About this file

This file comprises the attachment requirements and bidding instructions for Minnesota's Department of Natural Resources solicitation 2027-321 for invasive woody vegetation treatment on the Mathy Tract of the Upper Mississippi River National Wildlife and Fish Refuge in Goodview, Minnesota. The project encompasses approximately 9 acres requiring labor, equipment, materials, and services for removal and chemical treatment of woody vegetation including Siberian elm, eastern red cedar, buckthorn, and honeysuckle using herbicide application, forestry mower mastication, and hand mechanical cutting with brush saws and chainsaws. The project includes an initial treatment and one follow-up treatment. A non-mandatory site tour is scheduled for Friday, October 16, 2026, at 9:00 a.m. at the Mathy Tract, with access through private property at 16723 Forgotten Lane, Minnesota City, Minnesota 55959. All responses must be submitted electronically through the SWIFT Portal, with no email or faxed submissions accepted.

Unit pricing must include all costs such as labor, materials, tools, transportation, equipment, sales tax, use tax, and all other expenses necessary for project completion. Responders must enter bid prices directly in SWIFT at the unit line level. Award will be made to the lowest responsible vendor meeting all specifications and terms and conditions. Qualification requirements mandate that the prime contractor must have substantially completed at least one verifiable contract of similar scope and dollar amount of $15,000 or more within the past 48 months involving 5 or more acres of hand cutting and chemical treatment of woody invasive species. Additionally, contractors must not have been found in default or had a contract terminated for cause within the last 36 months, and the project requires a current Minnesota Commercial Pesticide Applicators License. Responders must complete all declarations regarding response accuracy, non-collusion, organizational conflicts of interest, and provide vendor qualification documentation, contractor contact information, and any prompt pay discounts offered in SWIFT.
