About this file
This file comprises detailed technical specifications and special provisions from the Michigan Department of Transportation (MDOT) for a state highway construction project (Project 205198, Bundle #6) involving rest area ramp maintenance and traffic control. The document provides comprehensive guidance on exterior attachments, traffic management details, sidewalk ramp layout, handrail installation, and various temporary and permanent traffic control devices and markings. The specifications cover fabrication standards, material requirements, installation procedures, and measurement and payment terms for multiple work categories including sign installation, barricade placement, pavement markings, and portable changeable message signs (PCMS). The project involves detailed traffic control planning for maintaining traffic during construction activities, with specific provisions for rest area exit ramps, pedestrian accessibility improvements in compliance with PROWAG guidelines, and comprehensive worker safety and visibility requirements.
The specifications establish detailed material standards and quality requirements for all components, including galvanized steel fixtures, powder-coated finishes, reflective sheeting meeting ASTM standards, and LED display equipment for PCMS units. Payment terms are structured as lump sum, unit price, or per-item arrangements depending on the work category, with provisions for damage compensation, equipment rental costs, and price adjustments for authorized time extensions. The document incorporates multiple referenced standards including AASHTO, ASTM, IEEE, NFPA, and NCHRP specifications, along with MDOT-specific requirements outlined in the Standard Specifications for Construction. Special provisions address worker high-visibility apparel requirements, nighttime lighting standards, hazardous material handling, and traffic control quality compliance with penalty provisions of $100 per hour for non-compliance with specified timeframes.

a. Description. This work consists of performing all survey, staking, and layout design work necessary to construct sidewalk ramps in accordance with US Access Board’s Proposed Guidelines for Pedestrian Facilities in Public Rights of Way (PROWAG). This work also includes providing the resurfacing grade throughout the project limits.
b. Materials. None specified.
c. Construction. Complete this work in accordance with subsection 104.09 and section 824 of the Standard Specifications for Construction, except as modified herein.
1. Survey existing conditions at each ramp location and layout the pedestrian sidewalk ramp grades and cross slopes throughout the project limits, in line with proposed work. Lay out ramps in accordance with Standard Plan R-28 Series and PROWAG. Design sidewalk ramp grades and ramp layout to account for and comply within maximum and minimum dimensions.
2. Perform right-of-way staking in the area of the ramps if the proposed sidewalk footprint varies from existing or as directed by the Engineer. Ensure that right-of-way staking is completed by a Professional Surveyor licensed by the State of Michigan. The right-of-way must be developed based on the deeds, plats and/or existing monumentation.
Identify and mark, prior to construction, existing property corner monumentation immediately adjacent to the ramp construction area and in danger of being disturbed. Protect all such monuments during construction of the sidewalk ramps. Reestablish or replace any existing property corner monument or right-of-way monument destroyed or disturbed as a result of construction of the sidewalk ramps.
3. Submit all proposed grades and layout work to the Engineer at least 5 work days prior to the start of the related construction work. If a ramp cannot be laid out in compliance with Standard Plan R-28 Series and PROWAG, document the discrepancy and notify the Engineer of the findings immediately; do not begin construction of the ramp until directed by the Engineer.
Establish and maintain proper lane closures in accordance with the contract while conducting the work.
d. Measurement and Payment. The completed work, as described, will be measured as a lump sum and paid for at the contract price using the following pay item:

MESSAGE SIGN
OFS:CRB 1 of 6 APPR:CB:JVG:03-30-18
a. Description. This work consists of furnishing, installing, maintaining, operating and removal of a National Transportation Communications for Intelligent Transportation System Protocol (NTCIP) compliant Portable Changeable Message Sign (PCMS) and control software for the PCMS. The PCMS must be capable of communication via a cellular network with software installed on a State-owned computer and must provide automated PCMS Global Positioning System (GPS) coordinate/location information as noted within this special provision. The PCMS must meet all requirements of sections 812 and 922 of the Standard Specifications for Construction and the MMUTCD and MDOT Portable Changeable Message Sign Guidelines - BOH IM 2011-02, except as modified herein.
1. General.
A. Provide a PCMS that meets all requirements as stated in this special provision;
place the PCMS at the location(s) depicted within the plan set, or as directed by the Engineer; provide software capable of controlling the PCMS; commission the PCMS into the provided software; relocate and/or temporary remove the PCMS for construction phasing; and decommission and remove the PCMS upon completion of the project.
B. Comply with working clearances and dedicated spaces per NEC Articles 110, 384 and 800-5, as well as all current NEC articles, and Federal, State and Local regulations.
C. All equipment and equipment service and any appurtenances to the PCMS are the full responsibility of the Contractor.
D. Provide at minimum, one classroom style training session up to 2 hours, on PCMS operator interface software and field equipment, including but not limited to, posting and removal of messages, diagnosing field equipment malfunctions including messaging and communications errors. Supply all training schedules, syllabus and receive approval by the Engineer prior to delivery of training.
E. MDOT reserves the right to take full messaging control of any PCMS at any time throughout the duration of the project. This includes posting any message determined to be appropriate by MDOT, utilizing the Contractor supplied software and/or the Statewide Advanced Traffic Management System (ATMS) software.
2. Requirements of Regulatory Agencies. Comply with the following codes or standards:
A. Institute of Electrical and Electronic Engineers (IEEE);
OFS:CRB 2 of 6 03-30-18
