About this file
This is a Questions and Answers document for federal contract opportunity 2032H326R00009, a fireplace renovation project at a Treasury building (dated 6/22/2026). The document addresses contractor inquiries regarding site logistics, access, and work requirements.
Key operational requirements include work hours of 7:00 AM to 3:30 PM with mandatory daily worksite cleanup and removal of all protections due to the active office environment. The 40-foot chimney flue cannot be crane-delivered to the roof; instead, the contractor must partition it into 8-foot pieces using couplings for assembly. A single fireplace shares the chimney above and below the work area. The contractor will have access only to the freight elevator (located on the building's west side) for debris removal, with the roof access point on the north side approximately 495 feet from the work area including roof travel to the chimney location. No material staging area is available on the roof, no contractor parking is permitted on-site, but a dumpster roll-off will be located in the moat. Water access is available on the 5th floor, requiring the contractor to provide approximately 200 feet of hose minimum. No electricity is available on the roof; battery-powered tools and power stations are required. The contractor is responsible for removing and reinstalling the shroud for temporary flue access. Since work is conducted for the Secretary, USS will require a Treasury escort and exact timeframe notification for roof activities; photography and videography are prohibited due to concurrent White House Ballroom construction. No additional site visit to view the chimney is scheduled; contractors should have conducted site documentation during the initial visit.

Questions 6/22/2026

2) If not, is the Treasury comfortable partitioning this into 8-foot pieces to bring it into the building safely and using coupling to ensure continuity? Yes
3) How many fireplaces share the same chimney, both above and below the work area? One
4) We will require access to and fortification of each during demo and throughout the job, including periodic re-entry to check containment and connect shop vacuums.
3) Can you provide floor plans or any building drawings? Not applicable.
4) I noticed 2 different mentions of the access/work hours: 7 a.m.–3 p.m. and 7 a.m.–3:30 p.m. Can you confirm which one is accurate? 7am to 3:30 pm.
5) Where are the nearest elevator and stairwell access points to the roof from the work area? The freight elevator is on the west side of the building and access point to roof is on the north side of the building
6) How far is the work area from those access points? 495 feet to include roof travel to chimney location
6) Will the contractor have unrestricted access to the elevator(s) during working hours for debris removal? Freight elevator only.

8) If so, what are the dimensions of the available space? No
8) Where can 2-3 contractor vans be parked during the workday? No.
9) Is a dumpster roll-off (10-yard or 20-yard) permitted on-site? Yes
10) If so, where would it be located? Moat
10) Is the contractor required to fully break down and clean up the worksite at the end of each workday, or is overnight staging permitted? Yes every workday fully break down and cleanup.
11) Can the Treasury provide photos of the current chimney cap, both close-up and a full view showing the chimney height above the roofline relative to the roof pitch? This should have been taken at the site visit if you required it.
11) Where will our access to a hose spigot or running water be? This will be needed for the insulation. Water source will be on the 5th floor. Water hose will need to be provided by GC approx. 200 ft at a minimum.
13) What will the process be to indicate when roof work needs to be done? A majority of the work will need to be done on the roof. Since this work is for the Secretary, USS will require a Treasury escort. We will need to know exact timeframe (duration) for roof activities. No Photos or Videos will be allowed due to the WH Ballroom construction.
14) Will electricity be accessible on the roof? Battery power stations will be required to power tools. Battery tools are recommended.
15) Will there be an additional site visit scheduled to get on the roof in order to see the chimney and down inside? No.
