About this file

This is a Questions and Answers document for a Bureau of Engraving and Printing (BEP) Western Currency Facility (WCF) project to upgrade the perimeter microwave intrusion detection system. The document contains 61 questions and answers covering technical specifications, site access requirements, and installation details.

Key specifications include: use of Southwest Microwave equipment with 1-for-1 swap of alarm boards, ¾" armored liquid tight flex conduit for microwave heads, stainless steel NEMA 4X enclosures (8"x10"x4"), twisted shielded pair cables rated for wet locations, and Meyers hub connections. Contractors must provide their own laptops with required software but cannot connect to BEP networks. Site access requires 24-hour advance notice for visitor badges, with processing time estimated at 30 minutes. The contractor will be provided storage space for a container and staging area on-site, with basic power available but generators recommended. Many original fence-related requirements have been removed from the contract scope, as indicated by numerous "N/A" or "No Longer Needed" responses. Testing and burn-in periods will follow Southwest Microwave's certification process, with BEP testing each zone as it comes back online.

2. How soon will the Microwave guy have his BOM and Pricing?

o See #1

3. Will we have Access Cards & Parking Passes to come & go as needed?

o Visitor Badges and parking passes will be provided and contractors may come and go as needed during normal working hours.

4. Who will provide for Underground Utility Location & Marking?

o BEP, COR will have CAD file and maps will be provided on site.

5. Does the Facility have preferred Contractors for Trenching, etc.?

o No.

6. What is the Part # for the Milestone SLA?

o No Longer Needed, removed from Contract.

7. A description of the current integrations that are at this location I know that we saw some good examples, but I believe it would be good to still submit this question in order to get a good description from BEP.

o Specs have changed and integration will be using existing 1 for 1 swap on alarm boards.

8. Can BEP provide a specification for the required new rigid PVC conduit?

o In ground PVC conduit from enclosure to enclosure will be reused. New conduit from microwave heads to enclosure will be installed using ¾” armored liquid tight flex.

9. Can BEP provide a specification for the paint required for the existing MW poles?

o A product recommendation from the contractor should be submitted for review by BEP Environmental.

10. Will contractor badges be issued for the project duration or will the contractor installation forces need to check in/out each working day?

o See #3

11. Can BEP provide a specification for the NEMA 4x enclosures?

o NEMA 4X - 8”wide X 10”height X 4” depth

12. BEP indicated at the walk-through that space will be allocated for a contractor-supplied storage trailer. Will power be available as well?

o Some basic power will be provided but contractor should be prepared with generator power.

13. Is the fence grounded?

o No Longer Needed, removed from Contract.

14. Has the outer fence been inspected for any existing condition issues that might affect performance of the Fence IDS?

tel:480-763-3757 tel:602-373-8063 mailto:jeffd@southwestmicrowave.com o No Longer Needed, removed from Contract.

15. What is the depth of the concrete under the inner perimeter fence?

o No Longer Needed, removed from Contract.

16. What is the depth of the 4’ x 4’ duct bank in between the inner and outer perimeter fences?

o No Longer Needed, removed from Contract.

17. The PWS calls for an interface with both the Milestone VMS and the Hirsch Velocity PACS:a. Milestone interface utilizes a license so no questions there. However, the tie to the Hirsch system could be either hardwired (via SWM outputs to inputs to the

MX panels) or soft via a custom SWM/Velocity interface written by Hirsch IGS

(professional services) or soft via Milestone to Velocity (already done according to Hirsch) or a combination of hardwired and software interface. Can BEP please clarify which methodology should be applied.

o No Longer Needed, removed from Contract. See #7

18. During the walk-through, BEP mentioned that the existing/new MW system must be fully functional by the end of the day during the swap process. BEP also indicated that all new cables are to be used requiring the removal of the existing cable, pulling the new cable and then connecting, powering up and aligning the new MW units. In addition, the SOW requires that the existing poles are to be painted which requires a minimum of 24 hours to dry.

o This requirement will be adjusted to fit reasonable needs and can account for longer downtimes with redundant systems. Contractor should be able to provide a timeline to expect zone to be up and operational.

19. Is there a mitigation procedure to accommodate an extended swap period per array pair?

o See #18

20. How should we address a damaged conduit or other unknown field condition o Contractor should contact COR to address problem and recommended solutions.

Cases will be handled on site and case by case.

21. Is the design created by Southwest Microwave to be distributed to the bidders?

o See #1

22. Can the design be altered providing it has the same proposed coverage?

o The fence portion has been omitted upgrading the exiting microwaves can have proposals submitted for change to the design as long as no extra cost is incurred by the Government or agreed upon before work has started.

23. Is a material list with quantities to be provided?

o Yes See #1.

24. What are the clearance requirements to allow a person on site to work the project?

o Names will be submitted to the COR and put on a visitor access list for a visitor badge.

25. What is the length of time to receive clearance to work on site?

o Should not expect any delays other than 24 hour notice of individuals that require access to the site.

26. What is the expected daily processing time to access the facility for those on a visitor’s badge?

o Unknown as the amount of visitors changes daily but expect no more that 30 minutes.

27. What storage area is to be provided for material?

o Contractor will be provided an area on the grounds that a container maybe brought in to store materials.

28. What staging area is to be provided for assembly?

o Same as the storage area, other areas maybe provided but coordination with the COR must be done first.

29. Who is to provide IT related equipment; such as, laptops, PCs, switches, data transmitters/receivers, etc.?

o Contractor shall provide its own laptop with required installation and tuning software mentioned in the PWS. No direct connection to the BEP network will be done at anytime.

30. Who is to install and program any IT related equipment?

o N/A Fence portion removed, Specs have changed and integration will be using existing 1 for 1 swap on alarm boards.
