Comprehensive School Safety & Security Audit RFP | Stratford Public Schools

1. Purpose and Intent

Stratford Public Schools (the “District”) is seeking proposals from qualified firms to conduct a comprehensive, districtwide school safety and security audit and to provide implementation-focused emergency preparedness support. The District intends to engage a partner that can evaluate physical security, plans, policies, procedures, technology, operational practices, and stakeholder experience;

identify strengths and vulnerabilities; estimate implementation costs; and convert findings into prioritized short- and long-term action plans.

The District’s goal is not simply to receive a static assessment. The selected firm must provide a structured pathway from assessment to action, including practical recommendations, accountability structures, leadership preparedness, reunification planning, and sustained implementation support.

2. Project Goals

● Establish a current, independent baseline of safety and security conditions across all District schools, offices, grounds, and relevant operations.

● Assess the completeness, consistency, and operational alignment of All-Hazard Plans, Emergency Operations Plans, policies, procedures, maps, camera documentation, and facility information.

● Evaluate physical security conditions using a comprehensive, nationally recognized school-facility security framework with at least 100 indicators or equivalent depth.

● Identify districtwide strengths, vulnerabilities, systemic patterns, and building-specific priorities.

● Capture input from students, staff, families, Board members, administrators, facilities personnel, security personnel, and other relevant stakeholders.

● Provide practical, evidence-informed recommendations that reflect Stratford’s facilities, staffing, operations, community expectations, and fiscal realities.

● Provide reliable planning-level implementation cost estimates so recommendations can be prioritized and incorporated into operating and capital planning.

● Create clear short- and long-term implementation plans that consider risk, cost, staffing, feasibility, sequencing, and accountability.

● Strengthen emergency leadership decision-making through scenario-based tabletop exercises.

● Develop or refine District reunification protocols through facilitated planning and training.

● Provide sustained implementation coaching for District security leadership following completion of the audit.

● Produce confidential, audience-specific reports and presentations that support appropriate communication to administrators, the Board of Education, and the community while protecting sensitive security information.

3. District Background

Stratford Public Schools serves students across multiple school facilities and District offices in Stratford, Connecticut. Respondents should assume that the engagement will require coordination with District administration, school leaders, facilities and custodial personnel, safety/security personnel, technology staff, and other stakeholders designated by the District.

The final number of facilities, site-visit schedule, available plans and records, and stakeholder groups will be confirmed during contract finalization and project kickoff. Respondents must identify any assumptions used in developing their proposal.

4. Scope of Services

At a minimum, proposals shall address all of the following components.

4.1 Project Kickoff and Work Plan

● Conduct a kickoff meeting with District leadership to confirm project objectives, scope, communication protocols, schedule, required records, confidentiality requirements, and key points of contact.

● Provide a detailed project work plan, including milestones, site-visit sequencing, stakeholder-engagement activities, draft deliverables, review periods, and final presentation dates.

● Identify the project manager and all personnel expected to perform fieldwork, analysis, facilitation, or report preparation.

4.2 Comprehensive Artifact and Plan Review

● Review each school’s and relevant District office’s All-Hazard Plan and/or Emergency Operations Plan for completeness, usability, internal consistency, and alignment with applicable requirements and recognized practices.

● Review relevant Board policies, administrative procedures, emergency protocols, safety manuals, memoranda, after-action materials, incident-response procedures, and related documentation.

● Review available facility blueprints, site plans, floor plans, camera maps, access-control documentation, visitor-management procedures, emergency communications information, and other relevant security records.

● Identify gaps, inconsistencies, outdated materials, conflicting procedures, and opportunities for standardization across the District.

4.3 On-Site School and District Facility Assessments

The selected firm shall perform on-site assessments of District schools and offices using a comprehensive school safety and security assessment methodology. The methodology must include at least 100 indicators, or an equivalent level of detail, and should address, at minimum:

● School surroundings and adjacent conditions;

● Site access, perimeter conditions, traffic flow, parking, drop-off/pick-up, and exterior grounds;

● Building entrances, doors, glazing, hardware, visitor management, access control, and key/credential practices;

● Interior circulation, classrooms, common areas, high-risk or restricted areas, and internal security conditions;

● Emergency communications, public-address capabilities, radios, alarms, mass notification, and redundancy;

● Cameras, surveillance practices, monitoring, coverage, retention, and operational use;

● Building controls, locks, intrusion detection, and other relevant security technology;

● Signage, room/door identification, emergency responder access, evacuation, sheltering, and reunification considerations;

● Operational practices observed during the assessment; and

● Other conditions reasonably related to school safety, emergency response, and continuity of operations.

The assessment process should permit secure incorporation of photographs, videos, annotations, and narrative findings. The District expects appropriate participation from designated school leaders, facilities/custodial personnel, security staff, and other personnel during site visits.

4.4 Districtwide Risk Visualization

● Develop a concise districtwide visual summary that compares buildings and major assessment indicators and allows leadership to identify systemic strengths, vulnerabilities, and outliers.

● The proposed visualization may be a heat map or equivalent dashboard/matrix and must be suitable for confidential leadership use.

● The respondent shall describe the methodology used to normalize and compare findings across buildings.

4.5 Stakeholder Surveys, Focus Groups, and Interviews

● Design and administer custom stakeholder surveys that supplement physical observations and evaluate how safety systems function in practice.

● Provide multilingual participation capabilities appropriate for Stratford’s community; proposals should describe the number of languages supported and accessibility features.

● Engage representative stakeholder groups, which may include students, staff, families, administrators, Board members, facilities personnel, security personnel, and community partners.

● Conduct targeted virtual and/or in-person interviews and focus groups where additional context is needed.

● Protect respondent confidentiality as appropriate and summarize findings without unnecessarily identifying individual respondents.

4.6 Analysis of Strengths and Vulnerabilities

● Provide a balanced analysis identifying both effective existing practices and areas requiring improvement.

● Differentiate between districtwide/systemic issues and site-specific findings.

● Identify vulnerabilities involving facilities, technology, staffing, procedures, training, communications, and implementation fidelity.

● Substantiate recommendations with field observations, stakeholder input, professional judgment, and recognized school-safety practices.

4.7 Implementation Cost Estimates

● Provide planning-level implementation cost estimates for material recommendations where a cost can reasonably be established.

● Use current regional market information and/or qualified local/regional vendor input to develop realistic cost ranges.

● Clearly distinguish no-cost/low-cost procedural recommendations from capital or technology investments.

● Identify key assumptions, exclusions, escalation considerations, and items requiring formal engineering, design, competitive bidding, or further study.

● Cost-estimating activities shall not create an obligation for the District to purchase goods or services from any vendor consulted by the selected firm.

4.8 Prioritized Short- and Long-Term Action Plans

● Develop a prioritized implementation roadmap that considers risk, urgency, cost, staffing, operational impact, feasibility, sequencing, and dependencies.

● Separate immediate actions from short-term and longer-term initiatives.

● Identify responsible roles or functional owners and recommended accountability checkpoints.

● Include measurable milestones or completion criteria where practical.

● Identify opportunities for phased implementation, grant support, or integration with future capital planning.

4.9 Reporting and Presentations

● Prepare confidential building-level findings suitable for authorized District personnel.

● Prepare a confidential districtwide executive report synthesizing systemic findings, high-priority risks, recommendations, implementation sequencing, and estimated costs.

● Prepare an audience-appropriate Board of Education presentation that communicates findings and priorities without unnecessarily exposing exploitable security vulnerabilities.

● Provide electronic source files for approved final reports, action plans, matrices, and presentations.

● Participate in at least one final leadership briefing and one Board presentation, or equivalent meetings as directed by the District.

4.10 Emergency Preparedness Tabletop Exercises

The base proposal shall include three scenario-based emergency preparedness tabletop sessions for District leadership. Exercises shall be designed to test decision-making, communications, roles, coordination, and application of Emergency Operations Plans in realistic but controlled scenarios.

● Develop scenarios in consultation with the District.

● Facilitate each exercise in a structured, low-risk setting.

● Include relevant internal and external partners when directed by the District.

● Document lessons learned, gaps, decisions, and recommended corrective actions.

● Provide an after-action summary with clear next steps aligned to District plans and procedures.

4.11 Reunification Planning and Protocol Development

● Facilitate a structured review of the District’s existing reunification procedures.

● Assist the District in refining roles, site selection criteria, student accountability, parent/guardian verification, transportation, communications, staffing, documentation, accessibility, and coordination with public safety partners.

● Conduct guided practice and/or scenario-based training with designated District personnel.

● Provide finalized or refined protocols, checklists, templates, and implementation tools that can be maintained by the District.

4.12 Twelve-Month Implementation Coaching

Following delivery of the audit, the selected firm shall provide twelve (12) months of structured implementation coaching for the District employee designated to lead school security and/or implementation of audit recommendations.

● Regularly scheduled one-to-one coaching sessions;

● Support prioritizing audit recommendations and managing competing implementation demands;
