About this file

This document is a Questions and Responses file for the BEP WCF TVC Solicitation #2031ZA26R00002, providing clarifications for potential bidders on various aspects of the contract. Key details include the historical operation of the Tour and Visitor Center with 10-12 personnel, positions such as general/operations manager, tour guide lead, retail sales lead, guides, clerks, and shuttle drivers. The solicitation involves an ADA-compliant shuttle bus service, with an onsite garage space that currently accommodates two shuttles and two trailers.

Notable responses address contractor personnel, payroll, and background check processes. There are no limits on the number of contractor personnel onsite, no restrictions on current contractor employees, and the government pays monthly invoices submitted by the contractor. Background checks will be initially performed by BEP at no cost, with subsequent checks ranging from $500 to $4,000 if needed. The document also clarifies a formatting issue in the RFP, noting that Volumes I and II should not include company logos or names, and a corrected version will be uploaded to SAM.gov as an amendment.

BEP WCF TVC Solicitation #2031ZA26R00002

Questions / Responses

1. Question: What are the current employee’s payroll cycle? Are they paid weekly, bi-weekly, or semi-monthly?

RESPONSE: The government pays a monthly invoice submitted by the contractor. The government has no information about the contractor payroll system.

2. Question: Is there a specific SCA codes that bidders should use?

RESPONSE: Review Attachment C Wage Determination document that was posted in the Pre-Award Solicitation on SAM.gov and chose codes that best fit the positions listed in the Request for Information document (general/operations manager, tour guide lead, retail sales lead, guides, clerks and trams/shuttle drivers). Historically, the contractor has operated the Tour and Visitor Center with 10-12 personnel.

3. Question: Is there a cap or limit on the number of contractor personnel allowed onsite at one time, either by role or total headcount?

RESPONSE: There is not limit or cap on the number of contractor personnel onsite.

4. Question: Are there any restrictions or preferences regarding First Right of Refusal for current employees under this solicitation? If applicable, will BEP provide a list of incumbent personnel or roles eligible for FROR consideration?

RESPONSE: There is no restrictions or preferences on current contractor employees.

5. Question: For the required ADA-compliant shuttle bus service, is there a preferred seating capacity or configuration that BEP recommends?

RESPONSE: There is no preferred seating capacity or configuration that BEP recommends. The onsite garage space currently accommodates two shuttles and two trailers (one ADA-compliant trailer).

6. Question: There appears to be conflicting direction between these two paragraphs in that paragraph L.4.1 requires the company name to be inserted onto each page of Volumes I and II, and paragraph L.4.3.a) which prohibits inclusion of the company name in the same Volumes I and II. Would you please provide clarification?

RESPONSE: Please follow instructions in the RFP 2031ZA26R00002, Section L.4.3: General Format on Page 43 of 50 that states: “Volumes I and II shall NOT include price data, company Logos, or any mention of the company name.” A corrected version of the RFP 2031ZA26R00002 will be uploaded to SAM.gov as an amendment.

7. Question: What is the maximum cost amount expected for a background check should this situation arise? Reference: RFP 2031ZA26R00002; Section “Performance Work Statement”, Part 1 General Information, Paragraph 1.6.18.8 states “The BEP will perform the first background check for each position at no cost to the Contractor. The cost of any subsequent background checks made necessary due to the failure of the first applicant shall be accepted by the Contractor.”

RESPONSE: The cost of a background check varies from $500 to $4,000 and will only occur if the Contractor prefers to request a subsequent background check after initial failure.
