SUBJECT: RFQ: 20342325Q00010 – AFRH-Gulfport Flooring Replacement

Amendment 004

The purposes of this amendment are:

1. To provide the Government’s answer to vendor questions.

2. To extend the solicitation period to Friday, February 21st at 10:00am ET.

Please find vendor submitted questions below with the Government’s response to the questions.

1. Can the government provide additional guidance or approve equivalent flooring materials outside of the Altra Wood product, ensuring compatibility with existing site conditions?

The Government Response:

Altra Wood is the referencing material for equivalency. The contractor must provide a product that meets the same characteristic specifications. Color selection shall be done via sample submission as discussed in the scope of work and clarifying questions answered through the Contracting Office.

2. Given that physical samples are required, Where, when and how are they to be delivered? What is the estimated timeline for sample review and approval? If samples require resubmission, how would this affect the proposal deadline?

The Government Response:

Where: 1800 Beach Drive Gulfport, MS When : At least a 7-calendar day approval response from the AFRH. Also, if AFRH rejects the samples, it will not change the period of performance unless an event occurs beyond the contractors control that the COR accepts as a reason to extend the contract.

3. The requirement for physical sample submission introduces logistical constraints, including shipping time, government review, and potential resubmission if the samples require modifications. Can the government provide an estimated timeframe for reviewing submitted samples and issuing approvals or rejection notices?

Additionally, if a sample requires modification, will the government allow vendors to revise and resubmit within a reasonable window?

4. The current allowed work hours (9:00 AM - 6:00 PM, including weekends) are restrictive. Can additional work hours be authorized to expedite the process, such as early morning or late evening work shifts?

No, we have residents on each floor and must stay within the allocated time.

5. Will the daily reporting requirement apply to all phases of the project, or just specific milestones? If daily progress updates are required, would the government consider adjusting review periods to streamline approval processes?

The Government Response:

The daily report has nothing to do with time allocated to perform the work. The progress reports are required daily. The format and extent of the progress report is at the discretion of the COR. The COR may also allow the contractor to adjust frequency and content of the progress report.

6. Due to the requirement for physical sample submission and Federal Holiday 2/17, necessary adjustments to proposal documentation, and additional compliance considerations, would the government consider extending the proposal submission deadline to February 20, 2025?

Yes, the solicitation has been re-opened and extended to 10:00am, ET, Friday February 21st.
