Amendment 0003

The first purpose of this amendment, Amendment 0003, for the WCF Security Support Services BEPWCF, is to provide additional information and/or clarification to previously posted questions and answers received from prospective offerors. The following questions were received from prospective offerors and responses provided. Some questions have been consolidated based on duplication and also referenced to an answered numbered response.

The second purpose of this amendment is to extend the due date for offers to noon on Friday, January 25, 2018.

1. I wanted to ask if the requirement mentioned above considered as new requirement or are there incumbent contracts? If there is an incumbent vendor, would you be able to provide the contract details (such as: Vendor Name, Contract Number, Award Date, and Value)?

Answer: The incumbent vendor; TMI Consulting, LLC, 1845 N Farwell Avenue# 209, Milwaukee, WI 53202 Contract Number: TEPG14-02456

2. Is this requirement currently performed by TMI CONSULTING, LLC (Contract #:

TEPG1402456) and has expired on 11/30/2018? Was this extended?

Answer: Yes, the current contract was extended .

3. Is the estimated value for this project greater than $250K?

Answer:

The BEP Office of Acquisition discloses the magnitude for construction project in accordance with FAR 36.204. As this procurement is for a service, no estimated value will be provided.

4. Our company is currently WOSB. Have you had or do you have sufficient interest in the subject solicitation to keep the set-aside at EDWOSB?

Answer: The set aside is ED-WOSB. The Set-Aside will not be changed.

5. Does the Combined Synopsis/Solicitation posted as solicitation number 2031ZA18R00023 on FBO contain requirements similar to an existing contract or will this be a new requirement.

Answer: This is a follow on to an existing requirement.

6. Is this a re-compete contract?

a. If so, what is the name of the incumbent? Please see question 4.

b. If so, what are the contract anniversary dates of the personnel currently on the contract? The period of performance runs from date of award for a one year period of performance. ( For example the last period of performance was from 01 Dec 17 through 30 November 18)

7. Is this a new contract? Answer: Yes If so, will government employees be replaced and, perhaps, available to work for the selected vendor. Answer: No government employees will be replaced. FAR 22.12 “Non-displacement of Qualified Workers Under Service Contracts” is applicable to this procurement.

8. Who is the current incumbent? Please see question 1.

9. What is the current Contract total Valued at?

Answer: $ 1,636,624.76

10. How many Years was the current contract awarded for?

Answer: 5

11. Can you provide the active award Solicitation number?

Answer: BEP-RFP-13-0232

12. Would the agency consider making this dual WOSB/EDWOSB? My company/personal status meets all of the requirements of the EDWOSB?

Answer: This is a Set-Aside for ED-WOSB. The Set-Aside will not be changed.

13. For pricing CLIN 0002/CLIN 1002/CLIN 2002/CLIN 30002 Base for Week Night/OT Currency Destruction Work Detail **, Does the Government request an hourly rate, monthly rate, or full period rate based on the 232 hours estimated in the PWS?

Answer:

The Government requests pricing for the full period rate based on 232 hours estimated in the PWS. Full period should include base year and 4 subsequent option years.

14. For pricing CLIN 0003/CLIN 1003/CLIN 2003/CLIN 30003 Base for Weekend/OT Currency Destruction Work Detail **, does the Government request an hourly rate, monthly rate, or full period rate based on the 232 hours estimated in the PWS?

Answer:

The Government requests pricing for the full period rate based on 232 hours estimated in the PWS. Full period should include base year and 4 subsequent option years.

15. For pricing, are the 232 annual OT hours split evenly across CLINS 0002 and 0003 in the base year and each subsequent option period? If not, how should the hours be included in Section B pricing?

Answer:

The pricing for OT hours in CLINS 2 and 3 should be split evenly using the annual 232 hours to include base year and 4 subsequent option years.

16. Are the 232 estimated annual OT hours distributed amongst all proposed employees performing document destruction or is that a per employee estimate?

Answer:

232 estimated annual OT hours are distributed amongst all proposed employees.

17. Under PWS Section 1.6.1.0, the Government states that the Contractor shall provide and identify within fourteen (14) business days after contract award the key personnel listing. However, In the Evaluation Criteria, the statement reads: At least 75% of proposed staffing positions are filled by personnel who are identified, engaged/hired, and readily available to obtain requisite security clearances and commence work. These statements seem to conflict. Will the Contractor be required to provide resumes with contingent hire offer letters within the proposal to be deemed “acceptable” in the capability evaluation? Will sample resumes reflecting the type of skillsets the Contractor employees will possess be adequate or must they be named individuals?

Sample resumes or contingent hire offer letters are not necessary. The contractor should provide key personnel based upon section 1.6.10 Key Personnel of the PWS.

Key personnel should include a contract manager, deputy contract manager, on-site supervisor and contractor employees. The contractor should provide a brief description of their qualifications.

18. In the PWS, on page 21 in Section 6.3.9 States,” If during the performance of the contract, a Contractor or subcontractor employee is replaced, BEP shall initiate an agency access clearance investigation for any replacement. If BEP denies an agency access clearance to a Contractor or subcontractor employee proposed as a replacement, the contract price shall be reduced as described in paragraph 6.2.8 above.”

The reference should be paragraph 6.3.8.

19. In the PWS in Section 1.6.4 under Hours of Operations that Processing I and II are two different physical locations?

Answer:

There are two separate location referenced in section 1.6.4 of the PWS. Processing Centers 1 and 2.

20. Section 1.6.7.1 of the PWS states "Each Contractor employee performing under this Contract must successfully complete the Government required background check form at time of the proposal submission.”

a. There was no form available in the solicitation package

Section 1.6.7.1 states Contractor personnel performing work under this Contract shall be subjects of background investigations, conducted by BEP’s Personnel Security, prior to start of work under this Contract. Each Contractor employee performing under this Contract must successfully complete the Government required background check form at time of the proposal submission, and must maintain the level of security required for the life of the Contract. Offerors are not required to submit any form relating to background checks with their proposals.

21. Section 1.6.10 Key Personnel, states at the Contract Manager and Deputy Contract Manager are these personnel to be named and included in the proposal as well? Are their resumes required or other information needed to be included in the proposal?

Answer: Yes, these key personnel (Contract Manager and Deputy Manager) are to be named and a brief description of their qualifications should be provided.

22. Section 1.6.11.1 states "The contractor shall determine the appropriate number of personnel to perform all aspects of this contract"

a. There are no performance statistics or other quantifiable information in the PWS to determine what the volume of work is required

Answer: The contractor should provide appropriate number of personnel to perform duties in areas of operations described in 1.6.4 of the PWS. This includes Processing Centers 1 & 2, Badge Room, Currency Destruction and key personnel described in section 1.6.10.
