The document addresses 71 questions submitted by potential bidders, organized into four sections: Solicitation, Contract, and Proposal Requirements; Existing Conditions and Site Logistics; Technical Scope and System Coordination; and Other Questions.
Key contract details include: the performance period is 12 months from the Notice to Proceed (NTP), with the performance period starting 15 days after award; bonds (performance and payment at 100%) are due 15 days after award, with electronic bonds acceptable pending originals; work hours are strictly 7:00 a.m. to 3:00 p.m. with no after-hour work permitted; the three renovation areas (Rooms 5428, 5211-GG, 5012-J, and 5012-M) must be completed sequentially within the 12-month period with scheduling coordinated post-award; retainage is five percent (5%); and liquidated damages do not apply. All contractor personnel must be U.S. citizens; non-citizen subcontractors are prohibited. The Government will conduct background screening, and U.S. citizens are not required to be escorted. No local building permits are required; only a Treasury-issued burn permit applies with no associated fee. The solicitation was extended to September 10, 2026, at 2:00 p.m. ET. Technical scope includes RF shielding (walls only, outlined in red on drawings), STC-50 acoustic compliance requiring post-installation field testing, secure-space construction, fire alarm work (with Convergint as the existing contractor), sprinkler modifications, mechanical systems balancing limited to specified diffusers, and third-party TAB (Testing, Adjusting, and Balancing), acoustic, and fire alarm testing. All materials must be U.S.-manufactured where commercially available; Buy American-compliant products are acceptable, with a Government-approved process for requesting exceptions. As-built drawings will be provided post-award. RFQSOW p. 6; Drawing G-001index; Sheets
AD101, A-101, A-504,
M-101, E-001 and E-
Please confirm that the 43-sheet package dated March 30, 2026, furnished with Amendment 0001, is the complete controlling drawing set. Please also issue a corrected drawing index and room nomenclature: the RFQ identifies West Conference Room 5428, while the G-001 index refers to Rooms 5443 and 5438 on several architectural/mechanical sheets, and the index labels the electrical cover/specification sheets as M-001/M-201 although the actual sheets are E- 001/E-201.
ANSWER The 43-sheet drawing package dated March 30, 2026, constitutes the complete drawing set for pricing purposes. The West Conference Room is Room 5428.
Any references to Rooms 5443 or 5438 related to the West Conference Room are hereby clarified by this RFI to mean Room 5428. A new version of the drawings was posted on Jul 28, 2026, 06:55 PM
RFQ SOW Sections 2 and 7, pp. 6 and 17; SF 1442 continuation p. 3
Section 7 identifies the place of performance as the 'Main Treasury Exterior South Courtyard West Facade,' while the scope and drawings describe interior fifth-floor renovations at Rooms 5428, 5211-GG, 5012-J, and 5012-M. Please confirm the correct place of performance and whether any exterior facade work is included.
ANSWER The place of performance for this project consists of interior renovations on the fifth floor in Rooms 5428, 5211-GG, 5012-J, and 5012-M.
SF 1442 Item 12b, p. 1;
RFQ SOW Section 17,
pp. 20-21
SF 1442 Item 12b allows 30 calendar days after award for required bonds, while SOW Section 17 requires 100% performance and payment bonds within 10 calendar days after Notice of Award. Please confirm the controlling bond submission deadline and whether electronic bonds are acceptable pending delivery of the originals.
ANSWER The correct bond submission is 15 days after award. Electronic bonds are acceptable. See SUMMARY OF CHANGES.
SF 1442 Item 11, p. 1;
RFQ Clause C.1, p. 30;
SOW Sections 17, 20, and 23.5
The SF 1442 states that performance begins 0 days after award; Clause C.1 requires commencement within one calendar day after award; and the SOW requires bonds, personnel approval, and pre-NTP safety submittals before work.
Please confirm that field performance begins only after the written Notice to Proceed and completion of Government access/security prerequisites. Also, confirm whether the 365-day completion period runs from the award or NTP and whether Government-caused clearance, escort, or review delays will extend the completion date.
ANSWER The performance period starts 15 days of award with a total 12-month performance period. Commencement Clauses have been updated 15 days after award. The 365-day performance period runs from the date of Notice to Proceed. The SF1442 will be corrected upon award. See SUMMARY OF
CHANGES.
RFQ SOW Background
p. 6; Security Requirements pp.
22-23
The Background states all workers and staff will be escorted, while the Security Requirements state 'NO WORKERS WILL BE ESCORTED' and later state contractors should not escort subcontractors and that escorts should be Federal employees. Please confirm the final access/escort model, the investigation or credential required for each worker, anticipated processing time, whether interim escorted access is available, and any daily limits on the number of workers admitted.
ANSWER All contractor personnel performing or supporting on-site work, including workers and contractor management staff, must be U.S. citizens. If you are a U.S. citizen you are not required to be escorted.
RFQ Security Requirements pp. 22- 24; Drawing G-003
The RFQ restricts the electronic transmission of drawings and requires that drawings/diagrams be protected as SBU/CUI and stored in an approved GSA container or locked cabinet. Please provide the specific pre-award and post award requirements for electronic storage, encryption, transmission, printing, subcontractor access, and destruction. Please confirm whether the successful contractor must have a GSA-approved container before award or before receiving any additional controlled documents.
ANSWER For construction or solicitation documents, is heavy-duty filing cabinet or safe that locks are to be provided by the contractor such as the following. For electronic, password protection and encryption is acceptable. More details will be available after award for specific documentation.

The three renovations must be performed separately, with one completed before the next begins, but no sequence or turnover criteria are stated. Please provide the required room sequence, the date each room will be released to the contractor, the Government furniture move duration, and the inspection/acceptance milestone that permits mobilization to the next room.
ANSWER The three renovations shall be performed sequentially, with each renovation substantially completed and turned over before work begins on the next. The specific sequence and turnover schedule will be coordinated with the Contractor based on the Contractor’s proposed project schedule. All three renovations shall be completed within one (1) year from the established project commencement date.
RFQ Section I Price Schedule, p. 5;
Instructions Section 4.
C, p. 56
Please confirm the required pricing format. Should the offer show a separate lump-sum amount for each of the three renovations, plus a single total CLIN amount? Please also confirm whether profit, G&A, bond, and other markups must be shown as separate lines on the price schedule or included within each renovation amount, and whether a contractor-created price breakout may be attached.
ANSWER The three projects are broken out, separately, under the lump sum CLIN for transparency purposes only. Profit, G&A, and bonding are requested for pricing breakout for the overall project, to include any other markups. This is only for quoting. The award will only show the lump sum amount only.
