About this file
This is a Statement of Work (SOW) for the Internal Revenue Service (IRS) Criminal Investigation Division to procure a Forensic Latent Print Digital Capture and Enhancement Workstation based on the Foster + Freeman DCS6 Digital Capture System or an equivalent product.
The IRS Criminal Investigation Division seeks to upgrade its latent print digital capture equipment at the Center for Science and Design in Chicago, Illinois, as the current equipment is over 10 years old. The contractor must provide a Digital Capture System meeting or exceeding specified salient characteristics, including: full-spectrum optical optimization enabling unrestricted light sensitivity from shortwave ultraviolet through near-infrared; a Reflected Ultra-Violet Imaging System (RUVIS) with a dedicated module utilizing a 280nm narrowband optical bandpass filter and high-intensity UV light source; longwave ultraviolet and LASER imaging capabilities using a camera equal to or greater than a Nikon Z9 mirrorless camera; forensic-grade audit logging with tamper-proof SHA-256 cryptographic hashing for chain-of-custody compliance; built-in image-processing macros for latent print enhancement; and a mechanical copy stand with precise adjustments and vibration-dampening featuring a tethered foot-pedal shutter control. The scope encompasses eight contract line items (CLINs): a workstation copy stand (CLIN 0001), primary forensic camera system (CLIN 0002), forensic macro lens and optical filter kit (CLIN 0003), hands-free capture control foot pedal (CLIN 0004), forensic capture and image processing software (CLIN 0005), integrated RUVIS module with 8.1-megapixel resolution (CLIN 0006), comprehensive product training (CLIN 0007), and secure delivery logistics (CLIN 0008). All hardware components must include a comprehensive two-year warranty from the formal delivery date. Deliverables must be shipped within 30 calendar days from contract award to IRS Criminal Investigation, Center for Science and Design, 525 W. Van Buren Street, Suite 400, Chicago, Illinois 60607. The base period of performance runs from September 30, 2026 through September 29, 2027. No security requirements apply to this contract.

STATEMENT OF WORK
FORENSIC LATENT PRINT DIGITAL CAPTURE AND ENHANCEMENT WORKSTATION
DCS6 Digital Capture System 6 Brand Name or Equal
C.1 Introduction/Overview In support of its law enforcement investigative mission the Internal Revenue Service (IRS) Criminal Investigation (CI) Division has a need to purchase Forensic Latent Print Digital Capture and Enhancement Workstation.
C.2 Background The digital capture equipment in the Latent Print section at the Center for Science and Design requires an operational upgrade. The center currently uses a shortwave ultraviolet workstation, digital cameras and software that are more than 10 years old.
C.3 Scope & Salient Characteristics
The contractor shall provide the Digital Capture System, brand name or equal, that meets or exceeds the salient characteristics, functional capabilities, and performance requirements of the Foster + Freeman DCS6 Digital Capture System with RUVIS. Any proposed equal product must demonstrate, through supporting technical documentation, that it provides capabilities equivalent to or greater than the baseline system required by IRS Criminal Investigation.
The DCS6 system contains image capture features including high-resolution, custom-modified UV/VIS Nikon Z9 mirrorless camera, 8.1 megapixel RUVIS camera system, and capture only software. The DCS6 Digital Capture System with RUVIS is a sophisticated latent digital capture and fingerprint enhancement workstation featuring streamlined software designed for forensic imaging.
Brand Name:
The brand name for Digital Capture System is required to meet the Government’s operational needs for reliable, forensic imaging workstation designed for latent print capture and enhancement, featuring integrated RUVIS capabilities, high-resolution UV/VIS/IR camera systems, and streamlined forensic software.
Salient Characteristics:
• Full-Spectrum Optical Optimization: The camera sensor must be physically modified to remove internal filtering, enabling unrestricted light sensitivity across the extended forensic spectrum spanning from Shortwave Ultraviolet (UV-C) through Visible light and into Near-Infrared (IR).
• Reflected Ultra-Violet Imaging System (RUVIS): The system must include a dedicated RUVIS module utilizing an integrated quartz lens system and a narrowband 280nm shortwave UV optical bandpass filter, coupled with a high intensity 280nm UV light source, specifically designed to visualize untreated latent prints on non-porous surfaces.
• Longwave Ultra-Violet and LASER Imaging Capabilities: The system must include a dedicated digital capture system capable of capturing high-resolution images of latent prints using longwave ultra-violet and LASER light sources using a camera equal to or greater than a Nikon Z9 mirrorless camera.
• Evidential Integrity & Chain of Custody: The core software must include a forensic-grade audit log that tracks all modifications, enhancements, and user actions. It must generate a secure, tamper-proof cryptographic hash (e.g., SHA-256) upon initial image capture to ensure compliance with legal chain-of-custody requirements for courtroom presentation.
• Forensic Enhancement Toolsets: The software interface must include built-in, repeatable image-processing macros explicitly designed for latent print enhancement (e.g., background suppression, fast Fourier transform (FFT) for pattern removal, and color channel separation).
• Mechanical Integrity & Stability: The copy stand must feature precise vertical and horizontal camera adjustments with a rigid, vibration-dampening frame, complete with a tethered foot-pedal shutter control to eliminate camera shake during highly precise, long exposure forensic captures.
The scope of the SOW encompasses purchasing the following:
