About this file

This is a Questions and Answers document for a Furniture Exchange federal procurement solicitation.

The Government clarified several technical specifications and requirements through responses to offeror inquiries. Key product clarifications include: CLIN 0001 requires one W.48.2.C workstation; CLIN 0008 was updated to specify two WORK.48.5 nodes and one WORK.36.2 equipment-support node, with a new CLIN 0010 added for the equipment support node; CLINs 0006-0007 were updated regarding four-drawer lateral files and FILE.10.1 cabinets; and no chairs are being requested despite initial floor plan references. The Government confirmed the space is currently empty with no furniture reuse requirements. The Government will provide CAD drawings to the successful contractor and confirmed the IRS will provide the electrician for final electrical connections. Manufacturer literature, product data, drawings, warranty documents, and environmental certifications may be submitted as attachments outside the 15-page Technical Volume limit. For workstation configurations, split corner tops are required with either waterfall or ergonomic profiles acceptable. Overhead storage requires separate units: one 24-inch-wide and one 48-inch-wide unit rather than a single combined hutch. Tackboard and accessory rail must be separately sized components. Conference table requirements are limited to concealed cable-management pathways and accommodating Government-provided power and data connections, not furnishing power modules. Regarding experience requirements, offerors may demonstrate qualifying projects through proposed subcontractors or teaming partners, though the prime remains fully responsible. As a 100% Total Small Business Set-Aside under NAICS 337214, the Nonmanufacturer Rule applies; nonmanufacturers must furnish end items manufactured by qualifying small business manufacturers located in the United States or its outlying areas, with no applicable SBA class or individual waiver identified.

SOW Sections 3.1.1, 3.1.4, and 4.8

The SOW references review of the AutoCAD drawing and requires accurate design development, but the solicitation attachments include only PDF floor plans and typicals. Will the Government provide the current AutoCAD/DWG floor plan to offerors before quotation submission or to the successful contractor after award?

We can provide CAD drawings.

8 and 14 SOW Sections 3.1 and 4.6

The SOW requires manufacturer-certified electrical installers and requires base feeds and wall-mounted whips from wall power sources, but it does not clearly assign responsibility for final connection to building electrical power. Please confirm whether the furniture contractor must provide licensed electrical labor for final connection, testing, permits, and inspection, or whether the Government or building electrical contractor will make the final connections after the furniture electrical components are installed.

Q: The RFQ requires three similar completed projects within the past five years. May an offeror satisfy this experience requirement with qualifying projects performed by a proposed subcontractor/teaming partner, including a similarly situated small business that will perform the corresponding design/installation work, or must all three qualifying projects have been performed by the prime offeror itself?

Government Response:

The Government will evaluate quotations in accordance with the solicitation as issued.

Offerors may identify the experience of proposed subcontractors or teaming partners when that experience is relevant to the work the subcontractor or teaming partner is proposed to perform under the resulting contract. However, the prime offeror remains fully responsible for contract performance. The Government will consider the extent to which the quotation clearly demonstrates how the proposed team, including the prime contractor and any proposed subcontractors or teaming partners, will successfully perform the required work.

Offerors are reminded that compliance with all applicable small business requirements, including the limitations on subcontracting, remains in effect.

Q: For this 100% Total Small Business procurement under NAICS 337214, please confirm the applicable manufacturer/nonmanufacturer requirement for the furniture being furnished. If the Nonmanufacturer Rule applies, is any class or individual waiver applicable to this procurement, or must the offered end items be manufactured by a qualifying small business manufacturer?

Government Response:

This procurement is a 100% Total Small Business Set-Aside under NAICS 337214. The Nonmanufacturer Rule applies in accordance with FAR 19.505 and 13 CFR 121.406 if the successful offeror is not the manufacturer of the end items being furnished. Unless an applicable SBA class waiver or an individual waiver has been granted, a nonmanufacturer must furnish end items manufactured by a small business manufacturer located in the United States or its outlying areas and otherwise comply with the applicable regulatory requirements.

The Government has not identified an applicable SBA class waiver for this procurement and has not requested an individual waiver. Therefore, offerors proposing as nonmanufacturers must comply with the applicable Nonmanufacturer Rule requirements.
