About this file

This document is an addendum to a state and local contract opportunity for the renovation of the Leesburg ESP building for the Florida Army National Guard. The project involves renovations to a 13,000 square foot building, including exterior repairs, code compliance upgrades, and interior improvements to the mechanical, electrical, plumbing, and finishes. Several alternate bid items are included, such as ballistic doors, vault upgrades, lighting system improvements, reinforced grass parking, a site sign, and an armory building upper roof system replacement. The bid opening date has been rescheduled to September 7, 2023 due to the potential impact of Tropical Storm/Hurricane Idalia.

The estimated cost of construction is $2,500,000. The contractor is responsible for obtaining a building permit from the local authority, while the State Fire Marshal has jurisdiction over fire safety standards. The contractor must meet requirements of the Florida Building Code, State Fire Marshal, local Authorities Having Jurisdiction, and any other necessary permits and fees.

Questions (Q) / Answers (A)

Q1. In the right of way on the existing concrete sidewalk near the north-east corner of the Storage Building shown on sheet C101, there is a note stating, “Sanitary Sewer Manhole”, but the piping listed is for storm water. Please advise.

A1. We are not sure if the manhole should be relabeled or not. There are a lot of utility lines in Meadow St., but we have never been able to obtain any as-built plans from Leesburg. This manhole doesn't affect the Armory site at all and is outside of the project limits, so we recommend it be left as is.

Q2. Sheet C102 provides a detailed elevation to install the TrueGrid Root Permeable Paver System for ABI #4. However, sheet C101 does not show a precise location. Are we to utilize this permeable paver system throughout the grass area or in certain areas?

Please clarify with a revised drawing.

A2. See attached addendum sketch showing the approximate area of 14,400sf for the True Grid system. This area is approximate and should be field verified by the contractor.

Q3. According to section B-21 subsection letter “C” of the Non-Technical Specifications, the project duration calls out for 480 calendar days. This project is similar in scope based on our previous project however the duration was shorter. Please advise.

A3. The project duration has been revised. The number of calendar days from Notice to Proceed to Substantial Completion is 300 days. The number of calendar days from Substantial Completion to Final Completion is 30 days. Total duration from Notice to Proceed to Final Completion is 330 calendar days.

Q4. According to the demolition plan shown on sheet D100, we are to provide a new sprinkler system riser, however, note number five (5) states to remove and salvage the existing Wood Flooring and Base and leave the concrete slab clean. Should this note be changed to note number twenty-five (25)? Please advise.

A4. Note #5 is correct as stated. The intent is to remove the wood flooring in this area and salvage it for reuse to patch in other areas. The new riser room will have a concrete slab for the finished floor. Scope of work is that the contractor is to remove the wood flooring where the new Fire Riser Room will be (Room #118). The contractor will also remove and replace the existing concrete floor in the area and install a new fire riser.

We’ve added keynote #25 for the cross-hatched area to indicate the concrete is being removed in addition to part of the wood flooring. We’ve added a note to sheet A202 where the enlarged riser room floor plan is shown. The note reads, “Add new 4” concrete slab”. The new concrete slab is to be sealed, but no other finish material is needed within the riser room.

Q5. Sheet FP-101 shows the new Fire Sprinkler Riser piping coming into the Armory Building. The fire line appears to turn vertically ninety degrees. Is this piping supposed to represent the overhead sprinkler main line? Please advise.

A5. Bid as per drawings. As per sheet note 4 , FP-101 "ROUTE 6 INCH FIRE MAIN

ABOVE GROUND AT BUILDING CORNER, ALONG RAMP AND INTO FIRE RISER

ROOM AS SHOWN. COORDINATE WITH EXISTING FIELD CONDITIONS FOR

EXACT ROUTE." Piping shown on FP-101 is schematic representation of route for 6-inch fire main into fire riser room with continuation into overhead sprinkler system.

Overhead sprinkler system routing and design to be performed by selected fire protection contractor in accordance with 61G15-32.

Q6. Note number twenty (20) on sheet D100 states to remove existing wood flooring and base however, we are to re-use the existing wood flooring. What is the purpose of removing this flooring? Please advise.

A6. The wood flooring in this area is both rotting and the sleepers beneath the floor are also in bad shape as is evident by the warped floor. The removal area is diagrammatic to show the approximate area of repair. It will not be a perfect straight line of flooring removal. The Contractor is to remove wood flooring to expose what is needing repair below the finish floor. Removal and replacement are to be “toothed” into the existing floor pattern.

Q7. Will we be responsible for site security since the facility will be under active operations during the renovation?

A7. The existing site security is to be maintained. The contractor is responsible for security of the site and their own equipment. The access onto the site and off the site will be maintained as it is currently by the user. The Contractor to ensure site and buildings are secured at the end of each day.”

Q8. Are there any badging requirements when arriving onsite to perform work?

A8. No, there are no badge requirements. Contractor to maintain a daily log of personnel onsite.

Q9. At the Pre-Bid Site Visit on August 2nd, 2023, it was stated that the project has the necessary funds to commence this project. If the base bid is over the specified budget found in Exhibit 1, will this project request additional funding or be re-designed for pricing?

A9. The Department will review all of the bid packages and funding availability in accordance with F.A.C. 60D-5.007 and 60D-5.0071

Q10. Sheet C102 (Note: Per A/E, this is on Sheet C101) shows six (6) existing HVAC Condensers pads with bollards and parking curbs in front of the Storage Building. Per notes 1, 2 & 4 on sheet M-103, we are supposed to remove the existing condensers, concrete pads, and refrigerant lines and replace all components as new. Are we to clear and grub the existing conditions from the edge of the storage building towards the Armory Building? If not, please provide limits for clear and grub activities.

A10. Note #2 on M-103 states, “evaluate existing condenser pads…”. If they are damaged, clear and grub in the immediate area. If they are found to be in good condition, they can be reused. Most of the area between the Storage Building and the Armory Building will be cleared and grubbed with the site work for the True grid system.

(See Below Attachment #1)

Q11. At the Pre-Bid Site Visit on August 2nd, 2023, the existing offices and drill hall had existing window blinds over the existing windows, however there were no designations in the demolition notes shown on sheet D100. Are we to remove these windows blinds in the demolition phase? If so, could we receive a revised D100 drawing.

A11. Please remove all window blinds and replace them with new ones. See Window Blind Note on A100.

Q12. Are we responsible for removing, storing, and re-installing all Owner Furnished Items (i.e., Artwork, Pictures, Display Boards, Kitchen Equipment, Furniture, etc.)?

A12. Users to remove all personal and work related items (equipment, flags and/or items not permanently mounted to walls). Contractor to remove/relocate furniture or items as necessary for work, to include equipment with utility connections. To clarify, In order to remove the existing kitchen flooring and install new kitchen flooring (quarry tile) the kitchen equipment will have to be removed and then reinstalled after the floors and ceiling work are completed. The contractor will be responsible for removing, storing, and then reinstalling the kitchen equipment. The equipment can probably be stored in the storage building on site.

Q13. At the Pre-Bid Site Visit on August 2nd, 2023, the existing interior walls appear to be constructed out of masonry. Is it the intention to demo the existing masonry wall and put a new Metal Framing, Drywall, and Insulation assembly for the new walls including patching of walls? If so, new walls may not line up properly. Please advise.

A13. This will need to be addressed case-by-case for some areas. Walls may not line up exactly in some areas. Where a wall is shown diagrammatically to align, every effort should be made to match existing field conditions so that walls do align.

Q14. Note number 3 on sheet FP-101 states that we need to provide a sprinkler system above the existing Vault meeting the specified .15 GPM/SF coverage. Are we to run the sprinkler piping inside the vault?

A14. Yes, the fire sprinkler system is to be installed above and inside the vault area.”

Q15. The exterior elevations shown on sheets A301 & A302 call out stucco at all sides of the Armory building. Are we required to apply a new layer of stucco and use the paint colors associated on both sheets? Please confirm.

A15. Contractor is to patch and repair the existing stucco as required. The intent is to show that this is a stucco wall. Field verifies if there are areas that need to be repaired.

Once repaired, then paint with the colors indicated. It is not the intent to apply a new layer of stucco.

Q16. Some of the pictures shown on sheet A600 show damaged glass block. During the Pre-Bid Site Visit on August 2nd, 2023, we came across more damaged glass block.

Are we to remove and replace with new glass block or not? Please advise.

A16. The pictures on A600 only show a typical condition. They don’t represent every broken glass block. Contractors are to field verify the glass block areas and replace any damaged blocks found with new blocks to match.

Q17. According to sheet FP-101, the Armory building will be under a fire suppression system, however will the Storage Building receive a fire suppression system? If so, please provide a new drawing with the design criteria.

A17. The fire suppression system is only for the Armory Building. The Storage building will not be fire sprinkled.

Q18. The roofing details shown on sheet A501 refer to the Lower Roof System, however there are no details shown for the elliptical roof. Please advise what is underneath the existing elliptical roof.

A18. We do not have any drawings or existing information regarding the construction of this existing roof. For the purposes of this Alternate (Add Alternate #6) provide pricing to remove the existing roof materials down to the existing decking. Reinstall new underlayment, new flashings, new roof materials, etc. to replace what is being removed.

Assume details will be similar to details being used for lower roof and all work to be done using manufacturer's recommendations for their products.

Q19. According to section 074100 of the project specifications, the acceptable manufacturer is Petersen Aluminum for the Metal Standing Seam Roofing. Our Subcontractor called Petersen and they informed our Subcontractor that they do not make a radius roof system however Imetco can provide the radius roof per our Subcontractor. Please advise.

A19. That is an acceptable system. The selected contractor will be required to provide documentation that the system meets or exceeds all the specified requirements of this section and that both the upper roof (Alternate #6) and the lower roof have matching products.

Q20. Will additional purlins and/or trusses be required to meet the new windload criteria for the elliptical roof system?

A20. We don’t believe any new purlins or trusses will be required to meet new wind load requirements. The finished roof material is only to replace the finished material from the deck up and the existing roof supports are to remain intact.

Q21. According to sheet A201, the vault upgrade shall be a modular panel system but does not indicate if we are required to provide additional beams for support. Are there any as-builts for the vault available?

A21. The is no information for the existing vault. The vault will be a self-supporting and self-contained panel system that should not require any additional support beams.

Q22. During our Pre-Bid Site Visit on August 2nd & 9th, 2023, there is a missing section of guardrail and handrail at the existing stairs on the north elevation of sheet A301. Are we required to install new guardrail and handrail so we will be in code compliance with the AHJ? If so, can we utilize a removable guardrail system on concrete landing.

A22. The missing guardrail system does not need to be replaced. This is considered a loading dock area and will not require a guardrail along the edge of the dock. The dock area is acceptable as shown.

Q23. According to the existing conditions at the kitchen from the pre-bid site visit on August 9th, 2023, the existing ceiling is comprised of drywall however, we need to install a new fire sprinkler system per sheet FP-101. On sheet D100, the kitchen shall have the existing HVAC ductwork and flooring be removed based on the demolition notes. Please advise.

A23. In Kitchen Room #116, the existing gypsum board ceiling will need to be removed to perform the fire sprinkler work and HVAC work. Add note #44 to sheet D100 stating that the existing gypsum board ceiling it to be removed. On drawing A203 add a new ceiling grid for Room #116 that will be a 2’x4’ acoustical grid ceiling with vinyl coated ceiling tiles. On drawing A500, a new grid will be shown on ceiling plan to indicate the 2’x4’ vinyl coated ceiling tiles.

Q24. Are we required to utilize the existing Fire Alarm Subcontractor?

A24. Contractors are not required to use the existing Fire Alarm Subcontractor. All new work shall be compatible with the existing fire alarm system.
