Q1. The Operations Personnel listed in the chart do not have a classification in the provided

Wage Determination. What is the established rate of pay for these individuals? (Ref. RFP

Section 1.6.4, Page 11)

Response: The Wage Determination is included as a guide for basic minimum wage, there is no set price list. Please submit competitive pricing for positions.

Q2. Will BEP consider an extension for submission of Attachment A Past Performance

Questionnaire to require them due 10 days after all bidders receive answers to requests for clarification? (Ref. Attachment A. Past Performance Questionnaire - Amendment

0001)

Response: BEP does not anticipate extending the due date for the Past Performance

Questionnaire submission deadline beyond March 25, 2024.

Q3. Will BEP consider an extension of one week for the entire proposal submission deadline, to allow sufficient time to consider responses from requests for clarification?

Response: BEP does not anticipate extending the due date for the Proposal submission deadline beyond April 1, 2024.

Q4. For Attachment C Pricing Materials & Supplies, Base Year, the note states "Use 3% annual estimated increase." Is this increase mandatory for all bidders, as it is not calculated in the provided pricing spreadsheet for Options 1 – Option 4? Can bidders submit an annual increase or decrease that varies from the estimated 3%? (Ref.

Response: This is a suggested rate of escalation and is considered an estimation.

This increase is not mandatory. Bidders should submit competitive firm fixed pricing. The materials and Supplies CLIN is a not to exceed line item. That line will remain consistent at that level. The firm fixed rate may include a 3% for each option year.

Q5. Can BEP confirm that “Technical Personnel” refers solely to the electronics technician roles? Does “Technical Personnel” also refer to the sr. electronics technician role? (Ref.

RFP Section 1.6.10.5, Technical Personnel, Page 14)

Response: Technical Personnel refers to all electronics technician roles, including the Sr. Electronics Technician role.

Q6. Is the submitting bidder required to be an Authorized Dealer/Reseller of the Integrations listed for Milestone and Identiv, and show evidence of this in the response? (Ref. RFP

Section 1.6.10.5.3 Certifications and Training, Pages 14 – 15)

Response: No. While potentially beneficial, there is not a requirement for a bidder to be an authorized dealer/reseller of the integrations listed for Milestone and

Identiv.

Q7. Does the list provided in TECHNICAL EXHIBIT 3 – GOVERNMENT FURNISHED

PROPERTY meet the requirement for Exhibit 4 Restricted Material (Attachment) at the time of Bid submission? (Ref. TECHNICAL EXHIBIT 3 – GOVERNMENT-

FURNISHED PROPERTY, Pages 33-37, & Exhibit 4 Restricted Material)

Response: Yes. All the Government Furnished property currently in use at the

WCF meets the requirements of Technical Exhibit 4.

Q8. Can BEP confirm that all items on TECHNICAL EXHIBIT 3 meet current National

Defense Authorization Act (NDAA) and Trade Agreements Act (TAA) compliance? If not, is there a BEP reporting procedure for identifying non-compliant items during the contract term? (Ref. TECHNICAL EXHIBIT 3 – GOVERNMENT-FURNISHED

PROPERTY, Pages 33-37, & Exhibit 4 Restricted Material)

Response: Yes. All the items on Technical Exhibit 3 followed the applicable law and directives at the time of their acquisition. And any hardware items currently in use meet NDAA and TAA compliance. Any non-compliant items identified during the contract term should be reported in writing to the Contracting Officer’s

Representative (COR) and/or Contracting Officer for resolution.

Q9. Does the list in TECHNICAL EXHIBIT 3 – GOVERNMENT-FURNISHED

PROPERTY include any discontinued items or manufacturers? If so, does BEP have a list of acceptable alternative products that can be provided in advance of the response submission? (Ref. TECHNICAL EXHIBIT 3 – GOVERNMENT-FURNISHED

PROPERTY, Pages 33-37, & Exhibit 4 Restricted Material)

Response: Yes. There are some items listed that have been discontinued and are no longer in use. Any discontinued items are typically excessed and replaced by newer technologies readily available throughout the security industry. The acquisition of acceptable alternatives is approved through BEP processes and the alternatives are

3 | P a g e either Government furnished or acquired through the NTE materials and supplies

CLIN as needed. There is not a consolidated list of alternative products to provide.

Q10. How should responses show dividers as part of the response in a PDF format, as the use of tables and dividers is encouraged? Seeking clarification on how to format responses in a PDF format to include dividers. (Ref. RFP Section L.3.3, General Format, Page 86)

Response: Dividers (empty pages) can be used to separate sections. Dividers are excluded from the page count. Dividers are not mandatory.

Q11. For Volume II Factor 4 – Past Performance, what is the minimum and maximum number of Past Performance Responses required? (Ref. RFP Section L.3.5 Volume II, Past

Performance Summary, Page 87)

Response: There is no minimum and maximum number of Past Performance responses listed. However, please adhere to formatting and page limit guidelines.

Q12. Can Volume II include descriptions of past performance not submitted via Attachment A or only descriptions for those that received the Questionnaire? (Ref. RFP Section L.3.5

Volume II, Past Performance Summary, Page 87)

Response: Volume II of the proposal shall include a Past Performance Summary.

The offeror can freely decide the most relevant experiences to include in this summary. The past performance experiences does not have to be limited to those submitted via the Attachment A questionnaire.

Q13. Can BEP provide exactly how many resumes per role are required for roles exceeding a single FTE in Minimum Level of Effort Annually? (Ref. RFP Section L.3.4 Factor 3 –

Experience of Key Personnel, Page 87 and Page 11)

Response: The offeror can determine the amount of personnel needed for each position to meet the minimum level of effort. Resumes are only required to evaluate qualifications of key personnel positions.

Q14. Can BEP confirm whether a commitment letter per key personnel role is required or a commitment letter for every member of proposed personnel is required to meet the minimum mandatory requirement? (Ref. RFP Section L.3.4 Factor 3 – Experience of Key

Personnel, Page 87 and Page 11)

Response: If the proposed key personnel is/are not a current employee of the

Contractor, the Offeror shall include a signed commitment letter from the employee

4 | P a g e that reflects their intention and willingness to perform in the event the Contractor is awarded the contract.

Q15. Will BEP provide a sample commitment letter that meets the requirements for this submission? (Ref. RFP Section L.3.4 Factor 3 – Experience of Key Personnel, Page 87 and Page 11)

Response: A sample commitment letter attachment will be provided in Amendment

0003.

Q16. Can BEP provide a list of historical and current contacts for the Key Personnel roles identified? (Ref. RFP Section L.3.4 Factor 3 – Experience of Key Personnel, Page 87 and

Page 11)

Response: This information will be provided to the awardee as part of FAR 52.207-3

Right of First Refusal of Employment proceedings. This information will not be provided during the solicitation phase.

Q17. Key Personal - Is current adjudication and being a current BEP badged personnel a factor in determining the value of submitted Key Personnel? If not, can BEP provide the average adjudication suitability and badging process timeframe? (Ref. RFP Section L.3.4

Factor 3 – Experience of Key Personnel, Page 87 and Page 11)

Response: The education, technical experience and accomplishments of key personnel will be evaluated to determine the degree to which they possess the qualifications and knowledge to perform their proposed duties under the contract.

Current adjudication and being a current BEP badged personnel is not a factor in determining the value of Key Personnel. The average adjudication suitability and badging process timeframe is approximately 30-45 days.

Q18. For the Signature Requirements of SF-1449 & Certs and Reps, which volume (1, 2, or 3) should they be submitted under? (Ref. RFP Section L.8, Signature Requirements and L.9, Representation and Certifications Page 88)

Response: These documents can be submitted as separate attachments.

Q19. Can BEP provide a list of all staff associated with incumbent contract that currently have a BEP badge associated with the legacy contract? (Ref. RFP Section L.8, Signature

Requirements and L.9, Representation and Certifications Page 88)

Response: This information will be provided to the awardee as part of FAR 52.207-3

Q20. Will BEP provide a list and contact information for all those contractors and personnel that were part of the site survey? (Ref. Pre-Proposal Site Visit)

Response: The solicitation has been amended to include this information. The ‘Site

Visit Sign-in Sheet’ was added to Attachments in Amendment 0002.
