About this file

This document contains questions and responses related to a solicitation seeking an experienced contractor to underwrite and administer a short-term and long-term disability insurance program. Key details include that the solicitation is seeking an integrated disability management approach to ease transition between STD and LTD. The contractor is required to administer the program from this approach to enhance employees' return to work efforts and claim filing process. Federal employees are ineligible for state disability benefits, and both STD and LTD plans are fully insured. The document provides responses to clarify plan design details such as contribution amounts and maximum benefits. It also addresses questions about census data availability and rate history with the incumbent provider.

OCC DISABILITY STD/LTD PROGRAM QUESTIONS AND ANSWERS

**Changes to the requirement can be found highlighted on pages 62-63**

1. List of Items, Schedule of Requirements, Scope of Work, Terms of Reference, Bill of Materials required.

Please review the request for quote for further details.

2. Soft Copy of the Tender Document through email.

All attachments will be uploaded within beta.sam.gov.

3. Names of countries that will be eligible to participate in this tender.

Please view section B. General Requirements on page 18 of the request for quote.

4. Information about the Tendering Procedure and Guidelines.

Please review the request for quote for further details.

5. Estimated Budget for this Purchase.

Not Applicable.

6. Any Extension of Bidding Deadline?

Any extension will be posted as an amendment.

7. Any Addendum or Pre-Bid meeting Minutes?

There are no meeting minutes available.

8. Dates of birth, job titles and STD enrollment amounts added to the census.

The OCC/OFR will not provide job titles. Census information with DOB will be provided by a certain date provided the potential offeror signs an NDA along with the request for information.

Please view Attachment 9 for the STD enrollment amounts.

9. Can you confirm that you do not need state mandated disability quotes per the RFP (NYDBL, NJTDB, HITDI)

The OCC does not require a quote on state mandated disability. Federal employees are ineligible for state disability. Please reference RFQ sections - 1.0 INTRODUCTION and 2.0 SCOPE OF

WORK.

10. Does the NDA need to be completed and if so, who is requesting the NDA be signed? What information will be provided once the NDA is signed as it looks like all RFP information has been provided to us already in order to produce a quote.

Please see answer to question 8.

11. Census: Can we please receive an updated census with job descriptions, birthdates, and dates of hire?

12. Disability Contribution: Can you please confirm the contribution for LTD & STD? The census has a column for ‘VSTD Enrolled’ so we are wondering if that it implied the STD was voluntary.

The STD benefit is voluntary. For STD, employees pay 100 percent of the premium and there are no employer contributions. For LTD, the employer pays 100 percent of the premium and there are no employee contributions. Please reference RFQ sections - 1.0 INTRODUCTION and 2.0

SCOPE OF WORK

13. It looks like the company consists of two groups ‘OCC’ and ‘OFR’ – the cert states a $15k max for LTD & $3,642 for STD for both classes. However, the technical questionnaire states that the OCC group has a $16.5k max for LTD & $3,808 max for STD (does not mention OFR maximums). Is this a request for a proposed option? Would like to confirm the inforce plan maximums.

The STD and LTD certificates are applicable to both the OCC and the OFR. The plan design is the same for the OCC and the OFR. The inforce plan maximums are outlined in Attachment 4 – LTD Certificate of Insurance and Attachment 5 – STD Certificate of Insurance.

The OCC’s intent is to increase the benefit maximum amount from $300,000 (60 percent $180,000) to ($330,000 maximum at 60 percent $198,000). Please reference RFP sections - 1.0 INTRODUCTION and 2.0 SCOPE OF WORK. The plan design is outlined specifically in section - 2.6 Plan Design. The technical questionnaire illustrates the plan design outlined in the RFP section 2.0 SCOPE OF WORK. Quotes should be based on this information.

14. Does the group participate in STRS/PERS?

No. The OCC/OFR group does not participate in the State Teachers Retirement System (STRS) and the Public Employees’ Retirement System (PERS).

15. Please advise of any plan design changes/rate changes within the experience sent as well as lives history if available.

There have not been any changes to the plan design or rates. The plan design and rates have been the same from 2015 to current. The OCC/OFR will not provide lives history. The OCC/OFR employee population may fluctuate within each performance period resulting in an increase or decrease throughout the year (i.e., there may be a variation in quantity).

16. FAR provision 52.219-9 Small Business Subcontracting Plan (Aug 2018) – Page 33 Does the OCC have desired goal for each small business category and/or does the offeror need to follow a specific format or layout when submitting the Small Business Subcontracting Plan?

The OCC does not have a specific format for the Small Business Subcontracting Plan or desired goals for the plan. Please follow the format for addressing the eleven elements as shown at Federal Acquisition Regulation (FAR) 52.219-9(d).

17. 1052.245-8003 Confidential or Sensitive Information (Jan 2014) – Page 42 We are assuming that NDA’s (Attachment 1) should be signed and submitted only upon Contract award and should not be included our proposal. Can you please confirm?

18. Can the census data be updated to include the date of birth or age of each eligible? If age is used, can you please advise the “as of” date used to determine age?

19. Do you have an inforce rate history with MetLife?

Below are the rates from 2015 to current.
