This is a maps document supporting a Request for Bids (RFB) issued by the Minnesota Department of Natural Resources for invasive species treatment on the Mathy Tract of the Upper Mississippi River National Wildlife and Fish Refuge located in Goodview, Minnesota. The project encompasses approximately 9 acres and requires removal and chemical treatment of woody vegetation, specifically targeting Siberian elm, eastern red cedar, buckthorn, and honeysuckle through herbicide application, forestry mower mastication, and hand mechanical cutting using brush saws and chainsaws. The scope includes two treatment phases: an initial treatment followed by one follow-up treatment. A non-mandatory site tour is scheduled for Friday, October 16, 2026, at 9:00 a.m., with site access through private property at 16723 Forgotten Lane, Minnesota City, Minnesota 55959 (T110N R9W Section 19). All bid responses must be submitted electronically through the Swift Portal, with no email or faxed responses accepted.

Unit pricing must be all-inclusive, incorporating labor, materials, tools, transportation, equipment, sales tax, use tax, and all other costs necessary for project completion. The award will be made to the lowest responsible vendor that meets all specifications and contract terms and conditions. Contractors requiring assistance with Swift Portal registration or bid submission may contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. Vendors are responsible for reviewing all attachments and complying with all solicitation requirements, and DNR will serve as the determining factor regarding vendor specification compliance. Direct Pay Permit 1114 does not apply to this project. Responses that do not comply with the solicitation or fail to respond to the latest event version will be considered nonresponsive and rejected.
