedies provided by law; the Government may assert its right of recovery by any appropriate means including, but not limited to, setoff suit, withholding, recoupment, and counter claims, either during or after performance of this contract.
4. If at any time during the work the A/E firm determines that actual conditions, design development, or funding requirements differ from those outlined in the project scope of work, they shall immediately notify the Contracting Officer in writing.
5. The A/E firm shall provide a monthly task order summary/status for all outstanding TOs.
E. A/E FEE PROPOSAL: The A/E firm shall outline their fee proposal for each contract task order on the form provided by the Government. Line item cost estimate shall be done electronically utilizing software (Microsoft EXCEL preferred) provided that corresponding information is given as it appears in the column headings on the front of the government provided form, unless other means are agreed upon.
F. ADMINISTRATIVE (Conferences): During the course of project preparation, the A/E firm will be required to meet with the Chief of the Engineering and Real Property Management, or his appointed representative to report on the progress of design and resolve any obstacles to timely design completion. Such meetings are to be conducted on an as-needed basis or as otherwise outlined by the Chief. Meetings shall be held in his office, Building 2, 150 Electronic Parkway, Air Force Research Laboratory, Information Directorate, Civil Engineering Branch, Rome, NY, unless otherwise indicated. The A/E firm shall prepare written memoranda of all conferences, pertinent instructions and information received verbally or otherwise. A copy of the memoranda shall be transmitted to AFRL/RIOCC and AFRL/RIKO. Data submittals shall be accompanied by a dated transmittal letter and hand carried, if necessary.
G. SPECIAL REQUIREMENTS AND CONDITIONS:
1. The A/E firm shall include a detailed estimate of the anticipated construction time/Period of Performance (PoP) for the project. This estimate shall include allowances for mobilization, material purchases, base entry approvals, actual construction time and bad weather.
2. Construction Costs - The A/E firm shall provide a design for a functionally complete and usable facility within the established cost limitation for the project. The use of bid items shall be coordinated with the Contracting Officer.
H. CONTRACT DOCUMENTS: The original of all documents shall be delivered to and remain the property of the U.S. Government. All drawings, engineering reports, cost estimates and design analysis shall be stamped and/or signed by a legally registered professional architect and/or engineer representative of the A/E firm. Documents shall include those listed in the following sections. All drawings are to be placed on ARCH D (24”x36”) paper with the standardized Air Force Research Laboratory, Information Directorate title block. An electronic reference file version of the standard drawing sheet, along with hard copy versions, shall be made available to the A/E by the Government at no cost to the A/E. Provide original CADDs (AutoCad), Excel, and Word Documents) to the government at the completion of the incorporation of 100% review comments – to include all addenda, change drawings, and as – builts at completion.
I. DELIVERY OF MATERIALS: All materials and submittals to be furnished by the A/E firm under this project shall be in the number and in accordance with the procedures prescribed under each type of service specified hereinafter. Typed matter shall be on 8 1/2 " by 11" white bond paper and with at least a 1" margin at the top and left side of the paper. Construction drawings shall be submitted on ARCH D (24”x36”) paper. Provide electronic PDF’s at each submission.
J. DESIGN REVIEW PROCEDURES: Review comments shall be incorporated by the A/E firm following each submission of Schematic Design (35%), Design Development (65% Government Optional), Pre-Final Design (95%), and Construction Document (100%) stages. The A/E firm shall clearly delineate on the cover and the title/index page of the Specifications and on each of the Drawings the percentage of submission at the 35%, 65%, 95%, and at the 100% review levels. Procedure may require review by numerous agencies to include the Air Force Research Laboratory, Information Directorate, Chief of Engineering as well as several other designated Branch Chiefs and/or organizations. After each review is complete, the Project Manager will forward the consolidated comments to the A/E firm for incorporation. Those periods which have been recognized as the normally expected timeframes are found later in this Statement of Work.
K. PROJECT PHASING: Contract specifications shall be written in such a manner as to phase construction scheduling to provide a minimum of disruptions to the building occupants. (Phasing discussions will be incorporated into the project documents for review phases when appropriate )
L. GOVERNMENT FURNISHED INFORMATION AND MATERIALS:
1. The following information will be provided to the A/E firm upon request, as available:
a. Project location.
b. Limited as-built drawings for the existing buildings and site, including utility maps. The A/E will be provided access to the installation drawing file room to be able to reference / copy existing documents they deem useful to the creation of their design project. AFRL/RI will make soft copy versions of as-built drawings as well.
c. Previous environmental surveys.
d. Other items as requested and as available.
2. All such materials are not guaranteed to represent actual conditions and shall therefore be field verified by the A/E firm before use or incorporation into design.
M. SAFETY:
1. Comply with all safety and health requirements necessary for the protection of personnel, facilities and equipment including, but not limited to, the Occupational Safety and Health Administration (OSHA) standards, while performing this contract at the Air Force Research Laboratory (AFRL), Rome Research Site (RRS), Rome NY. It is the contractor’s sole responsibility to make certain that all safety requirements are met.
2. Maintain a written safety program for compliance with the applicable OSHA standards, and make said program available for review by the Government upon request by the Contracting Officer.
3. In the event of a mishap, or a “near miss”, during the performance of this contract at AFRL RI, notify the Contracting Officer or the DET 4 Safety Office in an expeditious manner. Written notification shall be provided to the Contracting Officer (who will forward a copy to the DET 4 Safety Office) within 72 hours and shall include the following information (Air Force Form 978 Supervisors Mishap Report may be used):
a. Contract, Contract number, Name and Title of Person(s) Reporting
b. Date, Time and exact location of accident/incident
c. Detailed narrative of accident/incident (events leading to accident/incident)
d. Cause of accident/incident (if known)
e. Type of injuries resulting from the accident/incident and estimated cost of accident/incident (material and labor to replace/repair)
f. Nomenclature of equipment involved in accident/incident
g. Personnel involved in accident/incident
h. Corrective Actions (taken or proposed)
i. Other pertinent information
4. AFRL/RI uses a Safety and Health Management System to implement and manage its safety programs. A SHMS is a systematic approach to managing safety and health activities by integrating occupational safety and health programs, policies, and objectives into organizational policies and procedures. Simply stated, a SHMS is a set of safety and health program components that interact in an organized way. An effective SHMS consists of five critical elements that apply safety and health management practices of employers who have been successful in protecting the safety and health of their employees. All contractors are required to familiarize themselves with the requirements of a SHMS. An example of a SHMS is OSHA’s Voluntary Protection Program (VPP). Detailed information on VPP is available at the OSHA website at http://www.osha.gov/dcsp/vpp/index.html. On-site contractors are required to attend a Local Conditions Course as part of in-processing at AFRL/RI.

PART II
OTHER SERVICES
A. SCOPE OF WORK: The A/E firm shall perform field reconnaissance surveys, site investigations, and travel to perform the work required to obtain architectural and engineering information for the accomplishment of the project in accordance with the requirements of this Statement of Work.
B. DEFINITION: Other services involves design and construction related services, but are not an integral part of direct design services for a specific construction project. Other A/E Services include, but are not limited to: surveys, subsurface explorations, materials testing, reproduction of design of design documents, cost estimating, interior design services, renderings, and management of A/E services.
C. FIELD RECONNAISSANCE AND ENGINEERING REPORTS: The A/E firm shall make a complete survey of the project site, including field measuring and documentation, verifying data from the existing drawings regarding locations of all utilities, equipment, structure, and improvements including sizes and elevations.
D. DATA ANALYSIS AND RESEARCH: The A/E firm shall be responsible for all data analysis and organization, identifying information sources, and available resources. The A/E firm shall establish detailed user descriptions by direct observation of office/lab procedures, personnel and any other required research.
E. DESIGN ANALYSIS DOCUMENTATION: The A/E firm shall document the findings of field reconnaissance, data analysis, major engineering calculations and shall outline the design premise in a Design Analysis document including design options/choices, decisions, directives and subsequent reasoning behind each. This document shall be submitted at 35%, 65% (government optional), 95% and 100%, including any and all Government comments, changes and revisions.

PART III
TITLE I: DESIGN SERVICES
A. SCOPE OF WORK: The A/E firm shall perform all services necessary to prepare and furnish complete contract documents consisting of drawings, technical specifications, design analysis, cost estimate breakdown, period of performance for construction, miscellaneous schedules, and addenda as required, for accomplishment of the project in accordance with the requirements of this Statement of Work.
B. DEFINITION: Services consisting of the preparation of designs, plans, drawings, and specifications related to a specific construction project.
C. PRELIMINARY PLANNING & PROGRAMMING: Develop, update, integrate, publish and present planning and programming services as specified in the individual TOs. Develop, update, integrate, publish and present General Plans, Master Plans, Comprehensive Plans, Asset Management Plans, Area and Installation Development Plan(s) (ADP/IDP), Facility Use Survey (FUS), Space Utilization Plan(s) (SPACE-UP), and other plans as specified.
Prepare user requirement documents (URD) utilizing expert investigation and analysis that produce project management plans, data gap identification, project definition, drawings, space analysis, DD form 1391 development (as necessary), and parametric cost estimates. A URD is documentation of a planning charrette for future project(s). A planning charrette is a planning technique where a team of contracted professionals coordinate with the project manager, user, and other disciplines to identify space requirements, detailed costs, and other project support documentation. These charrettes are critical to validate and approve projects before they are submitted to USAF, or other approval or review entities. Specific deliverables will be identified in the specific TO.
All seismic bracing of equipment and piping shall be designed and stamped by a licensed engineer. Performance specifications for seismic bracing must include a design intent for all conditions and sample details of the intended design.
Fire protection designs shall be performed and sealed by a qualified Fire Protection Engineer including conceptual hydraulic calculations and design intent which will allow the contractor to proceed with a complete shop drawing and sealed design in accordance with (IAW) “Planning and Programming Fire Safety Deficiency Correction Projects,” attachment 3, Air Force Instruction (AFI) 32-10141 and UFC 3-600-01 Fire Protection Engineering for Facilities.
Hazardous Building Materials (Asbestos, Lead, PCBs, Heavy Metals, etc…): The A/E Firm shall be responsible for surveying the project area to determine if Hazardous Building Materials are present if this requirement is included in the statement of work for the Task Order. If Hazardous Building Materials are discovered, which are not part of the scope of work for the Task Order, the A/E Firm shall notify the Government Project Manager and Contracting Officer. The A/E Firm shall include the cost impact for modifying the Task Order and an estimated cost impact to the construction cost. The survey shall include the collection of samples as required and testing at a laboratory. The laboratory must be certified/approved in accordance with the applicable federal, and state Hazardous Building Materials regulations. The Hazardous Building Materials survey and test results shall be included in the 35% Preliminary Design submittal. Subsequent design submittals shall clearly indicate the location of the asbestos and lead containing material, extent of removal, and all required procedures and regulations. General notes which indicate the Hazardous Building Materials removal but do not identify the specific areas and the extent of removal required are not acceptable. If Hazardous Building Materials removal is necessary, the specifications detail the requirements in the applicable federal and state laws and regulations. All reports, specifications, and plans which include any information regarding Hazardous Building Materials surveys, tests, abatement, or removal shall be distributed as required in Part 1, Section H. SUBMITTALS/DELIVERABLES. Asbestos containing materials surveys and removals shall be analyzed and designed in accordance with AFI 32-1001, Chapter 15 Asbestos Management.
Schematic design (35%) submission shall include a narrative, visual documentation and graphic communication sufficient to demonstrate knowledge of the project requirements as stated herein.
The A/E firm is responsible for field verification and validation of all Government provided as-built information including but not limited to: locating surface features for utility designation, landscaping, room dimensions, existing operable mechanical equipment, abandoned equipment and piping. The A/E firm shall recommend Statement of Work adjustments as part of the initial design programming, if necessary.
D. CONTRACT DRAWINGS: All contract drawings shall be prepared in accordance with the best professional practice. Notes on the drawings should be concise and held to a minimum. Extensive explanatory notes on the drawings are not desirable and should be placed in the specifications. The use of fractions less than 1/8 inches for building dimensions should be avoided. The use of standard building material indications and symbols for architectural items and for mechanical and electrical equipment is mandatory.
1. DRAWINGS: The A/E firm shall provide architectural and/or engineering drawings with adequate plan views, isometric and/or oblique views, and diagrams to clearly convey to the prospective bidders the scope of work as determined by the government.
All drawings shall comply with AFRL/RI Computer- Aided Drafting and Design (CADD) standards and the US Army Corps of Engineers standards. The A/E may access the US Army Corps of Engineers (USACE) CADD standards via https://www.wbdg.org/ffc/army-coe/cad-bim-technology-center. The Government will provide templates for the cover sheet, index sheet, and borders, etc. Electronic file names shall follow the Information Directorate naming conventions. All drawings shall be accurate, professional, and in sufficient detail, including all required schedules, tables, details, sections, plans, elevations, and general notes to enable proper and satisfactory bidding and construction of the entire project. Other 3D modeling software capabilities will be specified on an as needed basis. All project drawings shall be plotted with an Arch D or 24 inch x 36 inch drawing surface. The Government will provide the standard CADD title block format on disk. Final prints shall be sealed and signed by a principal of each discipline from each of the firms involved in preparation. Final CADDs (flattened) with electronic stamps shall be provided to the Government.
2. TITLE BLOCKS:
a. The A/E firm shall complete the title blocks on each page with the project number and title as shown on the Statement of Work.
b. The A/E firm shall number the drawing pages in sequence, such as: 1 of 12, 2 of 12, etc.
c. The A/E firm shall letter the words "AIR FORCE RESEARCH LABORATORY, INFORMATION DIRECTORATE" and "ROME, NEW YORK" in the title block of each drawing, and the project title, as indicated on the title page of the Statement of Work, immediately below that.
d. The A/E firm shall indicate a location map on the cover sheet and on all applicable sheets a key plan noting the “AREA OF WORK,” located in close proximity to title block for future reference purposes.
3. SECTIONS AND DETAILS: The sections and details used in the plans and drawings shall be clearly numbered and cross referenced where sections/details were taken and where sections/details are drawn.
4. DRAWING NOTES: All drawing notes shall be numbered and all keyed notes shall follow the American Institute of Architects Architectural Graphic Standards.
5. ARCHITECT/ENGINEER FIRM IDENTIFICATION:
a. The A/E firm shall not put the firm’s design contract number or task order number anywhere on the title page or anywhere on any sheets of the project drawings or 100% documents. These may be placed temporarily in the margins for in-house control during design, but removed before delivery of the 100% design package.
b. The A/E firm shall place the firm name and address immediately adjacent to the left of the preprinted Air Force Research Laboratory, Information Directorate title block.
c. The A/E firm shall seal all drawings with the seal of a Registered Architect or Professional Engineer duly registered in the State of New York. The Registered Architect/Professional Engineer must be an Officer in the firm or designated as Project Manager for the project under design unless the service provided is that of a sub-consultant team member.
E. SPECIFICATIONS: Specifications shall be complete, clear, and shall amplify all information shown on the drawings and shall include detailed requirements for materials and equipment. Material items shall be specified using Unified Facilities Guide Specifications, prepared using Microsoft Word. The first section of specifications (General) shall follow a guide furnished to the A&E by the Government. The A&E shall develop a statement outlining the major definable features of work for each trade and shall include this outline in the general section. A one line description of work will not be adequate. The A&E shall furnish a title page and a table of contents for specifications following a format specified by the Government.
The hard copy specifications shall be prepared on standard 8½”x11” sheets. Specifications shall be as brief as possible, definitive, and free of ambiguities and omissions that may result in controversy and contractor claims for additional compensation, and include detailed requirements for materials and equipment. Specifications, including all technical and special conditions, shall utilize the Unified Facility Guide Specifications (UFGS) and SpecsIntact. This free software is available at http://www.wbdg.org and is based on Construction Specification Institute (CSI) format that has been modified for Air Force construction. The government will provide specifications, for editing, for certain major building materials, when available.
All paragraphs shall be numbered and lettered. References to Federal Specifications, American Society for Testing and Materials (ASTM) Standards, and trade standards shall be made when applicable to establish a uniform standard. All references to Military and Federal Specifications or Standards at the beginning of each section must be dated with the latest revisions annotated. All standards and specifications used in the text will be listed in the opening reference paragraph. Proprietary specifications are to be avoided, unless an or-equals/basis of design and a minimum of three manufacturers are provided.
Wherever a manufacturer's name, or brand name, is used to identify a product, the identification shall include verbiage similar to: “Brand Name, Part ABC, or equal (see Specification # for salient characteristics).” The referenced specification must clearly identify and describe the salient physical, functional, and/or performance characteristics of the brand name item that is considered essential to satisfying the requirement. When “Brand Name or equal” is used, at least three such names shall be listed, followed by the corporate headquarters address and telephone number to allow prospective bidders the opportunity to contact the manufacturer directly for product information and pricing.
Materials, components, and equipment shall be designated for submittal to the CO for approval. The term "Contracting Officer or CO" shall be used in all specification sections in place of references to "owner" or "Architect/Engineer."
F. COST ESTIMATE: Shall be included with all design submissions in a progressively detailed format. Every effort should be made to obtain accurate unit costs from local sources, including the federally mandated Davis-Bacon Wage rates. All cost estimates shall be stamped "For Official Use Only". At the option of the Government, and when indicated in the individual TOs, the A&E shall use a cost estimating firm (sub-contract to the A/E team) to accomplish the cost estimate. The purpose of using a separate cost estimating firm, is to have an independent firm accomplishing the cost estimate as if they were a Contractor submitting a bid.
1. All cost estimates shall be descriptive and in sufficient detail to include all distinct operations of work required and shall include material quantities, unit costs, labor hours, labor rates and equipment costs. Material quantities, cost estimates and other similar bid-sensitive information shall be considered privileged and shall remain the sole property of the United State Government. The disclosure of such information to unauthorized persons is strictly prohibited. The A/E firm shall take precautionary measures necessary to maintain the confidential nature of all cost estimate information prepared under this contract, whether prepared by the A/E firm or another entity contracted to provide cost estimating services. The cost estimate shall be summarized to correlate with the Department of Defense, DD Form 1354, “Transfer and Acceptance of Military Real Property.”
2. The preferred commercial pricing guide and software is RSMeans® Construction Cost Data which allows for adjustments for local site conditions, labor rates, and material prices. RSMeans software is the recommended estimating software but if alternative estimating software is desired, the A/E Firm may request authorization to do so from the Contracting Officer.
3. Escalation shall be to mid-point of construction.
4. Construction documents estimates (95% and 100%) shall not contain lump sum quantities or costs. Uniformat may be used for conceptual and planning phases of design, however detailed cost estimates shall be broken down utilizing the current Construction Specifications Institute (CSI) format. Cost estimating shall include pricing for construction specialties, square footage costs, Americans with Disabilities Act (ADA) compliance pricing, assemblies cost data, concrete/masonry, electrical, and facilities. It is required that an electronically-generated printout (Microsoft EXCEL preferred) be attached utilizing the same or similar format to the front of af-template-3052.xls (Former AF form 3052).
a. A hard-copy version of the reverse of af-template-3052.xls shall be attached as an official executive summary. The subtotaled costs from all sheets in the estimate shall be totaled and overhead and profit added at 15% and 10% respectively and cumulatively.
b. A/E firm shall provide cost estimates which include; project title, work location: “AIR FORCE RESEARCH LABORATORY, INFORMATION DIRECTORATE, ROME, NY”, and the project number in the header of each page of the estimate.
5. If at any time over the course of this contract the total construction cost (to include all direct costs, contractor overhead, profit, insurance and taxes, and escalation) exceeds the programmed budgeted amount, the A/E firm shall immediately notify the Contracting Officer in writing. If the final construction documents estimate or the low bid amount exceed the budgeted programmed amount, the A/E firm shall be involved in the cost negotiation process with the low bidder. The A/E firm shall be required to attend negotiation meetings scheduled by the Contracting Officer. If the negotiated cost still exceeds the budgeted programmed amount, the A/E firm shall be responsible for all required redesign efforts necessary to lower the indicated cost to the programmed amount.
6. Construction cost totals shall be shown in thousands of dollars.
G. DESIGN ANALYSIS: The Design Analysis shall incorporate a basis of design, all engineering computations, seismic analysis, test and survey results-including hazardous and suspect materials, building code reviews, fire protection analysis and calculations, structural load analysis and calculations, Force Protection (blast/progressive collapse and antiterrorism), cooling and heating load analysis and calculations, energy code compliance documentation, life cycle cost analysis, High Performance and Sustainable Building requirements including a HPSB checklist, and all other similar pertinent information to clearly define the scope of the project and to express the designer’s intent and methods. The authors of each section shall include professional seals, qualifications, and signatures when appropriate.
Heating, ventilation, and air conditioning load calculations shall comply with the latest American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) guidelines, with all assumptions, areas, and material properties clearly stated. Suggested HVAC load calculation software are BLAST, DOE2.1E, Energy-Plus or ASEAM.
The A/E shall perform electrical design analysis and documentation per UFC 3-501-01 and the latest National Electrical code (NFPA70). Evaluate and advise on all existing systems to remain in the final design.
H. SUBMITTALS/DELIVERABLES:
Provide the following documents for each respective design submission:
1. Design Charrette & Concept Design (10%):
The A/E firm shall attend a Design Charrette which will be a cooperative effort between the design team, user and client representatives, facility engineering personnel, safety, security and environmental representatives, and other interested parties for the purpose of validating and clarifying the project requirements. The Design Charrette will include identification of potential Course of Action (COAs) and on-site development of a conceptual design or designs, in response to functional, Antiterrorism/Force Protection (AT/FP), aesthetic, environmental, base planning, site, budgetary, and other requirements.
At the end of the charrette, the A/E firm will provide a Charrette Report/out-brief consisting of meeting minutes, decision documentation and information that led up to elements that are, or will be, included in the Concept Design submittal.
The Charrette Report shall include, but not limited to: executive summary, background information of the project, scope of work, architectural, site, structural, HVAC, plumbing, fire protection, electrical and hazardous materials sections and appendices to include, but not limited to: meeting minutes, statement of probable construction cost, tasking documents (i.e. Statement of Work provided by Government, AF Form 1391, etc), photographs, figures, drawings, and additional items pertinent to the TO.
Concept Design (10%): Specific Concept Design submittals will be identified at the TO level. A non-exhaustive list of Concept Design submittals that may be requested include:
a. Lifecycle Cost Analysis – prepare a Lifecycle Cost Analysis for each COA identified at the Design Charrette
b. Analysis of Alternatives – provide a simplified Analysis of Alternatives for each previously identified COA
c. Concept Floor Plans – demolition and new, with room names and basic dimensions
d. Concept Building Elevations – with exterior materials indicated
e. Concept Building Sections – with heights of critical elements indicated
f. Concept Site Plans – indicate above and below grade utilities, vehicle and pedestrian paths, buildings, AT/FP standoff distances, parking areas, landscape concepts and existing site features that are to remain
g. Concept Design Analysis – submit a complete design analysis addressing discipline specific UFCs
h. Concept Cost Estimate – submit a cost estimate use parametric, or other CO approved, estimating techniques
i. Reports – reports resulting from studies performed (geotechnical, seismic, etc.) shall be included as appendices
2. Schematic Design (35%): Drawings (paper, and electronic) may be partially completed contract drawings. Two (2) copies of each document are to be submitted.
a. Basis for Design: Include basic site analysis of existing conditions, applicable existing systems, and basic design computations for recommended solutions.
b. Site Plan(s)
c. Topographic Plan(s) with contour lines and grade elevations, if applicable.
d. Floor plans, elevations (interior/exterior as applicable), from all required disciplines to outline schematic project scope, in sufficient detail to portray the work required and to promote review commentary and discussion. All drawings shall be accounted for on the Schedule of Drawings. Two (2) each full size (24x36) and half size (12x18).
e. Details as appropriate, in sufficient detail to portray the work required.
f. Specifications: Develop outline specifications based on Construction Specifications Institute (CSI) format or Uniformat with an index listing all probable sections intended for use in this project. Cover the total proposed construction, including the contractor installed and furnished equipment.
g. Cost estimates.
h. Schematic Design Analysis
i. Copy of previously submitted review comments, annotated with actions and/or responses. (See below)
The following legend shall serve as a guide to addressing comments. Appropriate letter designations shall be put in the column on the extreme right of review comments sheet or on the right of the submitted comment form. LEGEND: A - Concur. D - Do not concur, give explanation. E - Exception, give explanation. X - Delete, give explanation.
3. Government Optional Submittal: Design Development (65%) - Submit the 65% intermediate design completely incorporating all previous review comments or sufficiently documenting reasons why said comments have not been documented. The 65% submittal shall convey the complete extent of the work in a preliminary manner. The general direction and details of the design shall be firmly established and clearly indicated at this design level. Drawings shall include basic floor plans, rough architectural details, preliminary mechanical and electrical equipment and distribution layouts, schedules, tables, and any other information required to clearly illustrate the design. This submission shall include a detailed estimate of the anticipated construction time for the project and period of performance estimate. This estimate shall include allowances for mobilization, material purchases, base entry approvals, actual construction time and bad weather. (If a 65% submittal is not required, these requirements are submitted at the 95% submission.) Submittals: Two (2) complete sets. All previously required submittals are due including:
a. Test and survey results, complete design calculations, product and equipment data, and any other information required to clearly illustrate and describe the design.
b. Drawings to include at a minimum site plan(s) showing utilities and pavement, basic floor plans, rough architectural and structural sections and details, preliminary mechanical and electrical equipment and distribution systems, preliminary elevations, schedules, and tables.
c. Final specifications, unedited is acceptable, but indicating which sections will be used.
d. Preliminary Cost Estimate with Period of Performance
e. Preliminary Design Submittals
f. Copy of previously submitted review comments, annotated with actions and/or responses.
4. Pre-final Design Submittal (95%) - Submit the 95% pre-final design completely incorporating all previous review comments or sufficiently documenting reasons why said comments have not been documented. The Pre-final is to provide a complete set of drawings and specifications with the intent to allow the Government to review and approve final documents. All work should be complete. Submittals: Two (2) complete sets. All previously required submittals are due including:
a. Schedule of Drawings
b. Schedule of Material Submittals Format provided by the Government
c. Schedule of Government Salvageable/Recyclable Items
d. Bid Schedule(s)
e. Proposed Construction Timeline
f. Final Design Drawings with all sections, details, elevations, schedules and tables completed with basis of design clearly described on first sheet of each discipline. Two (2) each full size (24x36) and half size (12x18).
g. Final Edited Specifications
h. Final Cost Estimate
i. Final Design Analysis
j. Materials Finish Board: One (1) each.
k. Copy of previously submitted review comments, annotated with actions and/or responses.
l. Quality Assurance Report (see below)
Quality Assurance Review: All TITLE I Design Services TOs shall receive a quality assurance review or “proof reading” to: confirm agreement between specifications and drawings and individual disciplines; verify the adequacy of design and consistency of dimensioning; eliminate ambiguities and critical path conflicts; and confirm there are sufficient details to clearly define construction and assembly requirements. The goal of the quality assurance review is to reduce large change orders, modifications, and construction costs which result from design deficiencies, errors and omissions. A detailed report signed by a principal officer of the firm confirming that a quality assurance review has been done shall be included with the 95% unchecked final design submittal.
After receipt and government review of the 95% submittals, a Design Review Meeting will be held between the Architect/Engineer, Air Force Research Laboratory, Information Directorate/RIKO/RIOCC, and other interested agencies. The purpose of this meeting will be to formally address each submitted comment and discuss, if necessary, various aspects and appropriateness thereof. All potential conflicts, ambiguities, errors, omissions, and uncertainty shall be discussed at this time.
5. Construction Documents (100%): The Final Design/Construction Documents Submittal is to provide a complete and final set of contract documents ready for the Government to solicit a construction contract, and ready for construction by the construction contractor. All previous Government review comments shall have been addressed. All digital submittals shall match the Hard Copy drawings submitted. The corrected final design documents shall include all of the 95% review comments with all final corrections completed. There shall not be a need for a subsequent submittal. Construction Documents Submittals will be identified at the TO level. A typical, but non-exhaustive, list of required Construction Documents Submittals is below. The A/E firm shall submit all requested items to the Contracting Officer in the number of copies indicated hereinafter:
a. Final Design Drawings: Two (2) each full size (24x36) and half size (12x18).
b. Final Specifications: Two (2) each.
c. Final Cost Estimate w/PoP: Two (2) each.
d. Final Design Analysis: Two (2) each.
e. All Schedules: Two (2) each.
f. Disk with AutoCad copies of drawings and REVIT file if used. Referenced files shall be permanently bound to the drawing files. File must be fully editable. Partial files, files with missing attachments or layers, and files formatted as read only or protected in some other way will not be accepted.
g. Disk labeled “Bid Set” with each of the following in PDF format:
a. Stamped copied of all drawings
b. Specifications
c. Design analysis with calculations indexed
d. Material cut sheets of key components
e. Bid pricing schedule
h. Disk with each of the following in the specified formats

· CD Contents I. All seismic bracing of equipment and piping shall be designed and stamped by a licensed engineer. Performance specifications for seismic bracing must include a design intent for all conditions and sample details of the intended design.
Fire protection designs shall be performed and sealed by a qualified Fire Protection Engineer including conceptual hydraulic calculations and design intent which will allow the contractor to proceed with a complete shop drawing and sealed design in accordance with (IAW) “Planning and Programming Fire Safety Deficiency Correction Projects,” Air Force Instruction (AFI) 32-10141.
The A/E firm is responsible for validation all Government provided as-built information including but not limited to: locating surface features for utility designation, landscaping, room dimensions, existing operable mechanical and electrical equipment, abandoned equipment and piping. The A/E firm shall recommend Statement of Work adjustments as part of the initial design programming, if necessary.
J. REVIEW COMMENTS: The Government will make written review comments to the A/E firm at each review stage specified in the Statement of Work. Comments must be either incorporated into the documents or an adequate and acceptable reason given in writing outlining specifically why the comments were not included. Any conflict with the A/E's design shall be resolved within seven (7) days of A/E receipt of the Government's comments. Telephonic resolution of review comments is acceptable with paperwork follow-up by mail. As mentioned above in Section H.2, the following legend shall serve as a guide to addressing comments.
