About this file
This document is a pre-qualified list agreement for energy analyst services between the State of Oregon's Department of Energy and qualified energy analyst firms. The agreement specifies the qualifications and responsibilities required of energy analysts to provide services for the State Energy Efficient Design (SEED) program, which mandates the use of pre-qualified energy analysts for all SEED Class 1 building projects. The agreement has a 2-year term, with an optional 2-year renewal, and does not guarantee any contracts will be awarded to the energy analysts. The agreement outlines the standard of care, representations and warranties, indemnification, and termination requirements for the energy analysts.
The related state and local contract opportunity is RFQ #21-014 for the SEED program, which includes jurisdictions in Linn County and Albany City, Oregon. The RFQ seeks to establish a pre-qualified list of energy analysts to provide services for SEED building projects in these areas. Energy analysts must meet the qualifications outlined in the agreement, and any changes to authorized personnel must be approved by the agency.
