QUESTIONS AND ANSWERS (part 2) 1 - What specific copyright protection do you require? Watermarking?

A – The technical proposal submitted by the Contractor to the Government for this solicitation should include security measures and a plan for safeguarding all Government furnished property.

2 - Recognizing it is clearly not industry standard, are you requiring bars, tone and black on DVD master or just black at head and tails and between programs?

A – No, this will only be on the DVCAM Tape which is provided by the Government (see Section 4 of PWS).

3 - Are there any graphics or logos to be added DVD Master Menu?

A – No. The contractor is not responsible for adding graphics or logos to the DVD Master Menu.

4 - What level of quality are you seeking for the end product master? DVD-5 or DVD-9 – CBR – (Constant Bit Rate) 1 Pass Encode or VBR (Variable Bit Rate) 2 Pass Encode?

A – Quality Control requirements are outlined in Sections 5, 6 and 7 of the PWS. The QC inspection procedures shall be outlined in writing and submitted to the Government for approval within 10 days after contract award (Section 6.2 of PWS).

5 – Are we to assume correctly:

a.

A total of 624 (two hour) DVD Masters per year?

A – Yes.

b.

- Each DVD Master will have an average of 19 copies?

Assuming 11,856 / 624 = 19 is correct.

A – Yes

6 - In defining “slim case”: Do you require a 5” x 5” case of 51/4” x 71/2”. Do you require “Shrink Wrapping”? - Are we designing or implementing an outside cover or wrap?

A – The standard 5” x 5” Slim DVD case is acceptable (see 9.1.1 and 9.3.1 of PWS). However, the contractor can always exceed this requirement, but at no extra cost to the Government. You don’t need to wrap the DVDs, however, a title cover is required (see Section 12 of the PWS)

7 - Will there be another 1449 form issued with updated changes?

A – There are no plans at this time to do so.

8 - Do you require “Archiving” or “Storage” of the Final Master Encoded Files?

A – No.
