SECTION C
Statement of Work Lepe, ns-Lepe, SNI, IFS, BPS Currency Strap and Bundle Band Rolls
SECTION I: Background
The Bureau of Engraving & Printing (BEP) is the component of the Department of the Treasury that designs, engraves, and prints U.S. banknote currency and other U.S. security products. Banknote currency manufacturing occurs at BEP’s DC Facility (DCF) located in Washington, DC and the BEP’s Western Currency Facility (WCF) located in Fort Worth, TX. The BEP’s primary customer is the Federal Reserve Board (FRB).
Part of the currency production process is to place a printed paper band around one hundred (100) Federal Reserve Notes (FRN) to indicate denomination; the printed paper bands are referred to as currency straps.
These currency straps come in roll form of differing run lengths, widths, inner and outer diameter, roll direction, total number of straps, artwork, grammage, and caliper depending on the type of machine it is to be run on. They all, however, share a thin coating of polyethylene (PE) on one side of unprinted paper that serves as a heat-seal adhesive, applied after wrapping around a strap or bundle band.
SECTION II: Purpose
2.1 Product, Service or Outcome Needed.
The Materials Technical Contracts Division/ Office of Product Development requires currency strap and bundle bands in roll form to wrap and contain FRN on various machines, namely: Large Examining Printing Equipment (LEPE), non-sequential-LEPE (nsLEPE), Single Note Inspection (SNI), Inspection Finishing System (IFS), and Banknote Purchasing System (BPS3000 or M8) at the DCF and WCF locations.
The BEP has developed specification, Bands: Currency Strap and Bundle Band Rolls for Use in LEPE, NS-LEPE, SNI, IFS and BPS and is designated as B: CSB, Revision 10 dated 16 July 2024 establishing performance and acceptance requirements for this material at the various machines. The materials shall be suitable for currency packaging in the Bureau of Engraving and Printing, hereinafter referred to as the
BEP.
2.2 Scope of the Product, Service, or Outcome.
The scope of the product is to have a continuous supply of LEPE, ns-LEPE, SNI, IFS, and BPS currency strap and bundle band rolls at the BEP. The service associated with this procurement is supplying the rolls for the various equipment types used in the manufacture and packaging of US currency at the BEP. The outcome would be that the BEP will receive high quality LEPE, ns-LEPE, SNI, IFS, and BPS currency strap and bundle band rolls with consistency.
