About this file

This document is a Questions and Answers file for solicitation 205AE9-26-Q-00010, addressing inquiries regarding a network infrastructure refresh project at an IRS facility (PR4001) in Puerto Rico. The project involves comprehensive cable plant planning and installation of CAT 6A structured cabling with minimal disruption to operations.

Key project details include: floor plans with data drop locations will be provided to contractors; after-hours and weekend work can be arranged to minimize disruption; no specific cable manufacturer is required, though cables must meet or equal Panduit CAT6A specifications; secure on-site staging is available on the mezzanine floor; contractor personnel will be escorted at all times with no unescorted access permitted; contractors are responsible for removal and disposal of existing legacy cabling per Federal Government disposal procedures; no additional power or cooling upgrades are needed at the MDF; standard TIA/EIA cabling requirements apply with no additional Puerto Rico or IRS-specific standards beyond those norms; and no site visits or surveys will be offered due to turnaround time constraints and reduced staffing. This is identified as a new requirement with no incumbent contractor. The Government has indicated that technical specifications, drawings, dimensions, and reference images are available in the attached "City View-Data Drop Floor Plan" document.

Questions and Answers

# Solicitation Reference Question Answer 1 General Site Access: Will the Government provide existing floor plans or a previous cable plant design for the PR4001 facility to assist with the "comprehensive cable plant planning"?

Yes, IRS has floor plans with Data Drop locations.

Please see attached document “City View-Data Drop Floor Plan”.

2 General Scheduling: Are there specific "after-hours" or weekend windows required for the network racks refresh to meet the goal of "minimal disruption"?

Yes, upon coordination after hours or weekend hours can be arranged to work on this job.

3 General Materials: Regarding the CAT 6A structured cabling, does the IRS have a preferred manufacturer for the components to ensure consistency with existing infrastructure?

There is no brand name requirement associated with this acquisition. Cables can be brand name or equal to Panduit CAT6A cables.

4 General Will the Government provide a secure on-site staging area for materials delivered in advance, or is the contractor responsible for off-site warehousing until the installation date?

IRS location has a secure space for materials located on the mezzanine floor, where the job will be performed.

5 General What specific security clearance or background investigation level is required for contractor personnel to have unescorted access to the facility?

Contractors will be escorted at all times by IRS personnel.

General Is the contractor responsible for the removal and disposal of the existing legacy cabling (abandoned cable), or will that be handled by the Government?

Contractor will be responsible for removal and disposal of existing cables following the Federal Government disposal procedures guide.

7 General Does the current IDF/MDF (closet) have sufficient power (PDU) and cooling capacity for the new rack configurations, or is the contractor expected to provide power/cooling upgrades as part of the refresh?

No additional power is needed at MDF.

8 General Are there any specific Puerto Rico local building codes or IRS-specific physical security standards (e.g., Publication 4812) that exceed standard TIA/EIA cabling requirements?

No

9 General Would you be able to provide a floor plan/ drawings of the facility and where the data cables are to be located?
