Request for Clarification on 2031ZA17R00007 Amendment A0001 – 18 July 2017

Answers to the Request for Clarification

Item Solicitation Section Comment/Question Answer General 1 General The documentation on the bid say we should provide shipping costs for the units. It also gives two destinations. Can you tell me where the units are to be shipped to?

The units will be shipped to either the BEP Eastern Currency Facility in Washington, D.C. (ECF) or the BEP Western Currency Facility in Fort Worth, TX (WCF). The location will be specified in each Delivery Order.

Offeror shall provide shipping cost to both locations for all option periods. The facilities locations are indicated on page 11 of the RFP, Section F.4.

2 Section B On page 1/coversheet, there are two locations referenced: the Eastern Currency Facility (ECF) in Washington, D.C. and Western Currency Facility (WCF) in Fort Worth, Texas.

On page 2, B.1 notes a minimum of two instruments (benchtop and portable) and a maximum of three each benchtop and portable or a total of six instruments. Are these totals per location, i.e. a minimum of two total at each location or a total of two instruments across all locations?

As noted on Section B.1 of the RFP:

THE MINIMUM GUARANTEE ORDER(S) QUANTITY: The total minimum guarantee order for this IDIQ contract award is ONE (1) bench top tensiometer and ONE (1) portable tensiometer.

Section B. Pricing Schedule

Other related location questions: on p.3, Section B.3 Ln 0009, 0010, 0011 - what are the site locations for which I should quote shipping, installation, and training?

On p.5 Ln 2012; page 6 Ln 3001 and 4001, and

p. 12 Section F.6 - what site locations are applicable?

The BASE Period and Option One should be priced for the BEP ECF.

Option Two should be priced for WCF. The facilities locations are indicated on page 11 of the RFP, Section F.4. However, as documented above, we are requesting Offeror to provide shipping cost to both locations for all option periods.

4 Section B. Pricing

Schedule On page 3, the base ordering period of 12 September 2017 - 11 September 2018 is noted.

I wanted to confirm that delivery is typically 60 days after ordering; i.e. is it to be assumed that ordering on September 11, 2017 would specify delivery 60 days later on November 10? What is the payment date after invoicing on November 10?

Offeror shall deliver/install the systems within 60-days after issuance of a delivery order. The Government anticipates issuing a Firm Fixed Price IDIQ. Payment will be made after Final Acceptance, Section C.8.4 of the SOW on each Delivery Order.

5 Section I – Contract Clauses

On p. 36, a minimum order is noted. Is this minimum per year or per period of performance?

This is the minimum order per period of performance.

6 Section I – Contract Clauses

On p. 38, do workers compensation and employer liability (a) and (c) automobile liability insurances apply to companies with no full time employees (i.e. subcontractors only) or no automobiles?

DTAR 1052.228-70 – Insurance Requirements requires that contractors provide and maintain insurance of the kinds and minimum as outlined in FAR 52.228-5, Insurance Work on a Government Installation, as documented on the RFP, Page 28.

7 In Appendix A:

Statement of Work

On p.4, what exactly is required by specification A.6 - the ability to compensation for temperature difference?

The ability to compensate for temperature difference is referring to the ability to take into account the effect of temperature between measurements if needed. Temperature monitoring alone may allow for this.

Is the viscosity of the sample known a priori?

Will it be provided with the samples?

The viscosity of the sample is not known and will not be provided.

On p.8, will the place of performance in Section C.7 be one or the other address? Or should pricing and terms contemplate both locations simultaneously? Likewise, in C.9?

10 In Appendix A:

Statement of Work On p.10, Section C.11 - what are the storage requirements for the liquid samples and by what method will they be shipped? Will MSDS forms be provided? Is there an expectation of return of unused liquid sample?

According to the Safety Data Sheet (SDS), the sample should be stored in a cool, dry, well ventilated condition away from strong oxidizing agents.

The samples will be shipped using UPS Ground. A SDS will be provided.

The samples do not need to be returned.

11 In Appendix A:

Statement of Work

Please confirm the total number of liquid samples, as well as the method of shipping and storage requirements for each sample prior to shipping.

A total of six samples of diluted castor oil will be sent. The samples will be sent using UPS Ground. According to the SDS, the sample should be stored in a cool, dry, well ventilated condition away from strong oxidizing agents.
