This Statement of Work (SOW) describes the requirements for designing, installing, and maintaining an Automated Parking Guidance System (APGS) at the Bureau of Engraving and Printing (BEP) District of Columbia Facility.
The contractor must install and program 120 parking sensors (above ground, flush mount, or inground), establish a Software as a Service (SaaS) parking management platform accessible via web portal and mobile application (iOS and Android), install three electronic parking guidance signages at vehicle entrances, and establish a dedicated secure network for all equipment communications and data transmission. Sensors must achieve 99% accuracy in detecting vehicle presence and available parking spaces under all weather conditions, be rated IP65 or NEMA 4 minimum, and withstand mechanical stress and harsh environmental exposure. All sensor data must be encrypted end-to-end using Advanced Encryption Standard (AES) 128 minimum and remain anonymous; data cannot be shared with third parties or used for training without express written BEP consent. The contractor must deliver a cloud-hosted management portal with real-time occupancy data, customizable views by zone, parking reservation features, reporting and analytics capabilities (including Excel and PDF export), system alerts, and maintenance support. The mobile and web-based applications must not require Personal Identifiable Information (PII) and must include security features with strong authentication, multi-factor authentication options, role-based permissions, and TLS/SSL encryption. The delivery period is 60 days after contract award, with installation occurring at the BEP Eastern Currency Facility (14th & C Street, S.W., Washington, D.C.). The contractor must provide site surveys, design documentation, hardware installation, network connectivity, integration testing, training for BEP personnel, detailed user manuals, and a comprehensive maintenance plan covering a base period plus four optional years, including daily system inspections, software and firmware updates (cleared by BEP Office of Security), with 4-hour maximum response time for support issues and maximum 24-hour downtime for SaaS applications. Standard manufacturer device warranty must be minimum one year with options to extend up to two additional years. All contractor personnel require background investigations by BEP's Office of Personnel Security, Non-Disclosure Agreements with the Office of Security, and must wear visible identification badges while on premises; weapons and firearms are prohibited. The contractor is responsible for all labor, materials, transportation, delivery (freight on board to BEP), and must perform installation between 07:00 am and 03:30 pm Monday through Friday unless COR-approved otherwise.
