About this file
This document is a Request for Information (RFI) from the Bureau of Engraving and Printing (BEP) seeking market research on a Warehouse Management System (WMS). The RFI aims to gather information about a comprehensive solution that includes WMS software with inventory management capabilities, integration with Oracle eBusiness Suite, and supporting equipment such as barcode scanners, RFID readers, label printers, and mobile devices. Key technical requirements include real-time vault capacity utilization metrics, the ability to track product movement between locations, and flexible integration with existing systems.
The RFI requests vendors to provide detailed information on both software (IT) and operational technology (OT) components, including commercial pricing structures, pricing estimates, and rough order of magnitude (ROM) cost projections. While Robotic Process Automation (RPA) is mentioned, it is considered a secondary consideration for potential future needs. The document emphasizes that this is a market research effort under FAR Part 10, is not a solicitation, and respondents will not be reimbursed for providing information or notified of analysis results.

0. WMS: The RFI mentions Warehouse Management System (WMS) in the initial header but uses the term ‘VMS’ in 3 subsequent sections in the RFI SUBMISSION INFORMATION section. Will you confirm what VMS means (e.g., Vault Management System)?
Yes, for the purposes of this RFI the terms WMS and VMS could be used interchangeably. Warehouse Management System is the more generic term for the type of system BEP is interested in pursuing.
0. RPA: The RFI description suggests that the BEP is seeking suppliers to provide an RPA solution. The technical capabilities section does not call out automation technical capabilities or scope. Can you confirm that this RFI is intended to gather information for both a Warehouse Management System—inclusive of Inventory Management capability—and a Robotic Process Automation (RPA) System?
The intent is to gather information on the WMS, and RPA is secondary and may be used for a future need to be determined.
0. Legacy: Oracle eBusiness Suite contains ERP, MES, and WMS capabilities. Can you provide more information about the department’s current usage of this application? Is the intent to replace all of Oracle’s capabilities for the BEP?
BEP uses these systems to track inventory into “locators”. For example, a batch of XYZ product containing X quantity moves from Location 1 to Location 2. No, the intent is for the WMS to integrate and receive inputs from Oracle.
0. Metrics: The RFI indicates that the system should allow users to view real-time information regarding capacity utilization. For what resource(s) is the BEP specifically interested in seeing utilization metrics?
Vault capacity is the metric. The system should be able to provide how much product is in the vault at any given time and how much space remains.
0. Equipment: The RFI mentions the ‘integration of barcodes scanners and the SUBMISSION INFORMATION includes a section on ‘Equipment’ under ‘System Solution Related Information’. Will you confirm that the Government is looking for vendors to include not just the WMS Software (i.e., information technology), but also the Barcode Scanners, RFID readers, label printers, and mobile devices (i.e., operational technology) the software can support as part of this section?
Confirming that the BEP wants vendors to provide any and all supporting equipment needed to support the WMS. BEP envisions some of the devices you list above would be included, but didn’t want to prescribe that they must be included. The vendors should feel free to submit information that best supports the stated need.
0. Pricing: The RFI SUBMISSION INFORMATION is asking for types of commercial pricing/estimates offered, structure for pricing, and a ROM estimate. Please confirm this should include both software (IT) and equipment (OT) components.
Confirming that the response should include both software and equipment components.
