Questions 2032H326R00017

1. The Vault 9 door documents indicate that the existing card reader is to be reused/reinstalled and identify electrified door/security hardware. Please clarify responsibility for the existing access-control/security system, including disconnect/reconnect, power, wiring, raceway/conduit, programming, integration, and final testing of the card reader and associated electrified door/security hardware. Please identify any portion of this work that will be performed by Treasury Physical Security/building security and define the Contractor's required interface and coordination scope.

No work will be performed by physical security. All work will be performed by the contractor bidding this project.

2. The Vault 9 electrical drawings require CRAC replacement sequencing to always maintain cooling. Please confirm whether CRAC 9-1 is required to be fully installed, started, balanced, integrated with the BAS, and operational prior to shutdown/removal of CRAC 9-1A. Please also confirm whether temporary cooling is required during either phase and, if so, identify the required temperature and humidity conditions to be maintained.

Confirmed, CRAC 9-1 is to be fully installed, started, balanced & integrated with the BAS prior to shutdown/removal of CRAC 9-1A. Temporary cooling is not specified.

3. Mechanical Phase 2, Item j, requires factory startup and training for CRAC 9-1;

however, Phase 2 pertains to CRAC 9-1A. Please confirm that Item j is intended to require factory startup and training for CRAC 9-1A.

Confirmed, factory startup & training is required for CRAC 9-1A.

4. The Vault 9 M/E drawings dated 3/19/26 indicate temporary removal of the existing door/frame between V9D and V9E for CRAC rigging, while the Vault 9 Installation of New Doors drawings dated 6/6/26 require enlargement of the openings and installation of new 44-inch door assemblies. Please clarify which requirement governs and identify the required sequencing of the permanent door modifications relative to CRAC removal and installation.

The turn-round time for removing the current door, moving the old unit out, moving the new unit in, and reinstalling the door is 36 hours, due to the onsite security requirement. The new unit, just needs to be in the space but not fully hooked up, prior to reinstalling the door.

5. The Vault 9 door drawings indicate that Physical Security will determine whether work from demolition through completion must occur within a continuous period. Please identify the continuous work requirements to be included in the proposal, including allowable working hours, maximum duration of the temporary condition, and any required after-hours or weekend work. Please also confirm the security requirements for the temporary secure wall and door.

The only continuous work that is needed for this project is the doors being removed. The current doors need removed, moving the old unit out, moving the new unit in, and reinstalling the doors within 36 hours, due to the onsite security requirement.

6. The Vault 9 door drawings note that the existing wall construction below the raised-floor system has not been ascertained and identify different potential construction conditions. Please clarify which condition contractors are to assume for purposes of the firm-fixed-price proposal.

For purposes of preparing the firm-fixed-price proposal, assume that the existing wall construction will need to be extended from the underside of the raised floor to the structural slab below. The Contractor shall include all labor, materials, and incidental work necessary to provide this wall construction as part of its firm-fixed-price proposal.

7. Please clarify the security escort requirements for contractor personnel performing work within the secure areas. Please confirm whether escorts will be provided by the Government and identify the required escort-to-contractor personnel ratio, if applicable.

Additionally, please confirm whether there are any limitations on the number of contractor personnel permitted to work under a single escort.

All workers assigned to this project must be U.S. citizens. The Government will provide escorts for work performed within the secure space. There is no limit on the number of workers permitted in the space, provided occupancy remains within the physical capacity and safety constraints of the work area, as observed during the site visit.

8. The solicitation permits submission of up to three (3) recent and relevant projects on the Corporate Experience Worksheet. Please confirm whether the Offeror may submit the experience of a critical/key subcontractor as one of the three projects and whether such experience will be considered in the Government's evaluation of Corporate Experience.

No. The Offeror may not submit the experience of a critical or key subcontractor as one of the required projects. The projects submitted must demonstrate the Offeror's own corporate experience, not the experience of its subcontractors.
