2. Reference: RFPa 2032H323R00001.pdf, p. 71, (iii) Key Personnel Resumes, and RFPb Attachment 3 – Labor Category Descriptions.pdf Question: Are resumes and letters of commitment included in the 30 page limit of ‘Factor 1 – Technical Approach’? Assuming that each team member has a one page resume and there is a team of /-17 people, one to fulfill each labor category (see Attachment 3 ‘Labor Category Descriptions”), this would leave only 13 pages to respond to (i) Technical Solution, (ii) Staffing Plan, (iv) Risk Mitigation Plan, (v) Quality Control Plan, and (vi) Technical assumptions, deviations and exceptions, can you please clarify expectations for Offeror compliance?
Gov’t Response: For clarification, per page 69 of 76 of the RFPa 2032H323R0001, the total limit is 40 pages and the Technical Approach is limited to 30 pages. The Government has identified at least the Project Manager as a Key Personnel however, any additional Key Personnel must be identified by the contractor as necessary. Key personnel does not necessary mean all personnel.
3. Reference RFPa 2032H323R00001.pdf, page 70 Question: As part of Factor 1 - Technical Approach (30-page limit), will the risk mitigation plan, quality control plan, and technical assumptions, deviations and exceptions be included in the 30-page limit?
Gov’t Response: All required documents are included in the page limit. For clarification, per page 69 of 76 of the RFPa 2032H323R0001, the limit is 40 pages.
4. Reference RFPa 2032H323R00001.pdf, page 8 Question: Is the index included in the page count and is this the same as a table of contents?
Gov’t Response: Per page 69 of the document referenced, only the Cover Letter is not to be considered as part of the total page count.
5. Reference RFPa 2032H323R00001.pdf, page 71 Question: Could you please clarify the expectations of which personnel need to submit a letter of commitment? Where the solicitation states “A letter of commitment is required for each key personnel not currently employed by the offeror”, does that include personnel employed by the subcontractors that are not the main respondent? Or, is this referring to individuals not employed by the main respondent or intended subcontracts who the firm(s) intend to hire if awarded?

7. Reference: RFPb Attachment 1 - TRIP Claims System PWS v8.pdf, page 6 section 4 (Scope of Work) Question: It was stated that “The Contractor shall test contingency plans and disaster recovery procedures that provide for continuity of operation in the event that the primary systems and locations are inoperable. The primary operating site and a remote backup site(s) must be within the Continental United States. Test results shall be delivered within 7 business days after completion of testing and shall be accompanied by a complete set of all procedures and a complete, current set of all systems documentation, systems generated and other reports.". As the system is in cloud, disaster recovery would generally be handled by redundancy in different regional clusters in the cloud.
Would provisioning this be the responsibility of Department of Treasury IT?
Gov’t Response: Verified with customer and has been removed.
