About this file

This is a Request for Quotation (RFQ) for quarterly preventative maintenance and repair services for fitness center exercise equipment at the Bureau of Engraving and Printing (BEP) in Washington, DC. The solicitation number is 2031ZA26Q00052, with quotes due by March 24, 2026, at 2:00 PM Eastern Time. This is a small business set-aside (100%) for a firm fixed price and time and materials contract. The performance period runs from April 1, 2026, through March 31, 2029, with two optional one-year extensions and a final six-month extension available through September 30, 2029.

The base contract includes four quarterly preventative maintenance services (Item 0001 at firm fixed price) and repair/replacement parts (Item 0002 at $15,000 not-to-exceed, time and materials). Similar line items structure the two one-year option periods (Items 1001-1002 and 2001-2002 with NTE amounts of $16,500 and $18,152 respectively), plus a final six-month option period (Items 3001-3002 with NTE of $9,076). Repair technician labor rates are to be determined (TBD). Quoters must submit three volumes: technical capability addressing approach and staffing plan; past performance documentation with up to three relevant projects from the last five years; and pricing in Microsoft Excel format per the provided template. Evaluation will be based on technical capability, past performance, and price, with award to the responsive, responsible quoter providing best value. Contact Officer Ashley Johns (ashley.johns@bep.gov, 202-874-2246) handles all inquiries, with questions due by March 18, 2026.

1. Total price for CLIN X001 (Preventative Maintenance), PLUS;

2. The CLIN X002 (Repair/Replace Parts) hourly rate multiplied by one (1) hour (for evaluation purposes only).

For purposes of determining the evaluated price for the six-month 52.217-8 extension, the total price is calculated as one-half of the total price of the final option year.

The Government will evaluate price to determine fair and reasonableness. Price evaluation will be based on the completeness, the accuracy, and reasonableness of the quoted prices to ensure that the Contractor understands the scope of work included in the solicitation. For the price data to be complete, the Contractor must provide all the data necessary to support quoted pricing.

Th evaluated price must be found to be fair and reasonable in order to be eligible for award. The pricing evaluation will be based on price analysis techniques found in FAR 15.404-1 to determine if they are fair and reasonable. Price realism may be used when a fair and reasonable price cannot be determined through price analysis alone. The Government reserves the right to reject any quotation that includes overtime or extended hours billing practices.

Price quotes shall be submitted in the Microsoft Excel format Pricing Template at Attachment 6. The quoter's quote is presumed to represent the Quoter's best efforts in response to the solicitation. Any inconsistency, whether real or apparent, between promised performance, and cost or price, shall be explained in the quote.

The following factors shall be used to evaluate quotes:

• Factor 1 -Technical Capability

• Factor 2 - Past Performance

• Factor 3 - Price

The Government may perform a comparative evaluation of non-priced factors (comparing vendors to each other) to select the contractor that is best suited and provides the best value, considering the evaluation factors in this solicitation.

Step 1: Upon receipt of quotes, the Government will evaluate each vendor, factor by factor, and document the noteworthy observations for each vendor for the non-price factors.

Step 2: After evaluating all quotes for one factor, the Government will determine which quote to be the most advantageous.

Step 3: The Government will continue evaluating the remaining non-price factors repeating steps 1 and 2 above.

Step 4: Lastly, the Government will perform tradeoff of all factors, to include price to select the overall best value to the Government.

Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

Notice of award. A written notice of award or acceptance of a quote furnished to the successful Quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quoter's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award
