Answered Questions for HQ0028-10-R-0030
1. Q - What is the specific model number of the Sony DVCAM Recorder?
A - DSR 2000A
2. Q - Or what is the part number for the Sony Tapes being supplied to the vendor?
A - P-89608169-T
3. Q - What will be the average runtime of each DVCAM?
A - DVCAM tape will hold one program. Program may be 30 minutes, 60 minutes, 90 minutes or up to 120 minutes long.
4. Q - How many Titles and Chapters will be required for each converted DVD master?
A - One title and one chapter for each program will be required on the DVD master. The title identifies the program and the chapter will be used to start the program. A “play all” option is required that will allow the user to play all programs on DVD in sequence.
5. Q - How many copies will be required for each converted DVD?
A - This will change depending on deployed ships. Estimated maximum number of ships is 19, therefore 19 copies per DVD master.
6. Q - How many copies will this equate to over 1 year?
A - Unknown, this will depend on how many ships are deployed.
7. Q - Is the total number of DV tapes 1092 per year for 5 years or is this 1092 tapes over the course of 5 years?
A - 1,092 per year for five years (see Item No. 0001AB, 0002AB, 0003AB, 0004AB and 0005AB).
8. Q - I see that there is one title that will get 22,778 copies per year and the rest (1091) of the DVD titles get 26 copies per correct?
A - Item No. 0001AA, 0002AA, 0003AA, 0004AA and 0005AA are clins for the number of DVDs duplicated from the DVD masters after transfer from DVCAM master cassettes (see # 1 for those item numbers).
The Quantity of 26 cited in Item No. 0001AC, 0002AC, 0003AC, 0004AC, 0005AC has nothing to do with DVD duplication. This clin is for the cost of shipping the DVDs to the ship circuits. There are 26 shipments for each performance year for five years.
9. Q - Copy protection is mentioned. Do you need us to implement some form of DVDR copy protection for the discs or they do not need to be copy protected?
A - All DVD discs need to be copy protected.
10. Q - Am I correct that we will receive 24 (2 hour) mini DV tapes per week? And we will need to make 24 DVD titles per week?
A - The contractor will receive 24 hours of programming but it will be one show on each DVCAM tape. The show could be 30min, 60min, 90min, or 120min long. The contractor will combine the tapes so that each DVD has two hours of programming on it. If you receive four tapes with 30 minutes of programming on each tape then the DVD Master will have four shows on it with one title and chapter for each program.
11. Q - Do you have any preference as to which type of disc packaging you want us to use, clamshell, DVD case, slim DVD case?
A - Slim DVD case (see 9.1.1 and 9.3.1 of PWS). However, the Contractor may exceed this minimum requirement at no extra cost to the Government.
12. Q - Will the 20,778 piece runs be packaged in the same fashion as the 26 piece runs?
A - Again, the 26 cited has nothing to do with DVD duplication. It is the number of shippings per contractual year. 20,778 is the number of DVDs required per year for duplication from master DVDs that were made from DVCAM masters provided by the Government. All DVDs will be packaged in a slim case with Government property embossed on the case and labeled (see 12.1 - 12.6 of PWS).
13. Q - The DVCAM to DVD master creation states 1,092 masters created. How many DVD masters and how long is each master per week? Is it around 21 hours per week? How many hours on each DVD?
A – Each DVD master is 120 minutes (2 hours) long and 12 are created each week containing 24 hours of programming.
14. Q - The DVD Duplication is 20,778. I am assuming that this is the total for the year. How many copies are needed for each DVD master that is created?
A – The 12 DVD masters created per week x the number of ships assigned to the TW unit. This will not normally exceed 19 ships. That will make as many as 228 DVDs duplicated per weekly TW schedule.
15. Q - Price Schedule – Is Item 0001 an aggregate price of 0001AA, 0001AB and 0001AC?
A - 0001 is the base year of the contract. 0001AA, 0001AB and 0001AC are performance requirements of that base year.
16. Q - Price Schedule – Can the government describe how the Quantity of 20,778 is derived?
A - 20,778, per-year is an estimate of how many DVD copies the contractor will have to make in one year.
17. Q - Price Schedule – Can the government describe how the Quantity of 1,092 is derived?
A - 1,092 per year is an estimate of how many DVD masters the contractor will have to produce.
18. Q - Price Schedule – Can the government provide the number of locations for each bi-weekly shipment?
A - Locations are unknown because the ships deploy all over the world. However, the Contractor will be shipping to FPO AP box in CONUS, and not directly to the ships.
19. Q - PWS Sec. 2.1 – Does the government intend to create DVDs that include all 24 hours of recorded programming converted to DVD each week?
A - The government will provide the Contractor with DVCAM master tapes. The Contractor will create DVD masters from the DVCAM master tapes. Each DVD master shall contain two hours of combined programming with titles, chapters and a “play all” option. The Contractor will then duplicate DVD copies of the DVD Masters for each ship on the TW distribution list.
20. Q - PWS Sec. 2.1 – Can the government provide the desired number of DVDs created per 24 hours of programming?
A - It’s expected that one DVD master can hold two hours of quality programming to include titles and chapters for each program. You’ll receive one DVCAM master tape for each recorded program at our site. Each DVCAM tape can hold up to two hours of programming so the tape may have a 30, 60, 90 or 120 minute program on it.
The Contractor will combine the DVCAM master tapes so that each DVD master has two hours of programming on it. If you receive four tapes with 30 minutes of programming on each tape then the DVD Master will have four shows on it with one title and chapter for each show.
12 DVD masters per-week X the number of ships assigned each TW unit. This will normally not exceed 19 ships, 12 x 19 = 228 DVD’s per-week.
21. Q - PWS Sec. 2.3 – Will the government provide Menu titles for the Chapters for each TW?
A - No. The Contractor will be required to create menu titles and chapters for each DVD master, along with a “play all” option that will play all programs in sequence. Each DVCAM tape provided by the Government will have one show recorded on it. The contractor will find the title information on the cover of the DVCAM tape.
22. Q - PWS Sec. 2.4 – What is the anticipated number of DVD duplications for each TW?
A - 12 DVDs per-week X the number of ships assigned to TW– this will normally not exceed 19 ships, 12 x 19 = 228 DVD’s per-week.
23. Q - PWS Sec. 4.1 – Does the government intend to create DVDs that include all 24 hours of recorded programming converted to DVD each week?
A – The government will provide the Contractor with DVCAM master tapes that the contractor will convert to DVD masters.
24. Q - PWS Sec. 4.3 – If there is less than 10 seconds between the color bars and the beginning of each program; will the contractor be required to add black to meet the 10 second requirement?
A- No.
25. Q - PWS Sec. 9.1 – Does the government intend that the DVD packaging will be a slim line jewel case or is a plastic clam shell type case which provides greater protection acceptable?
A - The slim case is the minimum requirement acceptable as per the PWS. However, the contractor can always exceed this requirement, but at no extra cost to the Government.
26. Q - PWS Sec. 21.1 – Can the government provide the list of locations, or at a minimum, the number of CONUS vs. OCONUS locations as well as the quantity of DVDs to be shipped to these locations?
A- Locations are unknown because the ships deploy all over the world. The Contractor will be paid for shipping cost.
26. Q - PWS Sec. 25.1 – Can the Government provide specifications regarding anti-piracy controls desired?
A – The technical proposal submitted by the Contractor to the Government for this solicitation should include security measures and a plan for safeguarding all Government furnished property.
27. Q - According to section 2.2, there will be a weekly delivery of DVCAM Masters for the “TW”. Other sections (eg 16.1) imply a bi-weekly deliverable. Will there be two weekly deliverables of DVCAMs that are then combined into one biweekly shipment, or will there be only a single bi-weekly deliverable?
A - The contractor will receive one TW shipment per week of DVCAM master tapes containing 24 hours of programming. The Contractor will be required to ship two TW unit packages (48 hours of programming) bi-weekly.
28. Q - For the quantities, is there a way to determine the number of DVD masters per TW and the number of duplications per master? In the solicitation, Item 0001AB has a quantity of 1,092 DVD Masters. Is that on an annual basis, so a biweekly TW would have 42 DVD masters? And if so, how many duplications of each DVD master are required? Item 0001AA specifies a quantity of 20,788. That is approximately 400 per biweekly TW, or approx 9 copies per master. Is that correct? Or is it 400 copies of the entire set of 42 DVD Masters?
A - Twelve DVD Masters will be created per TW unit. 12 DVD masters per-TW unit X the number of ships assigned to TW. This will normally not exceed 19 ships (duplications per master). 12 x 19 = 228 DVD’s per-week.
1,092 per year is an estimate of how many DVD masters the contractor will have to produce. 20,778, per-year is an estimate of how many DVD copies the contractor will have to make in one year from the DVD masters.
