About this file
This is Solicitation Amendment 0002 to Request for Quote (RFQ) 205AE9-26-Q-00010, issued by the Internal Revenue Service (IRS) on February 18, 2026. The amendment extends the quote due date to Thursday, March 5, 2026 at 12:00 PM Eastern and provides responses to 95 industry questions regarding the PR4001 IRA Modernization Project in Puerto Rico. Key clarifications include confirmation that the 993 labor hours and 8 technicians are estimates only, with contractors responsible for proposing complete solutions including all labor categories, materials, tools, equipment, planning, testing, documentation, and closeout. The contract type is Firm Fixed Price (FFP), and contractors have flexibility in staffing levels and hours provided they meet all scope requirements. All brand name specifications (Panduit cables, APC PDUs, Hubbell ladder racks) are interpreted as "brand name or equal" per FAR 11.104, and materials do not need to come from a single manufacturer provided each carries the required 25-year warranty.
The scope encompasses 300 CAT 6A cable drop installations, network rack refresh with patch panels, vertical and horizontal cable management, and six new 20-amp PDUs at the MDF room. Contractors must conduct comprehensive cable plant planning and design, develop detailed installation plans for government approval, and perform testing and certification per EIA/TIA-568-C standards. The period of performance is 4-8 weeks after award, with work conducted Monday-Friday 8:30 AM–4:30 PM, though after-hours and weekend work may be coordinated. All contractor personnel must receive interim staff-like access approval and complete mandatory IRS security training prior to work commencement. The Small Business Set-Aside applies (NAICS 238210), and Service Contract Labor Standards wage rates apply with health and welfare benefits of $5.55 per hour. Deliverables include as-built diagrams, comprehensive testing reports, and warranty documentation due within 30 days of project completion. The document also includes a comprehensive Quality Assurance Surveillance Plan defining government oversight, performance metrics, and acceptance criteria for design, installation, testing, and documentation phases.

Questions and Answers
# Question Answer
1. Site Access: Will the Government provide existing floor plans or a previous cable plant design for the PR4001 facility to assist with the "comprehensive cable plant planning"?
Yes, IRS has floor plans with Data Drop locations. Please see attached document “City View-Data Drop Floor Plan”.
2. Scheduling: Are there specific "after-hours" or weekend windows required for the network racks refresh to meet the goal of "minimal disruption"?
Yes, upon coordination after hours or weekend hours can be arranged to work on this job.
3. Materials: Regarding the CAT 6A structured cabling, does the IRS have a preferred manufacturer for the components to ensure consistency with existing infrastructure?
There is no brand name requirement associated with this acquisition. Cables can be brand name or equal to Panduit CAT6A cables.
4. Will the Government provide a secure on-site staging area for materials delivered in advance, or is the contractor responsible for off-site warehousing until the installation date?
IRS location has a secure space for materials located on the mezzanine floor, where the job will be performed.
5. What specific security clearance or background investigation level is required for contractor personnel to have unescorted access to the facility?
Contractors will be escorted at all times by IRS personnel.
6. Is the contractor responsible for the removal and disposal of the existing legacy cabling (abandoned cable), or will that be handled by the Government?
Contractor will be responsible for removal and disposal of existing cables following the Federal Government disposal procedures guide.
7. Does the current IDF/MDF (closet) have sufficient power (PDU) and cooling capacity for the new rack configurations, or is the contractor expected to provide power/cooling upgrades as part of the refresh?
