About this file
This document is an Amendment to a Solicitation/Modification of Contract and accompanying Questions and Answers for a federal procurement of nickel pellets. The contract is an Indefinite Delivery Indefinite Quantity (IDIQ) award to Treasury-Acquisition for the Treasury Common Services Center, Office of Acquisition in Washington, DC. The requirement is for Vale's Nickel "S" Pellets delivered in 35-gallon drums (approximately 300 lbs each, though exact weight is not mandatory). The total contract spans five one-year ordering periods with a minimum of $66,658.08 and a maximum of $3,332,190.40, requiring 340 drums total (68 drums per year), with 34 drums going to Washington, DC and 34 drums going to Fort Worth, Texas annually. Award was made on January 26, 2026, with an effective date of February 12, 2026.
Quoters must provide pricing for Ordering Period 1 only and agree to hold prices for 60 calendar days from the quotation deadline. The contract employs Firm Fixed Price with Economic Price Adjustment provisions (FAR 52.216-2(c)(1)), allowing price increases up to 10% or decreases with no limit. Delivery orders may be placed beginning on the contract award date through the first year as the minimum IDIQ requirement, with quantities potentially varying based on actual program office needs. The specification requires only Vale's Nickel "S" Pellets; alternative materials or packaging formats are not acceptable. Pellets must arrive in their original manufacturer's packaging (10 kg plastic bags within boxes), and these boxes must be placed in 35-gallon drums that are then skidded and shipped.

Question and Answer:
1. Question: What is the thickness range? We have purity Ni and we can custom make per your spec.
Answer: Please read the specification of the requirement and the brand name justification. We are only accepting Vale’s Nickel “S” Pellets.
2. Question: As per the contract terms:
Contract Minimum: $66,658.08, with individual delivery orders issued afterward.
Contract Maximum: Not to exceed $3,332,190.40 across five one-year ordering periods.
There is no guarantee on the number of delivery orders beyond the minimum.
Given that this requirement is under a BPA, it is unclear whether the full BPA contract will be issued immediately or only for the base year. Our vendor has indicated that they cannot hold Nickel pricing for five years. If the full quantity 340 DRUMS of 102,000 pounds is required for this contract, we would need to purchase it all at once and store it until delivery, which presents significant financial and logistical risk due to price fluctuations over time.
Could you please confirm how you intend to proceed with this BPA? Specifically, we would like to know:
a. Whether the BPA will be awarded for the full five-year period upfront or in phases.
b. If delivery orders will be issued gradually according to actual requirements.
Answer:
This is Indefinite Delivery Indefinite Quantity (IDIQ) not BPA.
From the previous contract, the program office has utilized all the drums; however, IDIQ requires minimum and maximum (per rule), so the government must establish these numbers.
Due to fluctuation of nickel’s pricing, this solicitation was established as Firm Fixed Price with Economic Price Adjustment (see Section I) 52.216-2(c)(1) which allows the increase up to 10% or decrease in pricing with no limit in price.
a. Award will be made in full 5 years. For the purpose of evaluating this requirement, Ordering Period 1 shall be priced only. The Quoter agrees to hold the prices for Ordering Period 1 for 60 calendar days as specified, deadline of quotation, unless another time is specified in an addendum to RFQ.
b. Yes, however, it can change according to the Program Office needs. The delivery order can be placed from the day of award up to its first year as the minimum requirement for IDIQ.
3. Question: I have working on this quote but wanted to make sure I fully understood. The request is for a total of 340 drums, with 68 drums being shipped each year from March
2026 forward. Is the contract going to be a guarantee to purchase all 340 drums in the five year period?
Answer: See the answer in Question #2.
4. Question: I wanted to confirm the packaging requirement listed in the item description.
The solicitation specifies 300lb drums, which is not the standard packaging format for S- Pellets. The material is typically supplied in 110.23lb boxes. Would this packaging be acceptable for your requirements?
If 300lb drums are required, we do have the capability to repackage accordingly.
However, since repackaging could impact pricing, I wanted to confirm the requirement prior to submitting our bid.
Answer: Yes, nickel needs to be delivered in drums.
5. This product is only available in 10 kg plastic bags, with 5 bags packed in a cardboard box. There are 20 boxes on a pallet. Therefore, 22 boxes = 2,2425. Can you confirm where this packaging is acceptable?
Answer: This is how we receive them in drums. The pellets are in the original bags. The bags are in 35-gallon drums. The drums are skidded up and shipped out to us. The overall weight does not need to be exactly 300 lbs.
6. Ok so when do they decide on the quantity, or is that open for 5 years?
Answer: The IDIQ is for 5 years. See the answer in Question #2.
7. I have working on this quote but wanted to make sure I fully understood. The request is for a total of 340 drums, with 68 drums being shipped each year from March 2026 forward. Is the contract going to be a guarantee to purchase all 340 drums in the five year period?
Answer: See the answer in Question #2a.
8. We would like to confirm whether the following packing method is acceptable for this requirement. The Nickel S Pellets will be packed in the manufacturer’s original boxes, with each pallet containing twenty (20) boxes. Each box contains five (5) sealed plastic bags of S Pellets. This method has been successfully used by the manufacturer for many deliveries. The boxes will be banded and shrink-wrapped to the pallet, and the pallet will be placed on a larger pallet if required by the Government. A protective cone will be placed on top of each pallet to prevent stacking and to avoid any damage during transit.
The loading on the freight trucks will be carefully supervised to minimize damage of the boxes during transit and damage will be insured for additional protection. For reference, an image shared by the distributor showing their standard shipping method with cones placed on top of the pallets is provided below.
Answer: The Government has been ordering it in Drums. See the answer in Question #5.
9. Do we have to bid on all 5 years? After we submit a price, what happens if the nickel price changes and we cannot honor the price we placed on the bid?
Answer: For the purpose of evaluating this requirement, your quote shall be provided for Ordering Period 1 only. Ordering Period 1 shall be priced. The Quoter agrees to hold the prices for Ordering Period 1 for 60 calendar days as specified, deadline of quotation, unless another time is specified in an addendum to RFQ. The contract will be awarded for 5 years.
10. Will you be ordering all 68 drums at once and how many will go to Washington and Fort Worth.
Answer: This is an IDIQ with minimum requirement of 68 drums per year. The delivery order can be placed from the day of award up to its first year as the minimum requirement for IDIQ. The Quoter agrees to hold the prices for Ordering Period 1 for 60 calendar days as specified, deadline of quotation, unless another time is specified in an addendum to RFQ. Thirty-four (34) will be going to Washington and 34 will be going to Forth Worth.
11. This will be my first time submitting a quote for the Bureau of Engraving. Is that something that I will be sending to you directly?
Answer: Quoters are responsible reading the entirety of the solicitation.
12. Could you please confirm how many drums you need for each location so we can quote the shipping accordingly?
Answer: 34 is going to Washington and 34 is going to Forth Worth.
13. Please read the entirety of the solicitation with changes before submitting your quote.
