About this file

This specifications and requirements document outlines paint and body repair services for the Broward County Transportation Department (BCT) bus fleet under an FTA-funded contract. BCT seeks a vendor or vendors to provide comprehensive paint and body repairs on an as-needed basis for its fleet of 415 buses, including seven bus types ranging from 27-foot cutaway vehicles to 60-foot articulated buses. Services encompass panel repairs, collision damage restoration, rust and corrosion removal, exterior graphics replacement, and refinishing. The vendor must possess a minimum of three years of documented experience performing paint and body repairs specifically for transit buses and must develop detailed cost breakdowns for each vehicle upon request. Vehicles must be picked up from either the BCT Copans Bus Facility or BCT Ravenswood Bus Facility between 8:00 a.m. and 4:00 p.m., Monday through Friday, with delivery required within three business days of purchase order receipt. The vendor must provide written cost estimates within three business days of vehicle receipt, with all repairs requiring prior authorization from the BCT Maintenance Director before work commences.

Pricing for repairs must be itemized by part and labor with no lump sum estimates accepted, with repair parts quoted at list price less a firm, fixed percentage discount maintained throughout the contract term. All repair parts will be invoiced at list price less the vendor's quoted discount percentage, with shop supplies and disposal fees not to exceed 3 percent of parts and materials costs. The vendor must use Landoll truck transport for buses 45 feet and under, with the vendor responsible for articulated bus transport methods detailed in their proposal. Warranty coverage includes one-year labor warranty from acceptance and paint/graphics warranty against fading and deterioration for two years from acceptance, with the vendor responsible for all warranty repairs and vehicle transportation at no cost to the County. The vendor must maintain Broward County Motor Vehicle Body Repair and Painting License and a Broward County Towing License if towing vehicles. Paint specifications require Axalta or BASF equivalent products with specific colors and mil thickness matching OEM specifications, and all exterior graphics must be replaced with BCT-approved reflective vinyl products with numbered installations per the paint and decal scheme provided.

1.3. This contract covers the following types of vehicles:

1.3.1. 40-Foot Transit Buses

1.3.2. 42-Foot BRT Hybrid Transit Buses

1.3.3. 45-Foot Transit Buses

1.3.5. 27-Foot Cutaway Transit Buses

1.3.6. 40-Foot Electric Transit Buses

1.3.7. 45-Foot Electric Transit Buses

BCT reserves the right to add/delete bus types to the Scope.

1.4. Vendor is required to develop a detailed cost breakdown schedule for each bus upon request for paint and body repair services.

1.5. This contract may be awarded to more than one vendor. Each vendor must provide its own proposed schedule for vehicle delivery as part of its response. BCT does not require early delivery of vehicles but would prefer delivery of rebuilt vehicles as they are completed and accepted.

BCT will solicit quotes from all multiple awarded vendors on a per incident basis and assign work according to pricing, availability to start, repair time, and return time.

1.6. Vendor is required to have a minimum of three years of experience providing paint and body repairs for transit buses. Vendor must submit documentation demonstrating the years of experience performing paint and body repair services specifically for transit buses.

1.6.1. Acceptable forms of documentation include but are not limited to:

• Contract award letters or agreements.

• Purchase orders or invoices reflecting transit bus paint/body work.

• Previous technical proposals for other awarded contracts.

2. COST ESTIMATES:

2.1. Individual cost estimates for each vehicle will be provided by Vendor before County issues a work authorization. The estimates are required to include all hours of labor, an itemized listing of repair parts and a proposed time of completion. Estimates must be priced per item with repair parts showing list price of each part less Vendor’s discount percentage.

Lump sum estimates will not be accepted. All estimation and quotation preparation must be provided at no cost or obligation to County. All estimates and quotes will be mutually agreed upon by the BCT Maintenance Director or designee.

2.2. Vendor must inspect, diagnose, and provide a written estimate within three business days of receipt of the vehicle.

2.3. At a minimum, cost estimates must include the following:

2.3.1. BCT Bus Number

2.3.2. Vehicle Identification Number

2.3.3. Vehicle license number

2.3.4. Odometer reading at the time of estimate

2.4. Additional Repair Determination

2.4.1. BCT will provide written authorization to Vendor to proceed with repair of discovered hidden damage or refrain from repairing hidden damage.

2.5. Supplemental Repairs

2.5.1. Vendor must provide a photo and a separate cost estimate detailing individual line-item prices (i.e. parts, labor, supplies, etc.) for supplemental repairs.

2.6. No repairs will be initiated until the BCT Maintenance Director or designee reviews the cost estimate and gives Vendor notice to proceed with the work through a Purchase Order (PO). In no instance will any repairs costing more than the original estimate be performed without first notifying the BCT Maintenance Director or designee with a supplemental estimate detailing all additional parts and labor charges to receive written approval to perform the supplemental repairs. Vendor is required to notify the BCT Maintenance Director or designee of any delays that will prevent the proposed time of completion detailed on the estimate. BCT buses are revenue generating vehicles and time is of essence for returning BCT buses to service.

3. PICK-UP:

3.1. Vendor will be responsible for transporting the vehicle to their repair facility to complete repairs. Vendors assume all liabilities and risks associated with vehicle transport. Vendor shall transport vehicle to their facility within three business days of receiving PO.

Vendor will provide the articulated bus transport method in their response.

3.4. Vendors are permitted to subcontract the towing services if the company does not have a tow truck to transport the vehicle.

4. BODY REPAIRS:

4.1. These Specifications are intended to describe all the work necessary to ensure rebuilt bus repainting is in like-new condition returning appearance to Original Equipment Manufacturer (“OEM”) specifications.

4.2. Due to the nature of work to be performed during the vehicle repainting and body repairs, various components, decals, and assemblies will have to be removed to perform the required work. Any of the foregoing items removed must be re-installed as per the OEM maintenance manual by Vendor after completion of the work performed before returning the vehicle.

4.3. Vendor must thoroughly inspect the body of the vehicle for any damage. Damage must be repaired using materials, workmanship, and design, conforming to the best industry practices and as recommended by the OEM.

4.4. All components, surfaces, parts, etc. must be thoroughly cleaned to remove dirt, rust, grease, chemicals, etc. and must be polished, painted, repaired or replaced to restore original look and functionality. Chemicals used to clean the transit buses shall be serviced according to the manufacturers’ maintenance bulletins and guidelines to preserve warranties.

4.5. If during the removal of panels or other items, Vendor discovers hidden damage that could not be reasonably discovered during initial inspection, BCT will authorize repair as a change order, assuming Vendor and BCT agree such repair is necessary and cost is deemed reasonable for the work proposed.
