Questions and Answers:

Question: I was looking at the WAPA sources sought opportunity and was curious if there will be engineering involved on the project scope or if that is a separate RFQ out already Answer: Please see the specifications and drawings. Engineering is not included in the scope.

Question: Will this solicitation include foundations for the listed structures?

Answer: Yes, please see the specifications and drawings for details.

Question: Please refer to drawing page 99 (KB-2010). It is not showing OHGW between the Bus Towers, and C3 should show 3 conductors not 2. May need to add G7.

Answer: This drawing has been updated. Please see revised drawings provided with Amendment 0001.

Question: Please refer to drawing #KB 2051&2052. The scale appears to be wrong and the access road appears to be around 12-0. The legend calls for a 30-0 access road?

Answer: The scale was wrong and has been corrected in the revised drawing set. The existing access road is 12 feet and was fixed in the legend. The cattle guard is 14 feet and has been updated.

Question: On spec. page 25 Table 5-1, please verify Embedment Depth E. 50 feet seems very extreme.

Answer: The specified embedment depth is correct.

Question: Paragraph d. spec. page 16, on the subject project, will all the interior equipment, existing building, be removed by others? (Batteries etc.)

Answer: Per specification Division 2.A.3(d) the building, foundation and mechanical equipment shall be removed and disposed of by the contractor.

Question: Bid item 0033 is calling for 25kV cable, think it should be 600volt. Please advise.

Answer: Bid item 0033 is correct.

Question: The wording on the bidding schedules “Approach spans for Archer-Sidney”, and “Kimball City” both say furnish material except for the material as part of the insulator assemblies and OGW assemblies. Then they have another section asking to provide quantities for the insulator assemblies and OGW assemblies. Please provide clarification on paragraphs no. Div. 10, A.1.a.(1) and Div. 10, A.4.a.(1).

Answer: Contractor shall provide insulator and OGW assemblies per Div. 10 A.1.a.(3 and 4), A.4.a.(3 and 4). The phrase “except for material furnished and installed as a part of insulator assemblies and accessories” in Div. 10 A.1.a.(1) and A.4.a.(1) only refers to hardware that already comes as part of the assembly.

Question: Division 10-A.1.b.(1). The paragraph references “T.KB-ARH” shown on drawing no. ARH-SD 4029-2. We are assuming it should say “T.ARH-KB”. Please verify.

Answer: Correct, this revision has been made. Please see attached, revised specifications.

Question: Division 10-A.1.b.(1) references drawing ARH-SD 1901. We cannot find this drawing.

Answer: Drawing ARH-SD 1901 has been inserted into the drawing package. Please see attached, revised drawings.

Question: This project has existing gravel surfacing on it. In the specifications under Division 2, Section A, Paragraph 1, part g, it states to replace and protect the existing gravel surfacing. Then in Division 2, Section A, Paragraph 8, Gravel Surfacing, it states to install 3” of ¾” washed, crushed rock over 6” of –NDOT road base. What gradation should the existing gravel surfacing be? Or do we use the 3” of ¾” washed, crushed rock over 6” of NDOT gravel road base?

Answer: Please refer to drawing KB 2051 note 3. Ensure that 3” washed crushed rock over 6” road base is installed in the entire area, as described.

Question: In the specifications, under Division 1, Section D, Paragraph 4, Part c, Sub-part (b) – Contractor shall complete control building by 3/31/2021. Is this a complete installation of the control house, or is this the interior finishes and electrical including the HVAC system?

Answer: See revised Division 1.D.4(c) in attached specifications which includes all systems necessary to commence commissioning activities including the control building interior finishes, electrical, and HVAC system. The completion dates in Division 1.D.4(c) have also been updated in the attached specifications.

Question: Does the contractor need to provide station service power? The specifications speak about a 5kVA being available for construction, but then the next paragraph states the contractor needs to provide temp power until permanent power is available. Will the 5kVA station service power be available for the entire project, or will there be a point that this feed is not available?

Answer: Per Division 1.I, Station service will be available through the KY1A tertiary or a 25kVA single phase backup feed to the old control building through a manual transfer switch. At certain phases of construction, the station service will be supplied by the backup feed from the 34.5-kV system through the KY1A transformer or mobile transformer. This back up power should be available for use until the demo of the old control building as identified in Stage 05 of the construction schedule.

Question In the specifications, under Division 2, Section A, Paragraph 3, Part d, removing the existing service building and foundations.

- Question: Does all of the existing equipment get removed by the contractor?

- Answer: Per specification Division 2.A.3(d) the building, foundation and mechanical equipment shall be removed and disposed of by the contractor.

- Question: Is there a list of equipment that is to be removed by the contractor out of the existing control house?

- Answer: WAPA does not have a comprehensive list of equipment, but all equipment is typical of WAPA control buildings including (but not limited to) control panels, relays, communication equipment, battery bank, ductless AC unit, etc.

- Question: Does any of the equipment that is to be removed by the contractor contain any hazardous material, such as PCBs in any oil, or any equipment that is radioactively impacted?

- Answer: WAPA is not aware of any specific hazardous material in existing equipment.

Question: For the above grade conduit at the Kimball Substation, Stage 04 bid, is the contractor required to use GRC with rigid expansion fittings above grade, or is PVC with PVC expansion acceptable for above grade conduit?

Answer: Use rigid conduit and expansion fittings above grade per WAPA standard drawing 31 1006.

Question: Please check the specifications for bid item 0025, believe it should be a 2-pole unit Answer: The fuse/disconnect and ATS should be 2-pole. Division 9.B.4 and 9.B.13 have been updated accordingly in the attached specifications.

Question: For the station service power cable at the Kimball Substation, Stage 04 bid, is the contractor installing (3)-1/C#500 per circuit? Or is the contractor supposed to install (3) 1/C#500 per phase? I have marked up the drawing KB 1600 and attached to help clarify on this question Answer: Drawing KB 1600 indicates (3)-1/C #500 per circuit.
