AMENDMENT 002 – Request for Quotes (RFQ) Responses
QUESTION 1: Please share a metal reference for the ferrous purchase.
www.Kitcometals.com is a reference for nonferrous metals.
Response: There is no recommended / preferred site for ferrous metals.
QUESTION 2: Can you share what the following statement means:
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Response: Based on the acceptance of an offer, the Government will enter into a binding contract with the offeror as long as the offer is offered and accepted by the Government by the specified closing date.
QUESTION 3: Can you share what the following statement means:
Pricing for Services: Offerors shall submit a fixed price for all contract line items. If any subcontractors of teaming partners are proposed, quotes shall clearly delineate the specific services to be performed by such contractors or teaming partners
Response: Offeror shall submit a fixed price for all contract line items to include the total contract price for the requirement. If subcontractors or teaming partners are proposed, quotes shall clearly describe the specific services to be performed by the subcontractors or teaming partners. See Section 2.1.14 - Subcontractor and Section 2.1.8 – Key Personnel listed in the
PWS.
QUESTION 4: Can you share what the following statement means:
Please note that this procurement IS NOT being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation.

Response: This procurement will not be issued under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC); however, the Government will accept the quoted price. The Government’s terms and conditions will supersede the terms and conditions of the offeror’s FSS or GWAC contract, and the statement must be included in the quote.
QUESTION 5: The Pricing Proposal sheet for the Ferrous material does not contain a section for rebate (payback to BEP). Please explain.
Response: Please see Section 5.8 – Pricing/Payments of the PWS.
QUESTION 6: Is there any historical data available for previous annual quantities of Ferrous scrap metals or Non-Ferrous scrap metals? I understand "BEP cannot guarantee any minimum amounts", but it would help to know previous amounts and possibly how those have fluctuated from one prior year to another.
Response: Historical data is not available.
QUESTION 7: Can BEP upload photos of previous or current Ferrous or Non-Ferrous scrap metals? For examples only.
Response: BEP does not have photos of the previous or current ferrous or non-ferrous metals.
QUESTION 8: Can BEP share any examples of weight tickets or summary statements? This will help to assess "typical" shipment quantities, though we understand BEP makes no guarantees.
Response: Examples of weight tickets or summary statements are not available.
QUESTION 9: The RFQ states in Part 5.8, "Rebates shall be paid at the pre-agreed percentage of the current http://www.kitcometals.com/ Scrap Metal Price market rate." Is this consistent with the percentages listed in the previous sentence? [i.e. "4) Nickel chrome (58.3%)"] For example, if the Scrap Metal Price market rate for Nickel is $5.60, then the contractor is to pay BEP $5.60 x 58.3% = $ 3.2648 per lb.
Response: Each Nickel element (trims, trees, grindings, chrome, shreds, etc.) is listed in different pre-agreed percentage of the scrap metal price market rate. For example, if nickel chrome percentage is (58.3%), and if the scrap metal price market rate for nickel is $5.60 then the contractor will pay $3.2648 per lb.
QUESTION 10: Is the BEP selling nonferrous metals on both solicitations?
Response: No. Non-ferrous scrap metals will be purchased at a pre-agreed percentage on Solicitation No. 2031ZA18Q00503. Please see Section 5.8 – Pricing/Payments of the PWS.

QUESTION 12: There is language for nonferrous metals on both solicitations. Is the BEP selling nonferrous metals on both solicitations?
Response: No. A rebate (to the BEP) will be required for both solicitations. Please see Section
5.8 – Pricing/Payments of the PWS for both solicitations.
QUESTION 13: Some of the items are listed with percentages. Do these indicate recovery composition? [i.e. "4) Nickel chrome (58.3%)"] Please confirm it means the material is 58.3% Nickel and 41.7% Chrome/Other.
Response: No. Nickel chrome composition is 58.3%.
