About this file

This is a contract document bundle from the Michigan Department of Transportation (MDOT) for exterior improvements at multiple rest areas across western and central Michigan. The project covers ADA standards improvements at thirteen rest area facilities located on I-96, I-196, US-31, and US-131 across Allegan, Kent, Mason, Mecosta, Montcalm, Muskegon, Oceana, Osceola, Ottawa, and Wexford counties. The work includes construction of sidewalk ramps, curb modifications, detectable warning surfaces, and related accessibility improvements at the Tustin (305-R), Cadillac (306-R), Ludington (328-R), Muskegon (501-R), Fruitport (502-R), Walker (503-R), Rockford (525-R), Zeeland (528-R), Hart (530-R), Morley (533-R), Big Rapids (534-R), and Glenn (726-R) rest areas. Work must begin no earlier than June 7, 2021, and must be completed by November 12, 2021. A preconstruction meeting with the Engineer, Jason Early, P.E., at MDOT Lansing TSC is required after contract award and prior to work commencement.

The contract includes substantial coordination requirements with multiple MDOT divisions and external utilities. Contractors must contact MISS DIG System at least three business days before excavation, coordinate with the MDOT Grand Region Coordinator (616-456-3281) for lighting work five business days in advance, contact the MDOT ITS Operations Center (517-241-4000) for traffic signal and equipment coordination five business days ahead, and coordinate electrical systems with MDOT maintenance representatives. Additional coordination is required with MDOT Operations Field Service Division for sign relocations and with concurrent interior work contractors at rest areas. Liquidated damages will be assessed for failure to meet the November 12, 2021 completion date, and contractors are required to submit a Progress Schedule and attend a post-construction review meeting as directed by the Engineer. Work must comply with Michigan Department of Transportation 2012 Standard Specifications and ADA standards. MDOT also anticipates a separate crush and shape job along US-131 beginning in spring 2022 that contractors should coordinate with accordingly.

PROGRESS CLAUSE: Submit a Progress Schedule. The Engineer for this project is as follows:

Jason Early, P.E.

MDOT Lansing TSC 2700 Port Lansing Road Lansing, MI 48906 517-342-4265 earlyj1@michigan.gov

After receiving Notice of Award, start work on the date approved by the Engineer, which date must be no earlier than June 7, 2021. In no case, may any work be commenced prior to receipt of formal notice of award by the Department.

The entire project must be completed on or before the final completion date of

November 12, 2021.

Failure by the Contractor to meet the final completion date will result in the assessment of liquidated damages in accordance with subsections 108.10.C.1 and 108.10.C.2 of the Standard Specifications for Construction and the Special Provision for Liquidated Damages for Other Department Costs. Liquidated damages will be assessed for failure to meet the final completion date. Liquidated damages will continue to be assessed for each calendar day that the work associated with the completion date remains incomplete, even if these days extend into or beyond seasonal suspension, unless approved otherwise by the Engineer.

Unless specific pay items are provided in the contract any extra costs incurred by the Contractor due to cold-weather protection and winter grading will not be paid for separately, but will be included in the payment of other pay items in the contract.

After award and prior to the start of work, the Contractor must attend a preconstruction meeting with the Engineer. The Engineer will determine the day, time and place for the preconstruction meeting. The meeting will be conducted after project award and may be rescheduled if there are delays in the award of the project.

The named subcontractor(s) for, Designated and/or Specialty Items, as shown in the proposal, is(are) recommended to be at the preconstruction meeting if such items materially affect the work schedule.

The Contractor may be required to meet with Department representatives for a post-construction review meeting, as directed by the Engineer. The Engineer will schedule the meeting.

Failure on the part of the Contractor to carry out the provisions of this Progress Clause may be considered sufficient cause to prevent bidding future projects.
