* to be unloaded by others

1. POINTS-OF-DELIVERY: Material furnished by WAPA will be delivered to Kimball Substation.

The Contractor is responsible for unloading of WAPA-furnished material. The Contractor shall inspect the equipment and report any damages to the Contracting Officer Representative (COR).

2. PROTECTION OF MATERIAL: If the control building is not complete, the contractor shall provide suitable indoor or warehouse storage for items 3 through 6. Provide protection against the elements after being removed from indoor storage and before installation.

G. RIGHTS-OF-WAY:

1. GENERAL: Transmission line right-of-way is 75-feet-wide, except at locations where guys and anchors require additional right-of-way. WAPA does not represent that the Contractor can gain access to every structure site or travel continuously along the transmission line.

Orient construction methods and equipment to utilize Government-furnished rights-of-way, or obtain additional temporary access without additional cost to WAPA. Any additional temporary access acquired by the Contractor shall have prior COR approval, since several areas of the transmission line have travel restricted areas. During the contract period, WAPA reserves the right to use Contractor-obtained access.

2. ACCESS EASEMENTS: WAPA has acquired access easements from existing public roads to the transmission line, and some off right-of-way access along the transmission line. This off right-of-way access route is to provide access to the transmission line structure sites not accessible by traveling the transmission line.

3. WORK ON THE RIGHT-OF-WAY:

a. General: Perform work on the rights-of-way necessary for access to or along the transmission line. Only that excavation, dozing, or blading absolutely necessary will be allowed. Excavation, dozing, and blading for ease of travel may only be performed after field review and approval by the COR. Unauthorized excavation, dozing, blading shall immediately be repaired, or WAPA will have the damage repaired and backcharge the Contractor for all costs involved.

b. Ease of Travel and Crane Landings: Excavation, dozing, or blading done for ease of travel on any easement or for crane landings shall be restored to the original contour of the land, and shall be compacted to a dry density not less than the natural in-place dry density of the surrounding earth. The use of water may be required to obtain the required density. Topsoil shall be stockpiled and spread on cuts prior to completion of work.

H. GEOLOGIC INVESTIGATIONS:

The Geotechnical Engineering Report prepared by Terracon Consultants, Inc., report No. 24195076, dated 11/06/2019 is incorporated into these Project Specifications as a requirement for design and construction of this project. The report is included as Appendix A.

The 8000-series geologic logs of subsurface explorations included in the “Drawings” Division constitute the information and records of geologic investigations for the work. Locations of subsurface investigations are shown on the Drawings.

Samples and cores of recovered material were not retained. Bidders shall obtain their own samples and perform tests on the material to evaluate properties, which they believe to be significant. WAPA does not guarantee that the geologic information and records show the conditions that will be encountered in performing the work, but only that the geologic information and records show conditions encountered at the particular point and time the information and records were obtained.

The geologic information may not indicate variations, such as those caused by seasonal fluctuations in rainfall and other factors, which may affect the water level. The Contractor shall determine the nature of material to be excavated, the difficulties of making and maintaining required excavations, and doing other work affected by geology and ground water elevations at the worksite.

I. ELECTRIC POWER FOR CONSTRUCTION PURPOSES:

Electric power up to a maximum of approximately 5 kVA for construction purposes will be available without cost. Source of supply is located in the receptacles throughout the substation. The Contractor may furnish power for his operations by other means at no additional cost to WAPA. Power made available by WAPA will be delivered as single-phase, 60 Hz, AC, at approximately 120-240 V.

Co-ordinate with the COR for establishing electric power service.

Until permanent power is available, provide temporary power to the existing service building, communication building and new service building to serve all building loads including HVAC, lighting and station battery system. Provide temporary heating prior to beginning finish work, sufficient to keep the interior of the building at a minimum of 70 degrees Fahrenheit for 24 hours a day, until permanent heating is available.

The Contractor may furnish power for his operations by other means at no additional cost to WAPA.

Make arrangements and provide all electric power for construction purposes. Provide necessary transmission lines, distribution circuits, transformers and other electrical equipment for distributing the power to the places of use. At contract completion, remove temporary electrical equipment and distribution lines.

J. WATER FOR CONSTRUCTION PURPOSES:

Furnish water for construction purposes. Make arrangements for obtaining the water, and provide for conveying the water to the points of use.

K. EXPLOSIVES AND BLASTING:

Explosives shall not be used.

L. BURIED UTILITIES:

Prior to excavation, examine the area and determine the location of buried utilities. Utilities shall be identified with a marker denoting the type of service.

M. EMPLOYEE REQUIREMENTS:

In addition to the requirements listed in WAPA Construction Standard 1.4.3 all employees are restricted from wearing a headset, headphone, or other listening device, other than a hearing aid or instrument for the improvement of defective human hearing, hearing protection worn as the hazard exists, or for communication purposes while on a WAPA jobsite.

N. ELECTRICAL MINIMUM APPROACH DISTANCES:

In addition to the requirements listed in WAPA Construction Standard 1.4.9 equipment other than cranes and derricks, conductive objects, or personnel, shall not be brought closer to energized facilities than the electrical minimum approach distances established by OSHA 1926.958(b), “Materials, Handling, and Storage”. The less stringent equipment clearance distances established by OSHA 1926.960, “Working On or Near Exposed Energized Parts”, Table V-5 and Table V-6, may only be used after the Contractor has completed and submitted WAPA’s Electrical Clearance Variance form and has received the signed form in return from the COR.

O. SUBMITTALS AND CORRESPONDENCE:
