About this file
This is a Questions and Answers document for a Fire Extinguisher Service Blanket Purchase Agreement (BPA) solicitation issued by the Department of the Air Force Materiel Command Lifecycle Management Center at Hanscom Air Force Base under solicitation number 2026-PZI-1826.
The Q&A clarifies key requirements and pricing structure for the BPA. Regarding contractor qualifications, both prime contractors and subcontractors must hold required state licenses and certifications in the jurisdiction where work is performed. Hydrostatic testing is a separate Contract Line Item Number (CLIN) with its own cost and compensation, distinct from annual inspection pricing. Replacement fire extinguishers (ABC, Class K, and Clean Guard) should be priced according to specifications provided in Appendix A when a single unit price is requested. The bid schedule should remain unchanged with pricing entries only; no corrected version will be issued. Small business subcontracting compliance under FAR 52.219-14 is measured by the end of the base contract term and then by the end of each subsequent option period, rather than on a per-call or per-order basis. Personnel performing portable fire-extinguisher inspection, servicing, recharging, and testing must be classified under Service Contract Labor Standards occupational classification 23310 - Fire Extinguisher Repairer. The underlying requirement involves inspecting, testing, and maintaining portable fire extinguishers in compliance with UFC 3-600-01 and NFPA-10 standards across 66 ABG/CEOES locations.

Sheet1
1. The PWS states that the Contractor shall be licensed by the state in which the work is performed. If a small-business prime contractor utilizes a Massachusetts-licensed fire-extinguisher service subcontractor whose company and technicians hold all required Massachusetts registrations and certifications, would that satisfy this requirement, or must the prime contractor itself hold the Massachusetts Certificate of Registration?
They both should be certified.
2. Please clarify the annual-inspection CLIN language referencing hydrostatic testing. Is hydrostatic testing required to be included in the annual inspection unit price when a unit is due for hydrostatic testing, or will hydrostatic testing be separately authorized and compensated?
Hydrostatic testing is a separate CLIN in the base year with its own cost.
3. Please confirm the required capacity/size and specifications that should be used to price replacement ABC, Class K, and Clean Guard extinguishers when the bid schedule provides a single replacement unit price.
See Appendix A when replacing extinguishers.
4. The option-period total lines appear to reference CLIN numbers associated with subsequent periods. Should offerors leave the spreadsheet unchanged and enter pricing only, or will a corrected bid schedule be issued?
Leave the spreadsheet unchanged.
5. For purposes of FAR 52.219-14 under this BPA, will compliance be measured by each BPA call/order or across the applicable base and option performance periods?
By the end of the base term of the contract and then by the end of each subsequent option period.
6. Please confirm the intended Service Contract Labor Standards occupational classification for personnel primarily performing portable fire-extinguisher inspection, servicing, recharge, and testing.
The intended Service Contract Labor Standards (SCLS) occupational classification for personnel primarily performing the inspection, servicing, recharging, and testing of portable fire extinguishers is 23310 - Fire Extinguisher Repairer.
