SUBJECT: RFQ: 20342325Q00010 – AFRH-Gulfport Flooring Replacement
Amendment 002
The purposes of this amendment are:
1. To inform vendors of a site visit on Thursday, February 6th at 10:00am CST. All vendors are welcome to attend, please see below Question 20 for details.
2. To provide the Government’s answer to vendor questions.
3. To extend the solicitation period to Monday, February 10th at 10:00am ET.
Please find vendor submitted questions below with the Government’s response to the questions.
1. Will the current residents be rehoused off site while under construction?
The Government Response:
No, the vendor must provide the necessary equipment to protect the residents for the work being performed on each floor.
2. What type of flooring is currently in place?
Carpet
3. What type of underlayment is currently in place?
There is none, the carpet is glued to the floor.
4. Is the client set on using Altra wood flooring, or will other options be considered?
Under section “3. Scope” of the PWS, the vendor shall install a material “equivalent” to the Altra product indicated in Attachment B. In short, the vendor may provide the Altra product or a product that has the same specifications or better.
5. How would you like your proposal submitted?
The proposal must be submitted in writing to purchasing@fiscal.treasury.gov and kaity.eaton@fiscal.treasury.gov. Proposal should follow instructions provided on solicitation pages 37-38.
6. How many square feet for the areas that need replacement?
As specified in Attachment A, the estimated square footage is 12,276.
7. Do you want the quote for just the labor only or are we supposed to include the cost of the flooring? Are you supplying the flooring?
The Government Response:
All materials and equipment needed for this requirement are to be supplied by the Contractor, as specified in PWS Section 4, page 14 of the solicitation.
8. Can we work past 8pm? Can we work on the weekends?
Work can continue until 6pm and you can work on weekends.
9. The max time allowed for completion is 3 months correct?
Yes, 90 days.

10. Are there limits to the changes that can be made without impacting the project budget?
The Government Response:
Question is unclear. To our knowledge, no changes are anticipated, but AFRH will address all “Unforeseen” conditions or situations that create a change per the PWS.
11. Will there be designated areas for unloading materials and equipment?
Yes, back dock area.
12. Are there specific start and end dates expected for this project?
No, but the work must be completed within 90 days of contract award.
13. Considering AFRH business hours (7:00 AM - 4:00 PM, Monday-Friday), what are the preferred project working hours?
Working hours are 9am-6pm.
14. Is there a preferred format or process for submitting samples (physical delivery, digital)?
Physical Delivery.
15. Are there any known local or state permitting challenges that the project could face?
This is a federal property with exclusive jurisdiction. No state or local permits are required.
16. How often will progress meetings or status updates be required?
Daily or reference the PWS.
17. Can you identify the Tier 1 manufacturer?
Reference section “3. Scope” of the PWS item 2 and Attachment B.
18. What are the products specified for the job?
19. Can you provide specs on what to price?
20. Can another site visit be scheduled?
Yes, a site visit is arranged for Thursday, 2/6 at 10:00am CST. Vendors MUST submit names of who will be visiting the building by Wednesday, 2/5 at 10:00am ET to kaity.eaton@fiscal.treasury.gov and purchasing@fiscal.treasury.gov. Once names are received, they will be provided to the COR and given to the building gate. Once granted access at the gate, attendees should proceed to the security desk, where the COR will meet them.

21. If the proposed flooring is approved, should the installation extend approximately five inches up the wall as an alternative to installing base trim? Alternatively, is there a specific type of base trim that needs to be approved and installed?
The Government Response:
For the "wall base area", the Contractor may choose between 2 wall base covering methods in their proposal. The contractor may install vinyl or rubber base or extend the sheet vinyl up the wall. The product installed must meet the products manufacturer's specifications.
Attachments C and D are the wall details of the product shown in Attachment A as example.
22. Given the current deteriorated state of the rubber thresholds, it is likely that removal will necessitate the installation of new thresholds. Does the government approve the expense for replacing all thresholds with new ones?
The Government Response:
All thresholds contained inside the area indicated in Attachment A in the PWS are to be replaced with equivalent or better thresholds.
23. In the living room area, there is a section where the wall is rounded rather than forming a 90-degree angle. Installing sheet vinyl to extend approximately five inches up this curved wall may present challenges. Could you please provide guidance or approval for the preferred installation method in this scenario?
The Government Response:
Contractor is to install per the manufacturer specifications of the product utilized by the vendor. As stated in a separate answer, the Contractor may choose between 2 wall base covering methods in their proposal. If using 2 methods in different areas solves an installation difficulty AND is aesthetically pleasing to the COR, then, 2 different methods/products may be utilized.
24. How much area will be given over to work on at a time since this is fully occupied?
The contractors/vendors will need to determine the method for installing the flooring. As mentioned, the units are occupied by residents who will not be relocated from their rooms.
25. Will this be a regular rubber wall base, or will it be covered up the wall?
See Question 21 Response. If vinyl or rubber bases are utilized, 5 or more color samples will have to be provided
26. Will work occur at normal weekday working hours?
See Question 13 Response.
27. Coat base or roll up the wall application?
See Question 21 and 25 Responses.
28. Does [this] require a bond?
No.
29. What are the specified work hours within the 90-day period of performance? Are there limitations on work hours?
See Question 13 Response.
30. Does the contractor need to plan for resident movement during the 90-day period of performance?
See Question 24. Residents will not be moved.
31. Is there a rubber cove base or other trim material necessary for this job?
See Questions 21, 23, and 25.
32. Does the job require removing existing flooring material or is this an install over existing? If removing, is the contractor expected to dispose as well?
The Government Response:
Yes, the job requires removing the existing material. The vendor must dispose of old material.
