About this file
This is a Questions and Answers document for a federal chiller repair contract opportunity. The document addresses 14 inquiries from potential offerors regarding the scope, technical specifications, and repair approach for a dual-circuit chiller system.
The chiller unit is model M#YLAA0065HE, serial number S#SFJM-798100, with two compressors on Circuit 1 and three compressors on Circuit 2. The chiller experiences recurring low suction pressure faults, primarily on System 2, and occasionally exhibits low superheat faults and high pressure cutoff issues. Compressor #1 was replaced two years ago and is suspected to be failing again, requiring contractor confirmation. The unit operates intermittently, with Circuit 1 cutting out after 24-48 hours, leaving Circuit 2 unable to handle the full cooling load. The controls system is manufactured by Schneider Electric using Eco Truxure technology. The Government's intent is for the contractor to inspect, diagnose, and repair the chiller to restore operational design capacity, with consideration given to reasonable alternatives if discovered deficiencies warrant different approaches. The contractor must replace compressor contactors with each compressor replaced. Recovered refrigerant may be reused if oil testing shows no acid or moisture content; otherwise, new refrigerant is required. Chilled water testing for warranty purposes is not required if the heat exchanger is replaced. Oil sample results from the site visit will be provided by ACCO through their point of contact for bidding purposes.

Questions and Answers Chiller Repair
1. Please provide the unit specifications, including the compressor model numbers and any available equipment details?
Answer: Model numbers: M#YLAA0065HE S#SFJM-798100
2. Are there any active fault codes, diagnostic reports, or maintenance records available for the existing chiller?
Answer: The last 9 shutdowns listed in the log are as follows going from oldest to most recent
1. SYS 1 NO FAUTS
SYS 2 LOW SUCT PRESS
2. SYS 1 LOW SUT PRESS
SYS 2 NO FAULTS
3. SYS 1 NO FAULTS
SYS 2 LOW SUCT PRESS
4. SYS 1 NO FAULTS
SYS 2 LOW SUCT PRESS
5. SYS 1 LOW SUCT PRESS
SYS 2 NO FAULTS
6. SYS 1 NO FAULTS
SYS 2 LOW SUCT PRESS
7. SYS 1 LOW SUCT PRESS
SYS 2 NO FAULTS
8. SYS 1 LOW SUCT PRESS
SYS 2 NO FAULTS
9. SYS 1 LOW SUCT PRSS
SYS 2 NO FAULTS
Our POs have also encountered low super heat faults, and high suction pressure, high pressure cutoƯ – HPCO/MP INHIB though that is not represented in the log of the 9 most recent shutdowns.
3. Are there any known failed compressors, failing compressors, or other known deficiencies with the chiller that oƯerors should be aware of?
Answer: Compressor #1 was replaced 2 years ago. It is suspected to be failing again, but that needs to be confirmed by the contractor.
4. Given that the exact extent of the repairs is currently unknown, is there any additional information available that would assist oƯerors in preparing accurate and competitive pricing?
Answer: The chiller is able to run and cool for short periods of time, circuit 1 would start up, circuit 2 would start up, and then circuit 1 would cut out after 24- 48 hours leaving circuit 2 with the entire load resulting in insuƯicient cooling. It is not reliable because the shut down occurs at unpredictable times requiring a restart of the entire unit.
5. If additional deficiencies are discovered during startup, testing, troubleshooting, or repair activities that were not identified in the solicitation, how will those items be handled?
Answer: The intent of the tasks in the Statement of Work is for the contractor to inspect and diagnose issues with the chiller and make repairs such that the chiller can operate as designed. Reasonable alternatives to bring the chiller to an operational status shall be considered.
6. If it is determined that repair is not the most practical or cost-eƯective solution, would the Government consider alternative approaches, such as complete replacement of the existing chiller and temporary cooling during the replacement process?
Answer: The intent of the tasks in the Statement of Work is for the contractor to inspect and diagnose issues with the chiller and make repairs such that the chiller can operate as designed. Reasonable alternatives to bring the chiller to an operational status shall be considered.
7. Who is the BMS / EMCS controls manufacturer, and which version is it currently operating?
Answer: The manufacturer of the controls module is Schneider Electric, and the system is Eco Truxure.
8. During the site visit it was mentioned that Compressor 1 on Circuit 1 was causing fault codes. Can the fault code be provided?
Answer: See the response for Question #2.
9. During the site visit, an oil sample was taken from Circuit 1. Can the results be shared?
Answer: The oil sample was taken by ACCO and they stated that they would be sharing the results via their POC for bidding on the job.
10. It was mentioned that water from the CW loop may be getting into Circuit 1. If so, will recovery of Circuit 1 and Circuit 2, replacement of the heat exchanger, and replacement of both filter drier cores be included in the scope?
Answer: This was a theory proposed by a tech that looked at the system when we were originally trying to repair it before requesting repair funds. Refer to question 5 if the work required is beyond the original expectation.
11. Can a definitive quantity of compressor be provided or will individual alt numbers be acceptable for Compressor 1 - Compressor 5?
Answer: There are three (3) compressors on circuit 2 and two (2) compressors on circuit 2.
12. Can recovered refrigerant be used or due to the possibility of moisture and acid, will new refrigerant be required?
Answer: If an oil test shows high acid or moisture content then refrigerant must be replaced; if there is no acid or moisture detected than the refrigerant may be re-used.
13. If the heat exchanger is replaced will the chilled water testing be required to prove water quality for warranty?
Answer: No
14. Will replacement of the compressor contactor be included with each compressor replaced?
Answer: Yes
