About this file

This is a Questions and Answers document for a federal contract opportunity (PR # 2126406B4200RA009 Amendment 0001) regarding the procurement of Absolyte Battery Kits. The solicitation requires five brand-name Absolyte 100G17 battery kits with NSN 6140-01-627-6177, manufactured by Stryten Energy. The specified configuration is a 24V 12-cell bank (4 cells across stacked three high) with configuration code M87-012-10017-014AFL.

The document clarifies key procurement terms and delivery requirements. While the Government's required delivery date is September 30, 2026, the Government acknowledges current manufacturer lead times of approximately 14 weeks and will accept quotes based on those timeframes. Delivery terms are FOB Destination with partial shipments acceptable and encouraged. Standard commercial packaging is acceptable, with only the part number visible on packaging and an accurate shipping label required; no specialized military markings, barcodes, RFID, or MIL-STD-129 compliance is mandated. The Government will not provide MSL, TCN, DoDAAC, or shipment numbers post-award. The reference to GNB Exide Technologies in the original solicitation has been removed, with the need clearly stated as brand-name Absolyte Battery Kits.

Absolyte Battery Kits PR # 2126406B4200RA009 Amendment 0001

Attachment 6 – Q & A

Question #1: Stryten Energy, the current manufacturer of the specified Absolyte 100G17 system, now advises a lead time of approximately 14 weeks or sooner. Is September 30, 2026, mandatory, or will the Government amend the schedule or accept a quote based on Stryten’s current lead time?

Answer: While the Government’s need is 30 September 2026, it is understood that lead times will vary and are currently estimated by the Manufacturer to be approximately 14 weeks.

Question #2: Attachment 2 is a general informational guide, but the RFQ does not specify a packaging code, preservation method, packing level, barcode requirement, or military shipping information. Please identify the requirements applicable to this shipment, including whether ASTM D3951 commercial packaging is acceptable; which MIL-STD-129 markings or barcodes are required; whether RFID is required; whether ISPM-15 applies to wood packaging; and whether the Government will provide any required MSL, TCN, DoDAAC, or shipment number after award.

Answer: Standard commercial packaging is acceptable. Only marking required is that the P/N is visible on the packaging and the shipping label is accurate for proper delivery.

Question #3: Attachment 1 references GNB Exide Technologies. Please confirm that Stryten Energy’s current 100G17 12-cell assembly, M87-012-10017-014AIL, drawing 438817, satisfies the brand-name requirement for part number 100G17 and NSN 6140-01-627-6177.

Answer: The reference to GNB Exide Technologies has been removed. The need is for brand-name Absolyte Battery Kits.

Question #4: Please confirm whether delivery is FOB Destination and whether all five kits must arrive together or partial deliveries are acceptable.

Answer: Delivery is FOB Destination and partial shipments are acceptable/encouraged.

Question #5: Would you please ask your customer for the system configuration (how the cells are stacked and where the +/- terminals are located)?

Answer: The battery bank configuration is a 24V 12 cell bank (4 cells across stacked three high).

Configuration code: M87-012-10017-014AFL.
