Solicitation 20346425Q00001--BPA- Drug Screening Services Q & A
1. Currently the four (4) locations listed in the SOW is where the service should take place? Will any other states be added? (4 regional campuses which operate throughout the U.S. and are based in McClellan Park, California; Vicksburg, Mississippi; Aurora, Colorado and Vinton, Iowa).
Answer: The four campus locations are correct, and no other campuses will be added, but the members being tested will be all over the United States at times, usually for two months at each deployment location. Therefore, services may be required anywhere in the continental United States when selected for drug testing.
2. Has there been a previous incumbent? If so, can you provide the vendor’s name and award number? Contract amount?
Answer: AmeriCorps has used TruView beforehand, and we paid by region with a purchase card, so it was not on contract.
3. The SOW states that approximately 2% of the AmeriCorps NCCC members will have to do random drug testing. So, are you looking at about 2-3 members monthly? (1540 (members)/12= 128 x 2%= 2.6).
Answer: Yes, 2% are tested every month. So, if 1,540 is the annual member estimate across all campuses that would 2-3 members per month and 30-31 members per year anywhere in the continental United States. This is for random field testing rather than initial tests when members arrive to campus.
4. Is funding currently available for this solicitation?
Answer: Yes, we will have funding obligated for this solicitation.
5. Wanted to know how many people have received a tox screen from AmeriCorps in the past year.
Answer: We do not have access to that information at the HQ level as campuses performed these screenings in the past.
6. Would LCMS testing be acceptable or is GCMS required?
Answer: Please refer to what is stated in the SOW.
7. The RFQ provides the regional locations based in the U.S but mentions project sites and its territories (e.g Puerto Rico, Guam and District of Columbia), can those locations be provided to ensure proximity requirements are met?
Answer: We cannot anticipate where project sites will be ahead of time. The initial tests are done on campus upon arrival, but the field tests outlined through this solicitation are not necessarily completed in proximity to the campus locations.
8. Do the 60 mile radius requirements apply to the project sites and U.S territories? Can samples be shipped to remote sites?
Answer: The 60-mile radius applies to the 4 AmeriCorps campuses. Samples should not be shipped to remote sites as there would not be a viable recipient to process those samples.
9. If 60 mile radius applies only to regional sites; will the contractor be expected to provide personnel to travel to project sites? What is the expectation of the contractor to get those tested in project areas?
Answer: The 60-mile radius is stated so AmeriCorps members can travel to get tested at a screening site within 60 miles of any campus.
10. I would like to clarify the coverage area for the drug screening services. Will the project sites be located in the same city as the four regional campuses mentioned in the SOW, and is this the sole area for 100% of the drug screening service coverage?
Answer: No, services may be required anywhere in the continental United States.
11. Screening Locations: The requirement specifies that screening locations must be within 60 miles of the project sites. Unfortunately, we do not have facilities within these areas. Would it be possible for specimen collection to be conducted on-site, utilizing a mobile technician to obtain samples and send them overnight to our lab?
Answer: No, this solicitation stipulates in-person rather than mobile testing.
12. Lab Certifications: The solicitation states that labs must hold current certification from either the College of American Pathologists or HHS/SAMHSA. We currently hold certification through the Commission on Office Laboratory Accreditation (COLA). Would this certification be acceptable, or are there alternative options available for compliance?
13. I am preparing a proposal bid for submission for this solicitation and would like to request interpretation of the following statement regarding format and delivery:
Proposals should include a completed clause package, following any specific instructions in the solicitation clauses.
Can you elaborate on what completed clause package you are referencing as I would like to ensure that my proposal meets your specifications.
Answer: Please check mark the highlighted sections on PG. 23, 24 and 25, and provide the UEI# and Invoice terms requested on PG 26.
