STATEMENT OF WORK (SOW)
SURFACE TENSIOMETERS
C.1 BACKGROUND
The Bureau of Engraving and Printing (BEP) is a component of the Department of the Treasury that designs, engraves, and prints U.S. banknote currency and other U.S. security products.
Banknote currency manufacturing occurs at Washington, DC and Fort Worth, TX. BEP’s primary customer is the Federal Reserve Board (FRB).
The BEP Office of Quality Operations (OQO) has a requirement for bench top tensiometer systems as well as portable tensiometer systems. These systems will primarily be used for testing wiping solutions used for cleaning press components but will also have the ability to test other solutions used in the process of producing currency. The benchtop systems will be used for laboratory raw material testing and for development of standard test methods. The portable tensiometer systems will be used for site testing in the production areas.
C.2 SCOPE OF WORK
The contractor shall provide the BEP with bubble pressure tensiometers that are new and include all sub-systems and major components listed in the technical requirements. Under this requirement, the contractor shall be responsible for the systems, the delivery, installation, acceptance, associated deliverables, and training of the requirement herein. No prototypes, refurbished, one-of-a-kind, or two-of-a-kind systems will be considered. The systems must include the latest and current version of operating and data analysis software.
It is anticipated that the BEP will buy up to three (3) bench top tensiometers and up to three (3) portable tensiometer systems to be used in laboratories at both the BEP’s Eastern Currency Facility (ECF) and Western Currency Facility (WCF).
The contractor shall provide all labor and materials to deliver and install the systems. The contractor shall be responsible for the performance of all activities and materials to install and make the system ready for operation. The contractor shall provide startup assistance, training, calibration procedure, integration and warranty for this requirement herein. Warranty, calibration and maintenance operating assistance service will be required for one year.
C.3 TECHNICAL REQUIREMENTS
C.3.1 TECHNICAL REQUIREMENTS FOR BUBBLE PRESSURE TENSIOMETERS
The following represents the minimum technical, capability, functionality, and performance characteristics for the bubble pressure tensiometers and the portable
SOW - 2031ZA17R00007 4 | P a g e o f 1 1 tensiometer systems. At a minimum, the contractor shall supply the following sub-systems and major components for these systems as follows:
A. Bench top tensiometer systems with the following features:
1. Be able to perform the following procedures:
Constant surface age regulation
Automatic increasing of surface age
Dynamic surface tension auto-scan
Long term monitoring
Temperature Monitoring
2. To enable successful analyses of unique BEP materials, the bubble pressure tensiometer must meet or exceed the following technical specifications:
Have a surface tension measuring range with minimum less than or equal to 15 mN/m and a measurement range maximum greater than or equal to 100 mN/m
Have a resolution of 0.1 mN/m or better
Have a bubble lifetime measuring range of less than or equal to 15 ms and up to 100,000 ms or greater
Have sample temperature range of at least 0°C to 120°C
3. Have interchangeable capillaries.
4. Not require a density value to be inputted before a measurement can be taken.
5. Ability to remove immersion depth dependence.
6. Compensate for temperature differences.
7. No external gas supply needed for instrument operation.
B. Portable tensiometer systems with the following features:
1. Be able to perform the following procedures:
Automatic increasing of surface age
Generates dynamic surface tension curves
Long term monitoring
Monitor temperature
2. To enable successful analyses of unique BEP materials, the bubble pressure tensiometer must meet or exceed the following technical specifications:
Have a measuring range minimum less than or equal to 15 mN/m and a measurement range maximum greater than or equal to 100 mN/m

Have a resolution of 0.1 mN/m or less
Have a bubble lifetime measuring range of less than 20 ms
Have sample temperature range of at least 10°C to 50°C
Have interchangeable capillaries.
3. Not require a density value to be inputted before a measurement can be taken.
4. Ability to remove immersion depth dependence.
5. Compensate for temperature differences.
6. No external gas supply needed for instrument operation.
C. Operating System Characteristics for benchtop and portable systems
1. The operating software must be compatible with Microsoft Windows 7, 64 bit computer operating system;
2. Data provided by the software must be displayed in an easy-to-understand format without the need for additional manual calculations or conversions;
3. The results, including tables and graphs, must be exportable in formats suitable for subsequent inclusion in Microsoft Office 2010 documents such as Microsoft Excel 2010 spreadsheets or Microsoft Word 2010 documents.
4. Data can be extracted Using USB.
D. Safety
1. The bubble pressure tensiometers must meet all Federal, State and local safety requirements
E. All parts should be new. The above listing must be provided to specification without replacement. If any supply is unavailable, Contractor shall notify the BEP Contracting Officer Representative (COR) with recommended replacement part.
F. Contractor shall supply all parts within 60 days of award. If any item is deemed insufficient or damaged, the COR will notify the contractor. In the event, a system, does not work or is deemed damaged or found to be unacceptable; the contractor will replace the item at no cost to the Government to the specification required here in.
G. Contractor shall provide a minimum1-year warranty for all parts under this contract.
The warranty shall become effective after successfully completing acceptance testing.
C.4 TRAINING REQUIREMENTS
Contractor shall provide one day training during the day shift on the day of installation of the systems. The one day training will only occur during the installation of the system on
SOW - 2031ZA17R00007 6 | P a g e o f 1 1 base year. The contractor shall provide all training materials and labor required for the installation and training including:
C.4.1 Contractor shall schedule the installation of the systems and testing of all features such that the installation, testing and training is performed on the same day, or in such a way as to minimize downtown.
C.4.2 Contractor shall inform the BEP COR one (1) week prior to installation to coordinate and schedule installation and training.
C.4.3 Training of the OQO team personnel shall be performed during the day shift and on the day of installation.
C.4.4 After satisfactory completion acceptance of the systems, contractor shall provide training. Training personnel shall be qualified representative(s) and be proficient in the English language. Contractor shall provide specialized training to familiarize BEP personnel on the installation and operation of the system, parts, and to help ensure reliable performance and maximum service life, during normal usage. Contractor shall provide training at the BEP Washington D.C. Facility for one (1) day in such a way as to minimize downtime. Training will be provided by the contractor to all designated BEP personnel. The training shall be provided by the contractor during the day shift between 7:00 a.m. to 3:30 p.m., excluding any federal holidays and weekends. The installation and training day will be determined by the COR. The contractor shall provide all training materials to the COR prior to installation for review by the BEP. The training shall encompass installation, operation, and a separate maintenance session. The training materials will include a CD of all materials with adequate hard copies for each training attendee. All printed training aids shall be provided for the course, be in English language, and become the property of the Government.
C.5 MAINTENANCE SERVICE REQUIREMENTS
Contractor shall provide annual routine preventative maintenance and recalibration of all equipment. During the preventative maintenance service, the contractor will calibrate all functions of the instrument. Contractor shall provide a point of contact for maintenance and recalibration support. The following shall be included:
C.5.1 Original equipment manufacturer (OEM) certified maintenance and repair technicians shall perform all remedial maintenance, service, and repairs.
C.5.2 The systems must be inspected, optimized, and performance verified by completing the BEP Acceptance Test that was completed during installation.
C.5.3 Additional on-site emergency and/or unscheduled service/repair visits including all necessary labor, equipment (e.g. test equipment and tools), replace equivalent
SOW - 2031ZA17R00007 7 | P a g e o f 1 1 system parts, OEM factory-certified replacement parts, and travel to identify, interpret, and isolate suspected and confirmed malfunctions and then repair and resolve such problems with any part, component, thus returning the equipment to Proper Operating Condition meeting the specification defined in Section C.3.
C.5.4 On-site support shall be supplied within three (3) business days/best effort onsite service response of service call and shall be accomplished during local business hours, 7:00 AM to 4:00 PM excluding federal holidays and weekends.
C.5.5 Unlimited telephone and email technical support relating to the system, during the
Contractor's business hours, Monday – Friday (excluding Federal holidays).
C.5.6 OEM-certified replacement parts and software identical or fully compatible with original equipment.
C.5.7 OEM-certified maintenance and repair technicians shall perform all remedial maintenance and calibration services and repairs.
C.5.7 Absolute adherence to and conformity with OEM specifications, manuals, bulletins etc. in performing services and repairs.
C.5.8 Systems software, firmware and hardware support and updates are needed for reliability improvements and corrections of any defects.
C.5.9 When systems are repaired or serviced, performance will be verified by completing the Bureau Acceptance Test, below, that was completed during installation.
C.5.10 With the completing of service call or annual routine preventative maintenance and recalibration, the contractor shall provide the COR with a copy of a field service report/ticket identifying the following:
C.5.10.1 Equipment name, manufacturer model number, and serial number of the equipment being serviced/repaired.
C.5.10.2 The reason for the service call.
C.5.10.3 Detailed description of the work performed.
C.5.10.4 Test instruments or other equipment used to affect the repair or otherwise perform the service.
C.5.10.5 The name(s) and contact information of the technician who performed the routine preventative maintenance and recalibration or repair service.
C.5.10.6 For informational purposes, the on-site hours expended and parts/components replaced.
C.5.10.7 Scheduled Visits.

C.5.10.8 Any necessary routine preventative maintenance and recalibration or repair service will be scheduled by the COR with coordination by the Contractor.
C.5.10.9 Service personnel must be acceptable for entry into a secure U.S.
Government facility.
C.6 PERIOD OF PERFORMANCE
The period of performance for this contract is twelve (12) months plus four (4) one year ordering periods. The base period of this contract is for a bench top tensiometer system and a portable tensiometers system to be install at the BEP Washington D.C. Facility.
C.7 PLACE OF PERFORMANCE
Deliverables as required during the performance of this contract shall be delivered F.O.B.
destination. The equipment and supplies identified shall be delivered and installed to one the following address through the life of the contract:

C.8 BUREAU ACCEPTANCE TEST (BAT)
C.8.1 Responsibility for Inspection and Testing: The BEP reserves the right to perform any inspections and tests set forth for this equipment, to include inventory of parts list and supplies listed in contract.
C.8.2 Verification: Following installation, a demonstration of the systems and training shall be provided and performed by the contractor. Demonstration is expected to require one
(1) day and shall be conducted as part of the training. BAT Requirements for benchtop and portable tensiometer systems shall:
C.8.2.1 All components must be fully operational.
C.8.2.2 Five (5) replicates of the following must be completed to show reproducibility of surface tension values: deionized water, 0.30% sulfated castor oil (SCO) solution, 0.40% SCO solution, 0.50% SCO solution, 0.60% SCO solution, and 0.70% SCO solution. Sample analysis must yield less than 3% relative percent difference from the average of the five replicates as stated for each of the surface tension values. The BEP will provide the samples.
C.8.2.3 Successful preliminary method development for the analysis of wiping solutions for ink cleaning. This quantitative method will be used to determine percent
SOW - 2031ZA17R00007 9 | P a g e o f 1 1 sulfated castor oil content in wiping solution between 0.00% to 0.70% SCO.
This will require the ability to create a calibration curve relating %SCO and surface tension values at optimal bubble lifetime values. Must be able to determine %SCO concentration between samples with a %SCO concentration difference of 0.05% or less.
C.8.3 Validation: After training and installation, a validation of the system shall be performed by BEP to ensure features perform as expected in production and there are no unintended consequences to the systems. Validation is expected to require up to three (3) days performance.
C.8.4 Final Acceptance: The system shall be utilized by BEP for a minimum of three (3) weeks in production without any problems or issues being noted prior to final acceptance.
C.9 WARRANTY
Warranties on the equipment (system(s)) delivered and spare parts will be required. A one (1) year manufacturer’s warranty on the system(s) or any associated equipment and spare parts, shall be provided. Warranty period shall begin at the completion of equipment’s installation and final Government acceptance of the completed installation. Contractor shall provide a point of contact for any warranty issues or concerns. This warranty shall apply to all programming changes performed during the deliverable and installation of these systems.
Warranty shall include labor and travel required to correct any latent defects that prevent BEP from being able to attain the capabilities described in Section C.3 above at each of the installation sites.
C.10 EQUIPMENT CAPABILITY TESTING AND REPORTING
A capability test is required prior to the purchase of the benchtop and portable bubble pressure tensiometer systems. The vendor will be supplied with a series of samples described in Section C.11 below (Government Furnished Material). These materials shall be tested on both portable and benchtop systems. A report is required to demonstrate that the requirements discussed in Section C.8.2 can be met by both portable and benchtop systems. The report shall be included with Offeror’s proposal. The report shall include the following:
A. Summary of experimental procedures. This procedure must involve triplicate measurements of each sample on both portable and benchtop systems.
B. Summary of data collected by the benchtop system. This will include plots and or tables showing surface tension as a function of bubble lifetime for each of the samples provided.
C. Summary of data collected by the portable system. This will include plots and or tables showing surface tension as a function of bubble lifetime for each of the samples provided.

In addition to the report, the resulting surface tension data as a function of bubble lifetime will be provided electronically in either TXT or CSV formats. All data will be analyzed to in order to determine which bubble lifetime provides the best surface tension discrimination. The data showing the best discrimination will be used to determine if the creation of calibration curve for the quantification of %SCO in wiping solution is feasible with the benchtop and portable systems.
During the course of this contract, the vendor contractor will require sensitive but unclassified information that is proprietary to the United States Government. A Non- Disclosure Agreement (NDA) shall be signed and notarized as part of the submission package for consideration, Attachment B.
C.11 EQUIPMENT CAPABILITY TESTING AND REPORTING
The BEP will ship six (6) liquid solutions labeled A, B, C, D, E, and F. The %SCO content will incrementally increase in samples A through F.
C.12 DOCUMENTATION
The Contractor shall provide English-language documentation that describes the industry specification of the tensiometers and how to use the new software where it is different from the existing equipment and drives.
C.13 SAFETY
C.13.1 Contracted services must be performed in a manner consistent with the Bureau of Engraving and Printing (BEP) 75B Environmental, Health, and Safety Policy - BEP Document Control number75D-07-.0-04 EHS Contractor Requirements, Attachment F.
C.13.2 Contracted services must be performed in a manner consistent with the Bureau of
Engraving and Printing (BEP) Environmental, Health, and Safety (EHS) policy and applicable EHS laws, regulations and other applicable requirements, codes and standards.
The BEP contractually transfers responsibility to its contractors for compliance with applicable environmental, health, and safety laws and regulations, BEP policies, and for adherence to standards identified in contracts.
C.13.3 All contractors must comply with the requirements and procedures established through the BEP Environmental, Health, and Safety (EHS) office. The Contractor will be required to attend a safety orientation to review the emergency response requirement established by the BEP EHS office. Any chemicals that will be used must be EHS approved prior to the chemicals being brought on site. The COR will coordinate all BEP EHS requirements.
C.14 ACCESS TO GOVERNMENT FACILITIES
The BEP is a secure facility and all instruction of the BEP Police must be obeyed.
Weapons, cameras, and alcohol or illegal drugs are not allowed on site and are subject to

During the life of the contract, access to the Government facility for the Contractor, its subcontractors, and suppliers shall be made available as required. During all operations on Government premises, personnel for whom the Contractor is responsible shall comply with the rules and regulations governing the conduct of personnel and the operation of the facility. The Government reserves the right to require the Contractor's employees to sign in and/or sign out of the Government facility.
Limited parking will be available for Contractor personnel at the Fort Worth, TX facility pending availability. All vehicles entering the facility are subject to inspection. Vehicle Parking Permits will be required of all Contractor and Contractor employee vehicles entering the facility at WCF.
The BEP will not provide parking for the BEP Washington D.C. Facility.
