About this file
This is a federal contract amendment for DCF Tour Services issued by the Bureau of Engraving and Printing (BEP). The amendment extends the proposal due date to 10/10/2025 at 12:00 PM EST and makes several key modifications, including updating the Contract Line Item Number (CLIN) structure to reflect dollars and adding FAR 52.217-8 Option to Extend Services CLINs. The solicitation covers tour and visitor center operations, with a base period and option periods for services not to exceed 16,570 hours for standard operations and 20 hours for special events.
Key evaluation factors include Technical Approach (written proposal and oral presentation), Key Personnel, Staffing Plan, Past Performance, and Price. Offerors must submit a comprehensive proposal addressing these factors, with technical approach being the most significant. The contract will be awarded using a tradeoff approach to determine the best value, considering technical capability as more important than price. Proposals must meet specific formatting requirements, including page limits and content guidelines. The government intends to award one contract to the most advantageous offeror, with a period of performance starting 2/1/2031 and ending 7/31/2031.

4.0 CONTENT OF PROPOSAL SUBMISSION
Offeror shall submit proposals in five (5) separate volumes which address the following evaluation factors:
1. Factor 1 – Technical Approach
a. Technical Subfactor I – Written Proposal
b. Technical Subfactor II – Oral Presentation
2. Factor 2 – Key Personnel
3. Factor 3 – Staffing Plan
4. Factor 4 – Past Performance
5. Factor 5 – Price
a. Price Subfactor I – Signed 1449 and any signed Amendments.
b. Price Subfactor II – Signed Attachment 1, General NDA.
c. Price Subfactor III – A completed Attachment 6 Price Sheet Excel format.
The written proposal must not exceed forty-five (45) single-spaced, typewritten pages, excluding Volume/Factor 5 - Price. It should be written on letter size pages (8 1/2 X 11 inches). Any pages beyond forty-five (45) pages will not be read by the selection panel. Proposal writers should use a standard font (e.g. Times New Roman, Calibri, or Arial) and a 12-point font size with 1-inch margins.
Volume/Factor 1 - Technical Approach (not to exceed a total of 15 pages): Technical Approach will be evaluated based on the extent to which the Offeror's proposal demonstrates its ability to successfully perform all requirements of the Performance Work Statement (PWS) at a level that meets or exceeds the performance standards.
d. Technical Subfactor I – Written Proposal. The Offeror must clearly show how it will address the major tasks in Part 5: Specific Tasks of the PWS. At a minimum, the Offeror shall address management of the DCF TVC. Proposals must demonstrate an understanding of the work, feasibility of approach, and completeness.
i.Understanding of the Work - Proposals must demonstrate that the Offeror has a thorough comprehension and capability to perform the requirements of the PWS. A proposal which merely restates the requirement or states that the requirement will be met, without providing supporting rationale, is not sufficient.
ii. Feasibility of Approach - The proposal will be evaluated to determine whether the Offeror's methods and approach to meeting the contract requirements provide the Government with a high level of confidence of successful completion of tasks required by the PWS.
iii. Completeness - The proposal will be evaluated to determine whether the Offeror's methods and approach have adequately and completely considered, defined, and satisfied the requirements specified in the contract and/or solicitation.
e. Technical Subfactor II – Oral Presentation. Oral presentations will be used to corroborate Offerors' understanding of mailto:jerkendra.holloway@bep.gov the solicitation requirements and ability to perform the work. These presentations will not exceed 1 hour and will include the proposed staff for key personnel, to include 1) Project Manager, 2) Senior Lead Tour Guide/Alternate Project Manager, 3) Lead Tour Guide, and 4) Tour Scheduler as presenters.
Oral presentations will be virtual, and cameras must be turned on. Oral presentations are expected to be held during the 3rd or 4th week of October. If eligible, offerors will receive notice in advance of the date/time for oral presentations. See Section M for eligibility. Slideshows must be provided 2 business days in advance of oral presentations to kevin.nance@bep.gov.
At a minimum, the Offeror shall address the following during the oral presentation:
1. Introduction. The Offeror shall introduce their presenter(s); briefly describe the organization and history of the firm, and its principal products and services; and provide a very brief overview of the remaining parts of the presentation which place emphasis on demonstrating the Offeror's knowledge, capability, and uniqueness to successfully operate the Washington, DC Facility Tour and Visitor Center (DFC TVC).
2. Technical Approach. The Offeror shall present a thorough description of how it will accomplish the major tasks in Part 5: Specific Tasks of the PWS. The Government wants to know how the Offeror will manage Key Personnel, the Staffing Plan, quality control, the two-month Phase-In Period, and operations thereafter for the remainder of the base year and future option years. Offerors should include an image and discussion of the uniforms to be provided to personnel.
3. Sample Problem. The purpose of the sample problem is to demonstrate the Offeror's ability to develop solutions to problems that may be encountered during operation of the DCF TVC in a timely and effective manner. A sample problem will be addressed to the Offeror (presenters), and the Offeror shall present a response they feel represents the appropriate resolution to the problem situation. The answer to the stated problem must demonstrate a realistic and achievable response that would enable continued, successful operation of a visitor center. The following are by no means all-inclusive but are typical of the kinds of situations the Offeror may be asked to respond to including:
staffing problems, training, customer service, lost and found, handling emergencies, illness of staff and visitors, handling VIP visits, security, and protocol issues.
4. Conclusion. The Offeror will conclude the oral presentation by summarizing their qualifications and ability to perform work as stated in the PWS.
The Government considers the basis of the presentation to be the requirements as stated in Part 5: Specific Tasks of the PWS.
The Technical Approach is most significant, followed by the Sample Problem, Introduction, and Conclusion. The Offeror that demonstrates the greatest understanding of the Government's requirements the most effectively through its oral presentation will receive the highest rating. Each Offeror will be comparatively rated among all oral presenters and ranked from highest to lowest.
Volume/Factor 2 – Key Personnel (not to exceed a total of 15 pages). The Offeror must propose Key Personnel that meet or exceed the Government's minimum requirements as set forth in Section 1.6.11 of the PWS and meet the minimum staffing indicated in Section 1.6.11.6 of the PWS, to be considered acceptable for contract award. The Government will evaluate the experience and education of the proposed Key Personnel on the basis of the resumes and letters of commitment required to be submitted. This includes the 1) Project Manager, 2) Senior Lead Tour Guide/Alternate Project Manager, 3) Lead Tour Guide, and 4) Tour Scheduler.
1. These resumes, as well as those for any replacement personnel, will be no longer than four (4) pages and will contain:
a. Full name;
b. Job title for which the person is proposed;
c. Education qualifications;
d. Chronological work experience for the past 7 years, including the name and phone number of the immediate supervisor;
e. A brief narrative description of work experience;
f.Government or commercial contract work references, and
g. A dated and signed statement by the individual certifying that all information on the resume is accurate and complete.
2. The letters of commitment will be no longer than one (1) page and will contain:
a. Solicitation number,
b. Agreement by the employee to serve in the indicated Key Personnel position,
c. Specific expertise that will be provided, and
d. Availability to serve on the project.
Volume/Factor 3 – Staffing Plan (not to exceed a total of 5 pages). The Staffing Plan will be evaluated based on the extent to which it demonstrates the Offeror's staffing capabilities and intended staffing assignments. With the exception of Key Personnel, the Staffing Plan need not identify individuals by name, but rather, by positions. The format of the Staffing Plan may include text and charts. The Staffing Plan should include the following:
1. Plan to acquire and have the necessary skill set in place prior to the completion of the two-month Phase-In Period.
2. Process to validate credentials to ensure appropriate levels of education and experience of personnel and the ability to accurately complete and pass the required security investigations (Section 1.6.7 of the PWS) before the personnel start dates.
3. Plan to retain and replace personnel with the appropriate levels of education and experience throughout the life of the contract.
4. Key Personnel and all other positions that will perform the PWS requirements, to include position descriptions with the duties, responsibilities, experience, education, and certifications (Section 1.6.11) for the position.
5. Staffing mix of intermittent, part-time, and/or full-time employees. The staffing mix should reflect best practices in similar commercial industries.
6. Teaming arrangements, cross-training requirements, and back-up plans, if applicable, to meet the requirements of the daily operations of the TVC, to deal with surges in visitors, and to handle special events.
Volume/Factor 4 – Past Performance (not to exceed a total of 5 pages). The Offeror's history of past performance will be evaluated on the basis of the information contained in the Offeror's proposal and the information that the Government obtains through reference checks in relation to the issuance of Past Performance Questionnaires (See Attachment 4 Past Performance Questionnaire) or other means. Each Offeror shall provide a list of at least three (3) of the most relevant contracts regarding the services listed in Part 5: Specific Tasks of the PWS, either completed or on-going covering the past seven (7) years. Most relevant contracts are those for which it has performed relevant work similar in size, scope and complexity to all the requirements of this solicitation. Include the following information for each contract:
1. Name of Government Organization or Company
2. Contract Title and Number or other Identification Number (if applicable)
3. Contract Type
4. Total Contract Value or Volume
5. Contract Period of Performance
6. Description of Service(s). A synopsis of work carried out under each contract that describes the key tasks and an explanation of how that effort is comparable to the requirements of this solicitation, and the number of personnel, by major position and skill category, used on each contract.
7. Marketing Representative/Contracting Officer and Correct and Up-to-Date Telephone Number
8. Technical/Project Manager Point of Contact and Correct and Up-to-Date Telephone Number.
The past performance evaluation will seek to determine whether the Offeror has consistently demonstrated:
1. An established record for providing high quality, timely, cost-effective services while conforming to contract requirements.
2. Handling, or corrective action on, problems encountered on previous contracts (such as shortages of labor, loss of personnel, inadequate service provided).
3. Success in providing excellent customer satisfaction and incorporating innovative techniques.
Written proposals should include the above-listed information for each relevant contract as applicable.
Offerors with no past performance will receive a neutral rating. Such a rating will have no positive or negative evaluative significance. However, Offerors are encouraged to provide past performance information from predecessor companies, subcontracts, Key Personnel who have relevant experience or other past performance information such as relevant state and local government contracts and commercial contracts, so the Government can make an evaluation determination regarding a history or past performance. The Government is the sole decision authority as to whether the information presented can be used, substituted, or evaluated for this factor.
Volume/Factor 5 – Price (Page limit not applicable to Volume 5). Offeror shall provide costs for a Labor Hour type contract for DCF Tour Services as listed on Schedule B. Price Proposals shall be submitted in the Microsoft Excel format using the Price Sheet at Attachment 6. To include listed labor rates for each category and overtime rates. Proposed pricing shall be inclusive of all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform administrative and processing support as defined in this Performance Work Statement.
Relative Importance of Evaluation Factors. An offer must be acceptable in order for the Offeror to be eligible for award. The Government will not award a contract on the basis of an unacceptable offer. First and foremost, acceptability of the offer is the most important evaluation factor. The Government considers capability to be significantly more important than price. However, the Government will not select an Offeror for award on the basis of a superior capability without consideration of the amount of its price. The relative impact that any of the factors will have on the source selection decision will depend largely on the differences among the competing Offerors. In general, the Technical Approach is most significant, followed by Key Personnel, Staffing Plan, Past Performance, and Price.
(End of provision)
Section M - Evaluation Factors for Award
Evaluation factors for award 52.212-2 Evaluation-Commercial Products and Commercial Services (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factor 1 – Technical Approach
a. Technical Subfactor I – Written Proposal
b. Technical Subfactor II – Oral Presentation
Factor 2 – Key Personnel
Factor 3 – Staffing Plan
Factor 4 – Past Performance
Factor 5 – Price
a. Price Subfactor I – Signed 1449 and any signed Amendments.
b. Price Subfactor II – Signed Attachment 1, General NDA.
c. Price Subfactor III – A completed Attachment 6 Price Sheet Excel format.
Technical Approach is most significant, followed by Key Personnel, Staffing Plan, Past Performance, and Price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
EVALUATION CRITERIA:
1) BASIS FOR CONTRACT AWARD
Proposals shall be reviewed, evaluated, and awarded in accordance with the evaluation criteria identified in this document.
Proposals that take exception to any requirement, state assumptions or impose requirements not in or contrary to the solicitation or otherwise qualify the Proposal shall not be considered and shall be deemed unacceptable for award.
In accordance with FAR 15.101-1 the government intends to utilize the tradeoff approach for award that represents the greatest value to the Government. The Basis of Award is the results of the evaluation of an Offeror's Technical Approach, Key Personnel, Staffing Plan, Past Performance, and Price. To receive consideration for award, a rating of "Meets" must be achieved for the Technical Approach, Key Personnel, Staffing Plan and a rating of "Some Confidence" or "Neutral" must be achieved for the Past Performance Factor. A rating of "Unacceptable" for any sub-factor under the Technical Approach Factor will be cause for an overall "Unacceptable" rating for that factor. Proposals receiving an "Unacceptable" or "Low Confidence" rating in either the Technical Approach, Key Personnel, Staffing Plan or Past Performance factors will be excluded from the competitive range and are ineligible for award.
The tradeoff approach does not require that the award be made to either the Offeror submitting the highest rated technical proposal or the Offeror submitting the lowest cost or price, although the ultimate award decision may be made to either of these Offerors.
BEP intends to award one contract to the responsible Offeror whose proposal is responsive to the Solicitation and determined to be the best value to the Government and most advantageous to the Government. Selection of the best value to the Government will be achieved through a process of evaluating the strengths and weaknesses of each Offeror's proposal in accordance with FAR 15.
2) EVALUATION FACTORS
The award of the task order will be determined by evaluations and ratings under the below Factors.
The evaluation of the task order will be based on an assessment of the Offeror's proposal. Proposals shall be evaluated on the factors listed below. The Offeror shall submit sufficient information, description, quantities, and technical specifications in the proposal for the Government to make a comprehensive evaluation of its capability in providing the requirements listed in the solicitation. Proposals submitted by vendors must meet characteristics presented in the RFP to be deemed technically acceptable.
For evaluation purposes, the Government will evaluate selections based on the best value.
A competitive range may be established for this requirement. The competitive range is a pool of the "most highly rated" proposals, based on the evaluation criteria, that have a reasonable chance of being selected for award. Proposals that are not among the most highly rated, or that are deemed "technically unacceptable" and/or would require major revisions, are excluded from the competitive range. Offerors who are excluded are typically notified in writing.
Only the offerors within the competitive range may have "discussions" with the contracting officer. During this stage, offerors may be allowed to revise their proposals to address weaknesses in their technical approach. The final award is then made based on the revised proposals.
The following factors shall be used to evaluate offers:
1. Factor 1 – Technical Approach
a. Technical Subfactor I – Written Proposal
b. Technical Subfactor II – Oral Presentation
2. Factor 2 – Key Personnel
3. Factor 3 – Staffing Plan
4. Factor 4 – Past Performance
5. Factor 5 – Price
a. Price Subfactor I – Signed 1449 and any signed Amendments.
b. Price Subfactor II – Signed Attachment 1, General NDA.
c. Price Subfactor III – A completed Attachment 6 Price Sheet Excel format.
a. FACTOR 1 – TECHNICAL APPROACH
The Government will evaluate the extent to which the Offeror's proposal demonstrates its ability to successfully perform all requirements of the Performance Work Statement (PWS) at a level that meets or exceeds the performance standards. The Government will make a comprehensive evaluation of the Offeror's technical approach. If an "Unacceptable" rating is received for Technical Subfactor I – Written Proposal, the offeror's proposal will no longer be evaluated, and the offeror will not be notified for an oral presentation. Only offeror's who receive a "Meets or Exceeds" rating for Technical Subfactor I – Written Proposal, will be notified with a date/time for an oral presentation for evaluation under Technical Subfactor II – Oral Presentation.
b. FACTOR 2 – KEY PERSONNEL
The Government will evaluate the experience and education of the proposed Key Personnel on the basis of the resumes and letters of commitment required to be submitted. This includes the 1) Project Manager, 2) Senior Lead Tour Guide/Alternate Project Manager, and 3) Lead Tour Guide.
c. FACTOR 3 – STAFFING PLAN
The Government will evaluate the extent to which it demonstrates the Offeror's staffing capabilities and intended staffing assignments.
d. FACTOR 4 – PAST PERFORMANCE
The Government will evaluate based on recency (within the past seven years), relevancy (same or similar scope in reference to PWS), and Past Performance Questionnaires. Data that is not recent or references that can no longer be reached will be discarded and not considered. Past performance will be further evaluated through a review of the Past Performance and Information Retrieval System (PPIRS), Contractor Performance Assessment Reporting Systems (CPARS), and or other Government databases.
e. FACTOR 5 – PRICE
The Total Evaluated Price (TEP) will represent the vendor's proposal under Factor 3. The vendor's TEP will be calculated as follows:
Labor Hour (LH) CLINs: Total prices submitted for (a) the base period, (b) all option periods, and (c) the six month extension authorized by FAR clause 52.217-8. For purposes of determining the evaluated price for the six month 52.217-8 extension, the total price is calculated as one-half of the total price of the final option year.
As a pre-condition to receiving award, the awardee's pricing must be fair & reasonable. The Government will determine whether pricing is fair & reasonable in accordance with FAR 15.403-1(c)(1)).
The Government will evaluate the price of each offer for reasonableness in relation to the prices of its competitors along with the Government Estimate to establish a competitive range. The price proposals will not be scored and will not be evaluated if the technical proposal is rated as unacceptable. The Government intends to limit the pricing evaluation to only those offers that reflect the technical competence necessary to accomplish the objectives of the proposed contract. Once these offers have been identified, the evaluation of those price proposals will be performed. Since the price proposal will be evaluated to determine the reasonableness of the Offeror's proposal, price analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:
1. Comparison of proposed prices received in response to the solicitation.
2. Comparison of proposed prices with resources proposed.
3. Obtaining information/reports from outside agencies as required
4. In relation to the Government's Price Estimate.
Proposals may be evaluated for cost realism, completeness and reasonableness:
1. Realism: Costs are compatible with the proposed scope of effort and operations reflect reasonable economy and efficiency.
2. Completeness: All information and data required by the Request for Proposal (RFP) has been submitted, tracks to the requirements, and supports the offer.
3. Reasonableness: Prices are considered fair under current market conditions, reasonable to the Offeror and reasonable to the Government.
Note that the Government:
a. Reserves the right to eliminate from consideration any Price Proposal in the technical competitive range where the aggregate of the price/costs is obviously too low to provide the level of services identified by agency.
b. Reserves the right to discuss price with all Offerors found to be technically competent to fulfill these requirements and to request a revised proposal.
c. The Government intends to evaluate proposals and award a contract after conducting discussions with offerors whose proposals have been determined to be within the competitive range. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. Therefore, the offeror's initial proposal should contain the offeror's best terms from a price and technical standpoint.
Unrealistically low (or high) proposed prices or prices unbalanced between the various option years, initially or subsequently, may be grounds for eliminating a proposal from competition either on the basis that the Offeror does not understand the requirement, or has made an unrealistic proposal. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
3) RATING METHODS
a. FACTOR 1 – TECHNICAL APPROACH
Technical Approach Rating Method:
Technical Approach Rating Definition
Exceeds In addition to meeting the requirements for a rating of "Meets," as defined below, the proposal reflects strengths that demonstrate a high likelihood of a successful technical performance approach. In addition, may identify innovations or features that should significantly benefit the project and provide substantial value to the Government.
The impact of the strengths significantly outweighs the impact of the weaknesses and risks noted in the offeror's proposal.
Meets The offeror's proposal is responsive to the factor requirements and demonstrates an average likelihood of a successful technical approach. The impact of strengths demonstrated by the proposal does not support a rating of "Exceeds," as defined above. The proposal is likely to be weighted as 'Meets" as the proposal indicates an adequate approach and understanding of the requirement.
Unacceptable The offeror's proposal demonstrates a low likelihood of acceptable performance for a Technical Approach. The impact of strengths, weaknesses, and risks demonstrated by the proposal does not support a rating of "Meets," as defined above. The impact of the weaknesses significantly outweighs the impact of the strengths noted in the offeror's proposal.
