About this file
This is a Pesticide Application Report form (NA-0081-FAW, Revised 2008) used by the U.S. Fish and Wildlife Service to document pesticide applications on federal wildlife management areas. The form is associated with a Department of Natural Resources contract opportunity (2027-321) for invasive species treatment on the Mathy Tract of the Upper Mississippi River National Wildlife and Fish Refuge in Goodview, Minnesota. The contract seeks bids for labor, equipment, materials, tools, transportation, and incidentals necessary to remove and chemically treat approximately 9 acres of woody vegetation, with primary target species including Siberian elm, eastern red cedar, buckthorn, and honeysuckle. Treatment methods include herbicide application, mastication via forestry mower, and hand mechanical cutting using brush saws and chainsaws. Two treatment phases are required: an initial treatment and one follow-up treatment. A non-mandatory site tour was scheduled for Friday, October 16, 2026, at 9:00 a.m. at the Mathy Tract in Winona County, accessed through private property at 16723 Forgotten Lane, Minnesota City, Minnesota 55959 (T110N R9W Section 19). All responses must be submitted electronically through the Swift Portal, with no email or faxed responses accepted.
Unit pricing must include all costs such as labor, materials, tools, transportation, equipment, sales tax, use tax, and all other expenses necessary for project completion. Direct Pay Permit 1114 does not apply to this project. Award will be made to the lowest responsible vendor meeting all specifications and terms and conditions of the solicitation. Responses that do not comply with the solicitation will be deemed nonresponsive and rejected. Contractors requiring assistance with Swift Portal registration or response completion may contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. Vendors are responsible for reviewing all attachments to the event and complying with all specified requirements.
