About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Bureau of Engraving and Printing, Office of Acquisition. Amendment 0005 extends the Request for Proposal due date to February 18, 2026 at 9:00am CST for solicitation 2031ZA26R00011, a brand-new contract requirement under NAICS 812930 with a $47 million small business size standard. The amendment includes answers to three contractor questions and removes a background security requirement from Section 3.13.2 of the Statement of Work that previously mandated full completion of government-required background check investigations at proposal submission time. Contractors are now only required to submit completed background check forms rather than fully cleared investigations. The solicitation is designated as a Total Small Business Set-Aside, and the government confirms that an SBA-certified small business serving as prime contractor with an international technology provider as subcontractor remains compliant with set-aside restrictions, provided all terms and conditions of the solicitation are met.

Amendment 0005
2031ZA26R00011
1. Is this a brand-new contract OR if there is (was) an incumbent performing these services.
Government Response: This is a brand-new requirement.
2. Background Security Requirements (Section 3.13.2): The SOW states that each contractor employee must "successfully complete the Government required background check form at the time of the proposal submission". Could you clarify if this requires the full completion of the investigation by Monday, or simply the submission of the completed background check forms for all proposed personnel? If the former, we would appreciate any guidance on the expedited process, as securing full clearances for new sub-contracted personnel by the 16th presents a significant timeline challenge.
Government Response: The following statement was removed from the Statement of Work section 3.13.2, "Each Contractor employee performing under this Contract must successfully complete the Government required background check form at time of the proposal submission and must maintain the level of security required for the life of the Contract.”
3. Total Small Business Set-Aside: As this is a Total Small Business Set-Aside under NAICS 812930 ($47M size standard), we are confirming our alignment with these criteria. Could you please verify if a partnership between an SBA-certified small business (serving as the prime contractor) and an international technology provider (serving as a subcontractor) remains fully compliant with the set-aside restrictions?
Government Response: The government can verify that an SBA-certified small business is fully complaint providing they comply with the terms and conditions in the solicitation.
