About this file

This document contains questions and answers regarding a Treasury Department solicitation for enterprise human resources support services. The incumbent contractor is RMA Associates LLC, and all qualified 8(a) small businesses are eligible to bid on the firm fixed price or task order contract. While the estimated labor hours are 900, the award will not establish an indefinite delivery/indefinite quantity contract. Teaming arrangements and partnerships may submit a partner's SSAE 18 compliance audit, but subcontracting will not be accepted. Offerors were encouraged to submit any questions by February 6th, with responses provided via amendment by February 7th.

REQUEST FOR PROPOSAL 2031LL20R00002

TREASURY'S ENTERPRISE HUMAN RESOURCES (HR CONNECT) SSAE 18

QUESTIONS AND ANSWERS

Q1. This does not appear to be a new requirement. Who is the incumbent?

A1. The incumbent is RMA Associates LLC

Q2. Is the incumbent eligible for rebidding?

A2. Yes. All qualified 8(a) small business participants are eligible to bid.

Q3. The government indicated that the estimated labor hours is 900. Given the number of labor categories proposed, will the award be an IDIQ for multiple audit assignments?

A3. No. The award will be a Firm Fixed Price (FFP) definitized contract or a Task Order, if awarded under a multiple award schedule such as NASA SEWP, Federal Supply Schedule (i.e. GSA), etc.

Q4. You also proposed a travel budget but indicated that the majority of work is in DC. Understandably, it’s needed if the awardee is not based in DC but just want clarity.

A4. Correct.

Q5. The requirement says that we have to submit a peer review. Will the government allow our teaming partner’s peer review as they have the peer review for this type of specialized audit?

A5. Yes. The government will consider a teaming partner’s peer review if the teaming arrangement is an authorized GSA Contractor Teaming Arrangement (CTA), a joint venture or partnership. Subcontracting arrangements will not be accepted for this requirement.
